Après 5 ans, c’est Jeudi le 18 Juin 2015 que le Président Paul Kagame a visité le District de Rutsiro. Sa dernière visite date de 2010 lors de la campagne électorale pour son deuxième mandat. Des milliers d’habitants étaient venus pour voir de leurs propres yeux et exprimer leur gratitude suite aux succès dans la transformation socio-économique.

« Je ne suis pas venu pour faire la campagne mais pour vous rendre visite et évaluer votre développement comme convenu lors de l’élection de 2010… », a fait savoir Kagame, tout en saluant ces habitants des objectifs déjà atteints.

Le Président Kagame a aussi promis aux habitants de Rutsiro que les problèmes liés aux routes impraticables de ce District seront résolus avec la construction de routes asphaltées. C’est même la chose pour d’autres infrastructures comme les écoles, les installations sanitaires et la distribution de l’électricité.

Le Président a répondu a lui-même constaté l’urgence de construire des routes convenables pour booster le développement. « Pour arriver au bureau du District, nous avons aussi été retardés d’une heure par le mauvais état des routes. Nous avons dû sortir des véhicules pour les pousser de nos propres mains ».

Même le Maire de Rutsiro, Gaspard Byukusenge, dans son mot de bienvenue avait sollicité l’appui du Président pour macadamiser la route de 4km reliant Gisiza et Murunda afin de rendre le District fréquentable.

Kagame leur a demandé de continuer à travailler beaucoup pour qu’ils puissent assurer leur propre développement et celui du pays en général. Il a ajouté que le Rwanda actuel est différent du Rwanda des 15 dernières années et que la population a joué un rôle important dans  toutes ces réalisations. Raison pour laquelle la population doit travailler beaucoup pour que le Rwanda actuel soit différent du Rwanda des 10 années à venir.

« Le Président Kagame nous a rendu visite, nous sommes heureux et il nous a  donné beaucoup de conseils, même la Bible nous dit que celui qui ne travaille pas mange pas », a révélé Daphrose Mukaruhimbi, une habitante de Karongi.

Ce District compte 324 milles habitants dont 6 milles familles ont déjà bénéficié de la vache donnée par le programme « Girinka ». Ce programme a été initié le Président Kagame dans l’optique de lutte contre la pauvreté.

Police seize over 280 bottles of smuggled liquor

Police in Nyabihu District have impounded 287 bottles of smuggled liquor after it was sneaked into the country apparently through an illegal border in the Western Province.

The seized liquor include 96 bottles of Red Wine, 48 bottles of Gordon gin, 26 bottles of Veuve Clicquot and 24 bottles of Black Label.

Other brands include Remy Martin, Chivas, J&B, Jack Daniel, Red Label and Captain Morgan.

The successful operation was conducted on June 17 following a tip off from an informer.

Police Spokesperson for the Western region, Superintendent Emmanuel Hitayezu, said that police seized the liquor and the car it was being transported in, at around 9pm in Rambura Sector in Nyabihu but suspects managed to escape.

“When they realized that they were being trailed by police, the suspects abandoned the vehicle in the nearby bush and run away but Investigations are ongoing to apprehend them,” he said.

“Smuggling is illegal and punishable under Rwandan laws, because of its negative effect on the economy through the evasion of taxes and also disrupts the pricing of commodities on the market. We commend those who provide timely information to Police and urge for continuous cooperation with Police in order to overcome this challenge,” Supt. Hitayezu said.

He also advised the business community to always go through legal channels to avoid shady businesses that leave them in loses after arrest and heavy penalties.

Early this month, Police in Bugesera District also foiled an attempt to smuggle 20 crates of alcohol and arrested two suspects who were involved in the plot.

RNP continuously conducts such operations against smuggled and illicit products throughout the country.

The Revenue Protection Department, a Police arm attached to Rwanda Revenue Authority is charged with, among others, to fight fraud, smuggling and other businesses intended to evade taxes or which are illegal.

Après le District de Rutsiro, c’était le tour du District de Karongi de faire l’objet de la visite du Président Paul Kagame vendredi le 19/06/2015. Il a invité les jeunes de moins de 40 ans qui présentent 80%  de toute la population de ce District à travailler pour ne pas constituer un fardeau pour le pays.

Le Président Kagame a rappelé que les Rwandais de profiter de la chance de la sécurité qui règne au Rwanda comme opportunités pour travailler beaucoup et assurer leur développement.

« Les chiffres montrent que le District de Karongi reste derrière en matière de développement socio-économique. Mais chose plus étonnante est que le même District compte le plus grand nombre de jeunes de moins de 40 ans, soit 80% par rapport aux autres Districts », s’est indigné Kagame en soulignant que le grand nombre de jeunes qui ne travaillent pas est un problème préoccupant.

Réagissant à la question présenté par un habitant de Karongi, exproprié par le projet du gaz méthane mais qui n’a pas a été compensé, le Président Kagame a dit aux autorités d’adopter la culture de résoudre des problèmes sans engager des procès.

Les habitants de Karongi saluent les conseils donnés par le Président comme l’a témoigné  Alexandre Ruboneza, de la cellule de Gashaka, Secteur Rugabana. « Le faite que notre Président nous rendu visite et qu’il nous a donnes des conseils, ça nous encourage beaucoup ».

Emails of Rwandan dissidents leaked

The politics leakages which have rocked international politics in the past several years may have reached the Rwandan political scene. Emails have been released online purportedly exchanged Rwandan dissidents Kayumba Nyamwasa and Dr Theogene Rudasingwa.

One of the emails was published this past Sunday by a blog which has emerged a source of some of the most controversial information on Rwanda. It is the same blog which revealed the existence of a previously unknown son of Rwanda’s liberation icon Gen Fred Gisa Rwigema. The information turned out to be true.

“We have been able to infiltrate the murky world of the Rwanda National Congress, a dissident outfit of Rwandan outlaws whose leader Gen Kayumba Nyamwasa leaves in hiding in South Africa,” writes the blog africanudo.wordpress.com. “This is an email sent by Theogene Rudasingwa to Kayumba Nyamwasa on 17th July 2013.”

“We have a troll of many emails. But for now, we will be releasing a small portion to show you how the dissidents operate. This particular email we releasing today seems like a communication between the two men expressing frustration at former Rwanda spy chief Patrick Karegeya. The language used in the email is coded but some names appear familiar. The issues they refer to also make sense.”

I have constantly reminded him that our understanding is that everything must be approved, ariko he agrees but then never acts.

If you remember, we had agreed that whenever we want to send people to those locations, we will be sending Joseph.

My reading of the situation is that KP is establishing a parallel reporting system. Ngirango Afande warabibonye, igihe twagiraga skype conference the way he was speaking to Frank.

The comments the prosecutor used when speaking about the case and role of KP, should be another wake up call.

Spanish indictments on Rwandan officials “null and void”

Here Gen Karenzi Karake was in London in 2013, and has been there many times, like all across EU for official and private visits. But then, why NOW?

The 40 Rwandan officials indicted by a mafia Spanish judge cannot be tried in his kangaroo court for the simple fact that the law he is basing on has been struck off the book from the country’s laws by his own parliament.

The controversy surrounding the indictments arises following the contested arrest in London of Gen Karenzi Karake, on an outdated arrest warrant which had not been deactivated from the EU Interpol system. Gen Karake is the head of Rwanda’s intelligence system NISS. He was in London on routine trip.

The judge, who issued the indictments back in January 2008, confirmed to media on Monday that Gen Karake had indeed been arrested. The UK said it was waiting for all legal documents necessary to keep Gen Karake in custody. He appears in court on Thursday this week, according to reports.

Rwandan justice minister Johnston Busingye, who was himself in Europe for official trip, has travelled to London and is handling the case. However, the arrest itself has stunned Rwandan officials because the same case – like all the other 39, became null and void the following year, out of Spanish embarrassment that the mafia judges were turning the country’s laws into witch-hunt tools for interest groups.

In early 2009, a year after the Rwandan indictments, lawmakers in the Spanish parliament began a process to reform the judiciary. Among the laws they wanted off the book, was the ‘universal jurisdiction’ laws. In unprecedented period, as passing laws usually takes months or even years, parliament passed the changes.

On 19th May 2009, a proposal introduced by the opposition at the time was voted through on by 339 of the 350 lawmakers to remove the powers on judges to engage in “judicial tourism”.

Spanish judges have used this universal jurisdiction over the years to pursue cases against the so called alleged human rights violators in several countries, including China on Tibet, Rwanda, Israel, the United States, Chile and Argentina.

Government in Rwanda has reacted with fury and has since mobilised support on the African continent and countries like the U.S and Israel that have had their officials in the same situation, to disregard the indictments. At some point, then justice minister Tharcisse Karugarama called the move “judicial madness”.

With the changes introduced by the Spanish parliament, judge Merelles  would have to come up with very convincing evidence to merit acceptance by Spanish courts, a deep assessment of the proposal suggests.

Recent efforts to investigate former United States officials and former and current Israeli officials caused some diplomatic embarrassment and prompted calls within the Spanish government for a change in the law. Spanish Foreign Minister Miguel Ángel Moratinos back in 2009 reportedly told Israeli officials he would seek to have the law changed — a comment the government later denied, The New York Times reported.

Baltasar Garzón, Spain’s crusading judge, in March 2009 sought to open a criminal investigation into allegations that six former Bush administration officials violated international human rights law by creating a legal framework to justify torture at the prison at Guantánamo Bay in Cuba. Prosecutors rejected the case, which named former Attorney General Alberto R. Gonzalez, among others, and passed it to another judge.

Judge Garzón then sought to open another investigation, based on allegations of torture made by four former detainees, which did not name any specific United States official, the paper reported.

A similar proposal has been launched by the French government to review laws introducing measures that would control the power of France’s courts to pursue cases against people accused of crimes against humanity in other countries. There has however been very minimal progress, which will put accusations against nine Rwandan officials to rest, at least for now.

THE FRIENDS OF EVIL: Who is funding mafia against Kagame & Rwanda?

It is hard to imagine that those who planned the 1994 genocide against the Tutsi in Rwanda and their accomplices could still be meeting; in the very city that shelters the most powerful international tribunals. But—they are. One such meeting took place on April 26, 2008, at The Hague in Holland. The meeting was organized by Rwandese associations, Duurzaam voor Afrika (DVA) and Dusabane. It was funded by an influential Dutch NGO, Oxfam-Novib. Participants were claiming to promote peace in the Great Lakes region but the final communiqué of the meeting was vague as to its objectives recommendations.

The organizers of the meeting placed guards at the hall’s entrance, to stop anyone suspected of being a Tutsi. An observer, whom I spoke with, compared this action to the roadblocks which were erected during the genocide of 1994; where those who had the right to life could pass but those who were condemned to death could not. One of the participants told me they had accepted the participation of a single Tutsi, on condition that he does not take any photographs. The same conditions had been imposed at another meeting held earlier in Brussels in February 2007.

While justifying their action, the DVA and Dusabane denied the meeting had gathered negationists and committed genocide perpetrators. The authors of their press release stated they would pay no attention to allegations about “genocide deniers” and “organizations known to be apologists of the Tutsi Genocide and close allies to Genocidal forces”, because they react to demonstrated “facts and not to allegations.” They also said “Inside Rwanda, the term “genocidal ideologies” was untimely, used to falsely accuse individuals and/or organisations that the Government wants to threaten or jail.”

Paul Rusesabagina, who gained fame because of the film “Hotel Rwanda,” was the guest of honour and key speaker at this meeting of April 2008, as well the one that preceded it held in Brussels in February 2007. Rusesabagina was accompanied by other bigots such as the Frenchman Pierre Péan, known for his anti-Tutsi hatred and racism. Rusesabagina, according to his promoters and himself, is said to have shown a lot of courage during the genocide against the Tutsi in 1994, and specifically, to have saved the lives of more than 1000 people.

Thanks to the film, Rusesabagina has become so famous that he is now the beacon of all the organizations which preach the rationale and inevitability of the genocide of Tutsi. He has for some time been travelling all over the world, giving conferences and raising funds from benefactors, pretending the money will be used as aid to genocide survivors.

Another speaker at the April 2008 meeting was Robert Krueger, former American ambassador to Burundi from 1994-1996, which made him a “specialist of the Great Lakes region’s issues”. In his speech, Krueger told the participants that nobody should be prosecuted for the crime of genocide. At another meeting held in Chicago, on 19th May 2008, he had said the same thing. He declared that the courts should not prosecute those accused of genocide due to their large number. He proposed that in order to achieve truth and reconciliation, the genocidaires should confess and be acquitted. 

An end must be put to the support given to the criminals

Those who prepared this meeting of April 26, 2008 knew full well that they were bringing together people who were in some way involved with the genocide. If they did not see any problem in supporting a meeting in which a high official of the ultra-extremist Hutu group Coalition for the Defence of the Republic (CDR), Jean Baptiste Mugimba took an active part, it follows that the peace they claimed as their goal is a peace founded on the culture of impunity and promotion of genocidaires.

To host a meeting involving hardliner members of CDR can only be interpreted as support for the acts and ideas of the Hutu power militia (Interahamwe and Impuzamugambi) as a whole, and specifically for well known genocide planners such as Ndereyehe and Mugimba.

Let us be clear. That, some Rwandans meet to discuss their problems is not in itself, a problem. It is a problem when those people are advocates of a genocidal ideology, and have the support of European NGOs funded by their governments or by international bodies such as the European Union. Some of these organisations are from Holland—the same country which hosts a significant number of international courts/tribunals!

During my last visit to Holland to investigate this meeting, I wanted to know to what extent the members of the Dutch government and NGO’s were informed about the nature of the group of criminals who had initiated this meeting. I met with officials in the Ministry of Foreign Affairs, Mr W. Wooter Plomp and Mrs Marjolein Jongman, head of the Central and Southern African Desk and Department of Sub-Saharan Africa and Chargée d’affaires in the Sub-saharan Africa Department and Central Africa Division respectively.

Among the heads of NGOs of that country, I met with Rolf Van De Maas, Central Africa Programme Officer in Oxfam-Novib and Kees Van Den Broek, Programme Officer in CORDAID. I spoke on telephone with Carl Jansen of ICCO-Kerkinaktie. I had one question for these five persons: whether they knew RDR and its political line. They all answered in the negative and they did not even know that RDR had its head office in The Hague! Those in the Ministry of Foreign Affairs asked me what RDR stood for and who its members were.

I briefly explained to them that it was a group of persons who had played a great role in the genocide against the Tutsi in Rwanda or who supported the genocide ideology. They asked me whether the RDR was the same as the FDLR. I answered that RDR gave birth to FDLR and that they are still together in what is called FDU-Inkingi. I could not believe that they knew nothing about the RDR. Firstly, the RDR has its head office in The Hague and carries out its activities there. Secondly, a number of their own NGOs have sometimes been the spokespersons of the RDR, while the Dutch Government has helped greatly these NGOs. It was with this Dutch government money that Dutch NGOs financed the meetings of these criminals.

In any case, I believe the NGOs I spoke to, knew RDR better than did the Dutch government officials because of the long history that linked them. The NGO representatives I spoke to knew to what degree the Dutch NGOs are linked to Rwandan civil society and to what extent they support local organisations in Rwanda. Dutch NGOs have forged friendship relations with several Rwandan individuals working in some registered NGOs in Holland, some of whom took active part in the genocide against the Tutsi. But this does not prevent these European NGOs and their leaders from continuing to support their Hutu protégés, despite the crimes they committed against the Tutsi in 1994.

In addition to the issue of the RDR, I asked the three Dutch NGOs about a report which they published in 2003 in which they acted as spokespersons for the genocide perpetrators. One of the employees of OXFAM-NOVIB answered that he wasn’t there at that time. When I asked about the collaboration they had with some Belgian NGOs such as VRADESEILANDEN, he answered that he did not even know of it. The answers I got from these NGOs made me conclude that in those organisations, there were probably people who have been collaborating either clandestinely or unknowingly with genocide perpetrators for some years. It is a story which resembles that of 1994 or even prior to 1994.

The senior officials of CORDAID and OXFAM-NOVIB with whom I met, asked me to give them some information on the RDR. Were they of good faith? I doubt it because I can’t imagine that an NGO can support a “political party” in exile without knowing its exact nature and the justification of its existence. Whatever the case, I would hope that, this book will help their understanding of the RDR. At least, those who will continue supporting RDR will know that they are supporting an organisation whose raison d’être is genocide and its denial, because its membership and leadership comprises people who were deeply involved in that crime. The choice is theirs.

On December 9, 2008, I wrote an open letter to Mr Tim Cooke, who used to head the Africa Service of the BBC. It was a reply to an open letter of his, which I timed to coincide with the 60th anniversary of the Convention on the Prevention and Punishment of the Crime of Genocide. I concluded my letter with questions which he has not answered to date:

–        Should an individual or an association which denies that there was the genocide of the Tutsis have the right to speak on the airwaves of the BBC-Gahuzamiryango, of which he is the head?

–        Should a person or an association which states publicly that the authors of the genocide should not be publicly brought to justice be given a forum for discussion on the radio, for example the one he works for?

–        Does Cooke believe that an individual or an association that argues that the genocide of the Tutsis in Rwanda was a necessary political undertaking is defending ideas which are politically acceptable?

–        Tell me honestly, what kind of support is given them when they are provided with airtime, as BBC does so often on its radio?

–        Does Cooke believe that ideas which are intended to divide people, which are racist and genocide denialsdeserve to be aired publicly and to be given free air-time on any radio, and especially the BBC, which is listened to by so many people? When BBC gives them a platform, doesn’t the think that such an act could have harmful consequences on a national scale in a country like Rwanda?

–        When the BBC invites people or associations who dare to argue that the genocide of Tutsis in Rwanda had neither perpetrators nor victims, and that no one put a stop to it, what does BBC think is going to learn from them?

–        Is the BBC aware of the fact that the perpetrators of the genocide in Rwanda are always looking for ways of using the press, especially international radios, to propagate the genocide? Does the BBC know that it is among those radio stations the genocidaires identified to manipulate for this purpose?

–        Does Cooke not think that the denial of genocide constitutes a reprehensible criminal act, and liable to be condemned by anyone of decency?

–        Is Cooke knowledgeable about the different strategies (especially when it comes to language) used by those who spread the ideology of genocide and by those who deny the genocide?

–        Does Cooke not believe that certain kind of information, either written or broadcast, can put the security of a person, or a group of people at risk, and even endanger their lives?

–        In its history, did the BBC radio dare to give as much room for expression to known Nazis and to those who deny the Shoah? If not, then, why should Cooke and the BBC think that the denial of the genocide of the Tutsis should be freely granted so much space on BBC airwaves? Is there, in Cooke’s eyes, a genocide whose denial can be professed so publicly without a reaction?

I believe that upon reading this book the BBC, and those who read the letter, will understand why the questions were asked and what it means to be a friend of evil

US not supporting ‘outrageous’ indictments on Rwanda

A leaked “US embassy cable – 08KIGALI292” cautioned the Spanish indictment of 40 Rwandan military officers is outrageous and inaccurate, offers an unrecognizable version of the most painful and violent episodes in Rwanda’s history.

According to the statement back in 2011, the Spanish Indictments were distorting the established record, inventing mass killings, placing the blame for any misfortune Rwandans have suffered (including the 1994 genocide) on the Kagame government.

“Several of those Rwandan Military officers indicted are now dead” Read the leaked cable statement. The Indictment issued by Judge Fernando Andreu Merelles is obviously worthless.

The thematic approach of the Spanish judge weak ground and illogical hypothesis becomes evidently politically motivated when the argument is: the Rwanda Patriotic Front was founded, according to the judge, not as is conventionally understood as a political organization of refugees, unable to return home and finally deciding upon using military force to do so — to regain a homeland — but as a criminal organization.

To this entirely fanciful account of the origins and directing agencies of the RPF, it is clear the judge was wildly inaccurate, not to say repugnant, description of the origins of the genocide and the carrying of mass slaughter of Tutsi
civilians in 1994.

At no point in the judge’s narrative is the Habyarimana regime or extremist elements within that government at fault — there is no planning for genocide, no carrying out of prepared massacres, not even a mention of the insidious and all-encompassing psychological preparation of mass killing by media outlets controlled by extremist.
In the Spanish judge’s ‘intentionally’ mistaken view, the Habyarimana regime was a peaceful, law-abiding government, intent upon bringing good to all
Rwanda’s people.

The Spanish judge believes that ethnic hatred was never previously seen in Rwanda, not until the RPA sought to impose its terroristic ideology.

Short acknowledgment by the Spanish judge is that hundreds of thousands of the Tutsis lost their lives but ignores the objective fact that Genocide against Tutsi in Rwanda was from the genocidal rump government that tottered from place to place in Rwanda from April to July, 1994)

Judge Fernando Andreu Merelles of Spain Wednesday last week issued indictments against 40 senior officers of the Rwanda Defense Forces, (RDF) formerly of the Rwanda Patriotic Army, (RPA) on allegations of committing crimes against genocide after the 1994 Rwanda Genocide.The controversy surrounding the indictments arises following the contested arrest in London of Gen Karenzi Karake, on an outdated arrest warrant which had not been reactivated from the EU Interpol system. Gen Karake is the head of Rwanda’s intelligence system NISS who was in London on regular official trip.

Madame Jeannette Kagame lors du Forum des jeunes filles au Parlement

La Première Dame du Rwanda, Mme Jeannette Kagame a encouragé et inspiré les jeunes filles d’assurer leur développementpour devenir de meilleurs futurs dirigeants. Selon Madame Jeannette Kagame « pour devenir un bon leader, tu dois connaître ton histoire, le contexte de ton peuple et la nation quetu pourras servir un jour ».

La Première Dame s’adressait à plus 250 filles le 20 Juin 2015 au Parlement lors d’un Forum des Jeunes organisé par « ImbutoFoundation ». Ce forum ayant comme thème « Informed, inspired, involved », a été organisé dans le cadre de montrer aux jeunes Rwandais comment les deux chambres du Parlement du Rwanda fonctionnent.

« En tant que futurs dirigeants du Rwanda, vous êtes venus ici pour apprendre comment avoir un esprit critique et s’apprêter à représenter vos communautés », a suggéré Madame Jeannette Kagame.

Après la session, Jeannette Kagame a donné conseils à ces jeunes de former les groupes de réseaux sociaux pour pouvoir plaidoyer au nom de leurs communautés.

Ces enfants ont fait le tour du Musée du Parlement « Campaign Against Genocide Museum », pour comprendre comment le FPR a arrêté le génocide.

Sous la supervision des députés, ces jeunes filles ont participé aux différentes fonctions du parlement. Ces jeunes filles ont élu leur propre présidente du parlement, les représentants etont participé dans les débats. Elles ont rédigé les projets de lois qui conviennent pour résoudre les problèmes de leurs communautés.

Certains parmi ces jeunes rwandaises venues au forum, il y en a celles qui bénéficient de l’aide de « ImbutoFoundation » pour l’école primaire et secondaire. « Avec  cette connaissance et le savoir-faire pareil, vous serez capable de faire la compétition au marché international du travail », a rassuré la Première Dame.

MadameDonatilleMukabalisa, Présidente du Parlement Rwandais, a encouragé ces jeunes à parler de l’importance du leadership. Madame Mukabalisa figure parmi 62% des femmes parlementaires et le Senat du Rwanda compte 38% de femmes.

« Pendant quelques heures que je viens de passer au Parlement, je comprends maintenant commentapporter les problèmes de la population et trouver les  solutions », s’est félicitée Pascaline Hirwa, élève en 4esecondaire. Elle avait été était élue présidente du parlement lors de ce forum.

« Par le projet de lois que nous avons mis en place toute à l’heure, j’ai appris quemieux vaut deux têtes qu’une seulelorsqu’il s’agit  d’une adoption des solutions durables », a ajoutéHirwa.

« J’ai appris toutes les étapes nécessaires pour qu’un projet de lois soit adopté et promulgué, c’est un travail dur », a fait savoir Jeanne Uwifashije, élève de l’école secondaire.

Durant les 10 dernières années, ImbutoFoundation dont dirige Madame Jeannette Kagamea déjà investi dans l’éducationdes jeunes filles en leur donnant les prix d’excellence, en améliorant  le leadership parmi ces jeunes filles par les programmes de parrainage et en octroyant des bourses d’études.Depuis 2007, lors de sa créationpar Jeannette Kagame, plus de 4milles filles ont été récompensées pour leur excellence en études.

Rwandans storm British High Commission ‘Kigali’ protesting UK arrest of Gen. Karake

Hundreds of Rwandans today gathered at the British High commission located in Kacyiru, Kigali city to protest the arrest of a Rwandan General Emmanuel Karenzi Karake who was arrested in London on June 20, 2015

UK envoy to Rwanda, Ambassador William Gelling was at the Embassy building at the time of the protest but was not harmed as protest carried placards with inscriptions such as “demeaning Africans is not acceptable, free Gen. Karenzi Karake”

The groups, which kept flocking  in segments and pilling up by the hours, also chanted songs to call for respect of Rwandans and the country’s sovereignty.

Karake who is the head of Rwandan National Intelligence Security Service (NISS) in Rwanda was arrested in London on June 20, 2015, on a European arrest warrant following a request issued by a Spanish judge.

Several human rights activities have rebuked the UK for its action and called for Karake’s immediate release. The Human Rights Watch said early today that they are monitoring the case of Emmanuel Karenzi Karake.

Louise Mushikiwabo, Rwanda’s foreign minister, called the arrest “an outrageous act” adding: “Western solidarity in demeaning Africans is unacceptable”.

While Andrew Mitchell, former international development secretary, said he believed the arrest was a “reprehensible abuse” of the law.

Ex-AfDB chief Kaberuka bows out, meets Kagame in Rwanda

Speculation that Dr. Donald Kaberuka, the outgoing African Bank President, is a suitable presidential candidate to replace President Paul Kagame, should be kept in the pocket, at least for now.

Kaberuka says he has no political ambitions and will continue doing what he is good at, economics. “It would be a shame if I don’t use my skills of my expertise,” he said last evening shortly after bidding farewell to President Kagame at State House for the support he gave him during his ten-year tenure as the President of Africa’s top financial institution.

Kaberuka has insisted he wants to stay in the area of investment, probably in private equity. He believes Africa has a lot of opportunities with countless investors waiting.

Looking relaxed and grounded, Kaberuka who was escorted by Finance Minister Claver Gatete, met journalists at Serena Hotel after the farewell dinner and emphasised that he has no intentions and plans to engage in politics. “Not everybody wants to be a politician,” he said.

It had earlier been speculated that Kaberuka’s meeting with President Kagame was not only meant to discuss his leaving of the African Development Bank, but also plans for succeeding him for the country’s top job.

But Kaberuka said the discussion with the President focused on three subjects and no more. “We discussed development in Africa, the global economy and Rwanda’s relationship with the bank,” he said.

He added that his mission at the bank has been completed and, “I am here to thank his excellence the president…it is my responsibility to come back and thank him.”

Kaberuka flew to Uganda this morning to meet President Yoweli Museveni and bid him farewell too. He is expected to do the same to other shareholders including Kenya and Tanzania.

The tough economist, who has been given multiple names such as Mr. Infrastructure, for investing $28 billion in infrastructure on the continent ($11 billion for energy), commended Kenya, Uganda and Rwanda for eliminating Non-Tariff Barriers such as free movement of labour to allow a diverse and robust trade to take place between the three markets.

The partner states are currently constructing a railway-line that will stretch from Mombasa to Kigali, an asset Kaberuka said is important for trade and development.

However, he said that if the barriers were not removed, “it would make the railway useless.”  He encouraged the East African Community to continue efforts of regional integration and disregard the “You-Lose-I-Win calculus.”

As Kaberuka hands over the presidency mid August, he leaves behind a strong, sound triple A-rated financial institution, which he rescued from collapse at the face of a global financial crisis, in which many financial institutions suffered because of liquidity.

He raised the bank’s portfolio from $5 billion to $12 billion, increased the capital of the bank by 200%, mobilised a $25-billion fund for poor countries and facilitated private sector growth ten folds, from $200 million to $2 billion annually.

Notably though, his achievement has not only earned him a lot of respect, but raised Rwanda’s profile and proved may critics of Rwanda’s abilities to produce top notch experts with global expertise.

“Some people had thought that a person from a small country like Rwanda could not win the election,” he said. “But shareholders had confidence in Rwanda.”

He humorously boasted that it is under his tenure that the bank has had the best and successful election in history.

During his election, in 2005, elections went for eight stressful rounds and were given less than 30 days to prepare for taking over.

His successor, Akinwumi Adesina, has three months to prepare.

Cyrus Munyaburanga Nkusi, the secretary-general of Pan African Movement in Rwanda has called on youth to conduct themselves well and learn to become good citizens.

Munyaburanga revealed this on June 20 during the youth general assembly in Huye district.

He said they should be patriotic and live up to their civic responsibilities to help put the nation on the path of progress, prosperity and stability.

“As youth we should be patriotic. We should strive for dignity and promote our culture and values,” said Munyaburanga.

Munyaburanga explained that people do everything to go to European countries hoping for good life but they don’t get the best of life when you follow up.

He said there was the need for adults to assist in teaching the young people to be courteous and responsible.

“What happened is a crime against humanity; therefore, it’s a responsibility for all of us to remember the innocent people who lost their lives,” he pointed out.

The governor noted that the commemoration period is a time to remember those who lost their lives during the Genocide and to comfort the survivors.

The event was also marked by testimonies from children of Southern province’s former staff who were killed in the Genocide and survivors who used to work with the province before the genocide.

Save Kaberuka From Politics, He Is Interested In Business

Speculation that Dr. Donald Kaberuka, the outgoing African Bank President, is a suitable presidential candidate to replace President Paul Kagame, should be kept in the pocket, at least for now.

Kaberuka says he has no political ambitions and will continue doing what he is good at, economics. “It would be a shame if I don’t use my skills of my expertise,” he said last evening shortly after bidding farewell to President Kagame at State House for the support he gave him during his ten-year tenure as the President of Africa’s top financial institution.

Kaberuka has insisted he wants to stay in the area of investment, probably in private equity. He believes Africa has a lot of opportunities with countless investors waiting.

Looking relaxed and grounded, Kaberuka who was escorted by Finance Minister Claver Gatete, met journalists at Serena Hotel after the farewell dinner and emphasised that he has no intentions and plans to engage in politics. “Not everybody wants to be a politician,” he said.

It had earlier been speculated that Kaberuka’s meeting with President Kagame was not only meant to discuss his leaving of the African Development Bank, but also plans for succeeding him for the country’s top job.

But Kaberuka said the discussion with the President focused on three subjects and no more. “We discussed development in Africa, the global economy and Rwanda’s relationship with the bank,” he said.

He added that his mission at the bank has been completed and, “I am here to thank his excellence the president…it is my responsibility to come back and thank him.”

Kaberuka flew to Uganda this morning to meet President Yoweli Museveni and bid him farewell too. He is expected to do the same to other shareholders including Kenya and Tanzania.

The tough economist, who has been given multiple names such as Mr. Infrastructure, for investing $28 billion in infrastructure on the continent ($11 billion for energy), commended Kenya, Uganda and Rwanda for eliminating Non-Tariff Barriers such as free movement of labour to allow a diverse and robust trade to take place between the three markets.

The partner states are currently constructing a railway-line that will stretch from Mombasa to Kigali, an asset Kaberuka said is important for trade and development.

However, he said that if the barriers were not removed, “it would make the railway useless.”  He encouraged the East African Community to continue efforts of regional integration and disregard the “You-Lose-I-Win calculus.”

As Kaberuka hands over the presidency mid August, he leaves behind a strong, sound triple A-rated financial institution, which he rescued from collapse at the face of a global financial crisis, in which many financial institutions suffered because of liquidity.

He raised the bank’s portfolio from $5 billion to $12 billion, increased the capital of the bank by 200%, mobilised a $25-billion fund for poor countries and facilitated private sector growth ten folds, from $200 million to $2 billion annually.

Notably though, his achievement has not only earned him a lot of respect, but raised Rwanda’s profile and proved may critics of Rwanda’s abilities to produce top notch experts with global expertise.

“Some people had thought that a person from a small country like Rwanda could not win the election,” he said. “But shareholders had confidence in Rwanda.”

He humorously boasted that it is under his tenure that the bank has had the best and successful election in history.

During his election, in 2005, elections went for eight stressful rounds and were given less than 30 days to prepare for taking over.

His successor, Akinwumi Adesina, has three months to prepare.

President Paul Kagame has lashed at UK’s arrest of Rwanda’s Head of Security and Intelligence saying this is an act of arrogance and contempt.

Kagame made the remarks this afternoon at the parliament as massive protests demanding for the release of Gen. Karenzi Karake across the country entered the second day.

Rwandans have jammed the streets of major towns across the country protesting against Britain’s arrest of Gen. Karake on June 17.

Schools have closed and farmers in the villages have abandoned their gardens and are now protesting in the streets.

The UK embassy is already surrounded by peaceful protesters. Loud music of and patriotic songs is being played.

“They might have mistaken him to an illegal immigrant…these fellows in the Mediterranean….this illegal immigrant..they might have asked ‘what is he looking for here?” Kagame said.

“He fought with us to make this country what it has become and on this long journey towards what we want to become,” he added.

Karenzi, who was on official duty, has diplomatic immunity, but the UK police deliberately bypassed the procedure.

Kagame said it was unthinkable to “pick an official like any of other thugs on streets. Someone with diplomatic status.”

Rwanda’s Foreign Affairs Minister Louise Mushikiwabo, who flew to Europe to discuss the matter, described the arrest of Gen. Karake as “an outrage and lunacy”.

The General has been a regular visitor to London despite being targeted by the European Arrest Warrant (EAW) since 2008.

Sources in UK say that Rwanda’s chief spy was in the UK on invitation by M16, but it seemed like a trap.

The meeting was canceled and two days later he was arrested by UK’s Scotland Yard officers at Heathrow Airport as he was boarding a plane back home.

Rwanda was not informed about the arrest until security organs in Rwanda learnt about it from social media.

When contacted, the UK told Rwanda the General was arrested on request from Spain to answer crimes committed in Rwanda.

The UK embassy in Rwanda said, “the arrest…was a legal obligation …following the issue of a valid European Arrest Warrant.”

The Spanish indictment accuses 40 Rwandan top military officers, including President Kagame, of the deaths of Spanish aid workers between 1994 and 1997 in western Rwanda.

Gen. Karake is a revolutionary and was part of the liberation struggle that defeated the genocidal regime that massacred over a million Tutsi in 1994.

He was appointed deputy commander of the African Union peacekeeping force in Darfur, Sudan from August 2007 to January 2008 and later became deputy of the UN mission in Darfur.

“Suggesting that Gen. Karake and other Rwandan leaders are guilty of crimes against humanity is an insult to our collective conscience,” said Williams Nkurunziza, Rwanda’s High Commissioner to the UK.

“There are no grounds anyone should have arrested our head of intelligence, under no circumstances…” Kagame said.

Ironically, the general has a Masters of Business Administration from the University of London.

Former International Development Secretary, Andrew Mitchell has said the Spanish indictment are politically motivated and not about justice.

“Let’s be very clear, they are being pursued by supporters of the genocidal regime which murdered up to one million people in Rwanda,” Mitchell said.

Rwanda says Spain has never raised the issue or try discuss the issue. “It is actually Rwanda that has gone to Spain and asked , what is the problem?” Kagame told parliament.

The Judge Andreu Merelles indictment, Inshuti and S’Oliver, were cited in the 2009 UN Group of Experts report for providing material support to FDLR.

These NGOs received nearly €200,000 in grants from the local government of the Balearic Islands to prepare the indictments against RPF.

“I want to understand how laws in other countries became subordinates to laws in other countries, Kagame said.

He said the matter has been discussed  between Africa and Europe, but every time they want to salvage it.

“It is a continuation of slavery, colonialism, arrogance and bigotry,” kagem said.

The President said despite the arrest having caused distress, the country needs to “keep heads cool” “Non of these countries have basis other than arrogance and contempt.”

Meanwhile, 21 years after the genocide, countless killers are still traveling freely in Europe, including in the UK.

Alain Mukurarinda, the Spokesperson for the National Public Prosecution Authority told KT Press that  the UK judicially has not yet responded or reacted to Rwanda’s extradition request made on the 12 suspects since last year.

Western Countries, Rwandan dissidents link ‘Disappointing’

Rwanda’s President Paul Kagame has expressed disappointment about some European countries in association with Rwandan criminals for evil plans against Rwanda.

“They (countries) are making a big mistake by associating with killers,” he said.

He was reacting to the recent arrest of General Karenzi Karake, the Head of Intelligence of Rwanda in the United Kingdom.

Some self-exiled Rwandans, including those that were working in the president office before fleeing the country are said to be linked with the arrest of the General who was on an official duty.

This is believably part of their big plan against their homeland.

President mentioned some of them by names.

These include René Mugenzi who brands himself “a human rights activist”, Noble Marara, and David Himbara.

It was reported that Himbara, has, since August last year mobilized $ 190,000 in a campaign aimed at tarnishing Rwandan image.

He is reportedly working in the same network with the Rwanda National Congress (RNC) which also includes General KayumbaNyamwasa; exiled in South Africa in a plot to overthrow Rwanda Government.

In the same campaign against Rwanda, another man Tribert Rujugiro, a businessman who is believably among financiers of Rwandan dissidents. He reportedly has links with the Rwanda Democratic Front for liberation of Rwanda (FDLR), a militia group operating from Democratic Republic of Congo largely responsible for Genocide in Rwanda.

The president said all the dissidents, including his former staff have a case to answer in Rwanda. Some had once apologized their wrong doing and forgiven, but they returned to exile after recidivism.

Still, European countries invite them on panel about Rwanda when they can’t make any good representation.

Rwanda has been questioning the fairness of Western countries’ justice, especially when it comes to events in the 1994 Genocide against Tutsi where over a million Tutsi were killed within three months.

They are accused of supporting the genocidaires in detriment of people who liberated the country and stopped the Genocide.

“From where Africa stands, European justice is not a model, “wrote Louise Mushikiwabo, Rwanda’s Foreign Affairs Minister on her twitter account.

“UK is ridiculous. We stand with our Rwandan brothers and sisters,” Joe Olzacki, a tweet written amidst a social network exchange which is going viral about the Karenzi’s arrest.
