Finance Minister, Claver Gatete has announced that Rwanda will finance 66% (Rwf1, 174.2 billion) of its budget for the financial year 2015/2016.

Gatete said that Rwanda’s budget has increased to Rwf1, 768.2 billion ($2.47billion) as total expenditure from Rwf1762.3 billion representing an increase of Rwf5.8 billion.

Minister Gatete said that the increase in domestic revenues (Rwf1, 174.2 billion or 66% of the budget) has increased by Rwf41.6 billion from Rwf1, 132.6 billion in 2014/15. External revenues will be Rwf594.0 billion (34%).

Notably, the country’s ability to fund its budget has been increasing year on year.

In 2012/13 budget, the country financed only 54% of Rwf1.3 trillion.

Last year’s budget, total domestic resources were Rwf1.08 trillion which accounted for 62% of the total budget, while external resources were Rwf667.6 billion, 38% of the total budget.

Meanwhile, the Minister told parliament that 51% (Rwf894.8 billion) of the domestic revenues will be generated from taxes while 12% (Rwf219.3 billion) will come from non-tax sources.

The government plans to borrow Rwf60 billion (3%) from domestic sources.

Of the external revenues, 20% (Rwf358.4 billion) will come from grants and 14% (Rwf235.7billion) will be external loans.

Infrastructure, energy and Agriculture prioritized

Minister Gatete told parliament that this year’s government spending will mainly focus on the country’s key development areas under its 5-year second phase of economic development and poverty reduction strategy (EDPRSII).

Rwf135 billion will be spent on energy to facilitate electricity roll-out for the country’s special economic zone.

Roads network will consume Rwf128.3 billion, while access to clean water in the capital Kigali and other areas of the country will consume Rwf34.2 billion.

Agriculture will take Rwf120.6 billion.

Meanwhile, other East African Community member states in which Rwanda belongs, read their budgets concurrently.

This year’s budget for Uganda is expected to be Shs24trillion ($5.9bn); Tanzania Tsh19.9trillion ($12.31bn) and kenya’s budget ksh 2.1 trillion is $21billion.

Francois Habitegeko, the mayor of Nyaruguru district met DASSO officers that operate in the district to assess the evolution of their mission after nine months of the deployment to support local entities in ensuring security.

He urged them to stick to Rwandan values especially integrity as the key pillar to be accomplish their mission.

The mayor also called on the police officers to desist from corrupt practices as these have a negative impact on their line of duty.

Those pushing for the constitutional amendment with the wish that President Paul Kagame be re-elected for the third time have more work to do.

“Asking me to stay, are you not throwing responsibilities at me so that you focus on your personal businesses?” Kagame on Friday.

He was addressing 2000 Executive Secretaries from cells across the country at a closure of a three-week civic education course at Gabiro Military barracks in Gatsibo District, Eastern Province.

He told the grassroots leaders that, “Building this country is our collective duty. It is a responsibility that we cannot pass on to others.”

The President was responding to the appeal by the local leaders that the constitution be amended and give leeway for them to re-elect him. Kagame’s term in office ends in 2017.

“I will also assign you responsibilities…we have to put development as a priority and prevent the country from sliding back to where we have come from,” he said.

Kagame’s comments have put press on the campaign to amend the constitution. He insisted that he is not going to accept the “offer” unless he is convinced beyond reasonable doubts. All voices and parties have to agree, he said.

“Kagame has led this country from ashes to where it is today…we still want this transformation under his leadership,” Stephen Gasore, a local leader from Nyagatare District told KT Press.

Meanwhile, millions of Rwandans have stormed parliament seeking amendment of the constitution to keep him in power.

Over four million Rwandans have lodged petitions to parliament requesting for amendment of article 101 of the constitution that prevents any incumbent from seeking re-election beyond two terms.

Such an appeal has also been made by opposition political parties in the country.

During its fifth congressional meeting early mid month, the Social Democratic Party of Rwanda (PSD), the second biggest party next to Kagame’s Rwanda Patriotic Front (RPF), supported the amendment of the constitution to lift Presidential term limits.

Vincent Biruta, the PSD party president told journalists, “Our party supports amendment of the constitution if it’s what citizens wish.’’

PSD’s announcement followed other requests from two political parties; Ideal Democratic Party (PDI) and Rwandan Socialist Party (PSR).

However, Green Party has filed a lawsuit to the Supreme Court requesting to block the amendment.

Kagame tweeted later-on saying, “They are exercising their right…the Green Party, good thing.”

Despite Kagame’s latest comment on third term issue, the president has previously remained categorical.

In April this year, during a presidential press conference at his office, Kagame said, “I want to do my business for which Rwandans entrusted me to do and when I am done, I will be done. I can continue to serve my country in very different ways,” he said.

In a bid to ensure the welfare of Rwandans particularly the most vulnerable ones, Rwanda National Police Thursday built nine houses for the poor.

As part of Police Week-2015,the Rwanda National Police (RNP) has handed over nine houses it constructed for the vulnerable families in Kamuhoza village in Mariba cell in Nyabitekeri sector Nyamasheke district.

This year’s activities launched on June 9 are geared towards empowering communities’ well-being under the auspice of the government development agenda.

Spt Albert Mpumurosaid that the houses built in partnership with Nyamasheke District falls under the broader government program aimed at providing decent vulnerable people in all district.

He commended residents for their support in the fight against crime.

Adolphe Kanamugire, the  in- charge of social affairs in Nyamasheke district said that RNP has played its part very well, and has indicated that it will not stop at policing but also contribute to the socioeconomic welfare of Rwandans.

He also urged the citizens to maintain the houses built to them.

Minister Gatete presented his Rwf1, 768.2 billion Rwf 2015/16 budget in parliament last week and said government is putting more focus infrastructure.

Roads network will consume Rwf128.3 billion, while access to clean water in the capital Kigali and other areas of the country will consume Rwf34.2 billion.

The International Finance Cooperation (IFC) and Rwanda will issue a regional infrastructure bond on the London Stock Exchange (LSE), KT Press has learnt.

Finance Minister,Claver Gatete has confirmed the issuance of the bond, but declined giving details. “We have not reached the stage of announcing details about it,” he said.

Jean-Philippe Prosper, IFC Vice President Global Client Services, told KT Press that the bond would be issued at the LSE with the intention to mobilise funds to finance regional infrastructure projects.

The bond is also expected to attract investors into Rwanda’s financial products.

“The bond will show investors that Rwanda is worth trusting,” Prosper said, shortly after meeting President Paul Kagame June 10, to discuss IFC projects in Rwanda.

However, Prosper that what is important abound the bond issuance is to attract investors, and the value come second.

Minister Gatete said IFC has played a role in capacity building and developing Rwanda’s Capital Market, a reason he is positive the regional bond deal will be successful.

Regional infrastructure projects that could get funding from the bond include EAC’s prioritized projects such as the railway worth $1.425 billion connecting Tanzania, Rwanda, Uganda and Burundi and the energy sector worth $ 428.2 million.

Meanwhile, last year, IFC issued a US$22m bond on the Rwanda Stock Exchange, which was over subscribed by 400%.

Rwanda National Police Force on June 16 marked 15 years since its establishment and celebrated milestone achievements in ‘community-based’ crime prevention.

“We attribute our achievements in the last 15 years on good leadership and guidance from President Paul Kagame,”said Police chief Emannuel Gasana during celebrations at the National Stadium in Rwanda’s capital Kigali.

After a devastating 1994 genocide against Tutsi, which claimed over 1 million people, Rwanda established a police force to guarantee citizens safety and security.

According to Inspector General Gasana, “The force has demonstrated high level of professionalism within and outside Rwanda.”

Gallup poll rankings for 2014, indicated citizens have confidence in Rwanda National Police at 92%. Polls were made in 153 countries around the World,

Prof. Anastase Shyaka, CEO of Rwanda Governance Board said that a research by his institution indicated that “94% of citizens trust National Police.”

Internal Security Minister Musa Fazil told the audience; “Good cooperation has led Rwanda National Police to this level of professionalism depicted locally and across the globe in peace building.”

Currently, the Police deploys over 600 officers in different United Nations peacekeeping missions around the World since 2005.

Peacekeeping missions include Central African Republic; Haiti, Ivory Coast, Liberia; Darfur and Abyei in Sudan, as well as recent deployment in South Sudan.

According to the 2014 Africa Prosperity report, Rwanda ranked the eighth most prosperous country in Africa. The report also put Rwanda on the same position in rule of law and the least corrupt on the continent.

During celebrations, citizens paid tribute to the Force for spearheading development. In maintaining human security, Rwanda National Police contributed over Rwf1 billion ($1.3 million) in the country’s sovereign fund locally known as ‘Agaciro Development Fund’.

Under its theme of this year’s anniversary dubbed “15 Years of Partnership in Policing,” National Police celebrated its health initiative that saw 3000 vulnerable people offered health insurance, distribution of 4000 mosquito nets, among others.

Inspector General of Police pledged continued partnership with citizens. Currently under its ‘community Policing’ initiative, 14, 000 members of Community Policing Committees were formed across the country, while 1000 members of Rwanda Youth Volunteers in Crime Prevention and 810 Anti-Crime Clubs in schools were trained.

Ma modeste contribution est relative à la saisine éventuelle de l’Assemblée Nationale du Rwanda pour l’examen de la Constitution devant permettre au Président Paul Kagamé de briguer un 3eme mandat si tant est que le peuple en exprime la volonté.

Cette information reprise en boucle par certains médias et qui est déjà condamné par certains Etats qui pensent que d’autres sont encore assujettis. Au préalable il est important que l’on s’attardât sur l’accession de nos Etats à l’indépendance et un résumé succinct des drames post indépendance de certains Etats dont les séquelles et souvenirs restent encore vivaces.

Je suis malien d’origine et sénégalais d’adoption et fier de l’être. Je suis septuagénaire ce qui explique que j’ai vu l’indépendance de la quasi-totalité de nos Etats et a fait de moi un panafricaniste convaincu.

Notre continent à cause de la colonisation a toujours été le réceptacle de  différents courants de pensée philosophique, politique et économique attisés par des guerres hégémoniques d’intérêt, sans qu’il n’eût lui-même les moyens ou la volonté de définir ses propres concepts selon ses sensibilités socioculturelles s’exposant de facto au diktat extérieur qui a charrié ; Capitalisme – Communisme – Socialisme et Libéralisme et aujourd’hui démocratie. Tous ces facteurs au lieu de l’épanouir l’ont abruti plus que jamais.

Nos Etats ont accédé à l’indépendance par différents moyens avec des fortunes diverses et le prix payé pendant la période post indépendance pour certains a été exorbitant en terme de vies humaines, de misère et de désolation.

Une fois l’indépendance acquise l’exercice du pouvoir devint difficile faute de cadres formés à suffisance encore moins d’experts. Certains Etats ont adopté jusqu’à la virgule la Constitution de l’ex colonisateur et d’autres y ont apporté quelques retouches pour un semblant de souveraineté.

Aujourd’hui sur le Continent foisonnent des Docteurs, des professeurs, des experts et d’éminents constitutionnalistes, etc., et certains occupent des responsabilités à des niveaux élevés qui déterminent la marche et l’avenir de ce monde hostile des hommes et dans lequel leur présence n’est plus considérée comme une intrusion. C’est l’occasion pour moi de leur suggérer de prendre à bras le corps la problématique de la révision de nos Constitutions quant au nombre de mandats ou à leur durée. La récurrence de ce phénomène offre parfois le spectacle frisant le ridicule mais malheureusement se transforme parfois en charnier. Une Constitution peut être amendée selon les exigences du moment en conformité avec  la loi qui en régit le processus, mais surtout au bénéfice du seul peuple dont elle a la charge

Ils doivent par des initiatives et des réformes d’envergure en approche avec l’UA notre organisation commune un traitement approprié à ce problème, car là où il y’a une Cour des droits de l’homme, une Chambre africaine il peut y avoir une Cour Constitutionnelle Africaine par des mécanismes qu’eux seuls connaissent et nous sortir de cet imbroglio juridique soit par un organe consultatif ou dé régulation peu importe la dénomination afin d’éloigner de nous ce spectacle dégradant de républiques bananières au nom de la démocratie avec des ingérences tout azimut dans nos affaires intérieures.

Ce n’est certes pas facile comme chantier, mais c’est parce que c’est difficile  qu’ils sont là. La charte du Mandé à KURUGANFUGA peut être une source d’inspiration et d’expression de cette volonté. Là où des hommes de tous les horizons et de différentes nationalités du Nord au Sud et de l’Ouest à l’Est animés du seul désir de s’unir et par la seule volonté de penser par eux-mêmes et pour eux-mêmes. La finalité fut la Charte du MANDE avec des lois et recommandations régissant la vie sociale, économique et culturelle ; les droits et les devoirs comme si l’Europe moyenâgeuse à l’époque s’en était inspirée des siècles plus tard pour sa déclaration universelle des Droits de l’Homme et du Citoyen. A vous juristes de dire trop c’est trop maintenant ça suffit et entreprendre des mesures d’envergure.

Ceux dont le Continent s’inspire le plus souvent et à citer constamment procèdent à l’amendement de leur constitution de façon apaisée (quinquennat à septennat vice versa) et du nombre de mandat sans que personne ne s’étonne ou ne s’en offusque.

A ces experts du droit une relecture de la démocratie à nous imposer telle qu’elle est perçue mérite que l’on s’attardât sur son contenu, son champ d’application et surtout son adaptabilité à nos valeurs et réalités socioculturelles. En ayant à l’esprit ce que disait Pascal je cite « Vérité au deçà des Pyrénées et erreur au-delà ».

Le démocratie nous dit-on est la norme référentielle de notre civilisation, civilisation qui n’est rien d’autre que le passage vers un Etat social plus évolué, dans l’ordre moral, intellectuel ou considéré comme tel avec finalité un espace apaisé le bien être de la population et un environnement sûr où il fait bon vivre. Le socle de cette démocratie est l’élection qui détermine le choix du peuple de ceux qui auront la lourde charge de le gouverner. Ces paramètres combinés doivent aboutir à l’épanouissement de l’homme.

Mais souvenez-vous déjà qu’à la Conférence de la BAULE en France, cette démocratie a été imposée comme l’un des critères d’aide au développement.

Et comment comprendre qu’au nom de cette démocratie qu’une coalition internationale détruise un pays où la gratuité des soins, de l’éducation, du logement était garantie. Comment comprendre que des dirigeants, ayant gagné les élections libres, démocratiques et transparentes selon l’expression consacrée, puissent être écartés parce que leurs actions programmatiques sont à connotation religieuse. Ces pays détruits ne retrouveront jamais leur lustre d’antan et les rancœurs drainées demeureront difficilement cicatrisables. Mais comme l’histoire a horreur du mensonge et des duperies les instigateurs sont entrain de payer leur forfaiture par une immigration massive aux conséquences dramatiques. Ils boiront le calice jusqu’à la lie.

Un constat s’impose dès lors à notre conscience et qui veut que partout où des coalitions se sont formées pour l’imposer il s’est agi pour la plupart du temps d’endroits à fortes potentialités de richesse naturelles ou géostratégiques de premier plan.

On n’est pas dans la conjecture mais dans le réel. Ceci m’amène à citer M^me Rolland montant sur l’échafaud en 1783 qui s’écria « Oh liberté que de crimes on commet à ton nom ». Je dirais quant à moi « Oh démocratie que de crimes on commet à ton nom »

Les pères fondateurs de notre Continent avaient la volonté mais pas de ressources humaines de haut niveau, alors qu’actuellement nous avons des ressources humaines de qualité mais sans volonté conséquente.

Quant à nos frères Rwandais

Vous êtes un Îlot de paix entouré de volcans au propre comme au figuré. Au départ de la sagesse il y’a la folie des hommes.

Souvenez-vous que ceux qui nous ont amené la démocratie sous cette forme ont fait la honte de l’humanité dans votre pays en dépassant le comble de l’ignominie dressant les uns contre les autres, les fils d’un même peuple, d’une même nation, attisant la haine tribale. Par cet acte ignoble il eut des milliers de victimes innocentes sous leur regard complice et indifférent dont les ossements sont gardés en lieu sûr en souvenir de cette période trouble et décadente afin que l’humanité se souvienne. Un homme a sorti tout un peuple des profondeurs abyssales du chaos en lui restituant sa dignité « AGACIRO » et son honneur faisant sien de ce que disait José Marti je cite « la grandeur des chefs n’est pas dans la personne mais dans la mesure où ils servent la grandeur de leur peuple ». Paul Kagamé force admiration et respect en transformant son pays en havre de paix, de chantier. Votre pays figure parmi les trois premiers en Afrique selon l’indice de développement avec une croissance positive et parmi les cinq premiers au monde selon l’indice de sécurité après les affres de la mort et de l’incertitude que vous avez connues dans une Afrique transformée en volcan en ébullition. Encore une fois on n’est pas dans la conjecture mais dans le réel.

D’aucuns me diront que les cimetières sont remplis d’indispensable, je répondrai que faute d’un juste, Sodome et GOMORE furent détruits.

Chers frères Rwandais n’écoutez pas les chants de sirène et faites vôtre cet adage de nos vieux sages qui dit « Ne laisse jamais le poisson que tu as dans la main pour celui que tu as sous les pieds ».

Je ne saurais terminer cette modeste contribution sans citer avec euphémisme un éminent professeur de droit qui me disait je cite « s’il pouvait exister des usines pour produire des chefs d’Etats africains pour nos peuples, vite et très vite celle de Paul KAGAME serait à l’arrêt pour rupture de stock ».

Les habitants en train d’aménager les routes pour accueillir le Président Kagame

Le Président Paul Kagame sera dans le District de Rutsiro jeudi le 18/06/2015. Les habitants de ce District attendent impatiemment cette visite pour voir de leurs propres yeux le Président Kagame. Depuis le début de cette semaine, ces habitants ont même commencé à réhabiliter les routes.

« Moi je suis vieux mais je suis heureux par ce que je vais voir de mes propres yeux, le Président Kagame qui viendra nous visiter chez nous à Rutsiro », a déclaré Bernard Biyorwa, âgé de 70 ans, habitant de la Cellule de Congo-Nil, Secteur  Gihango.

Vestine Ntabanganyimana n’a jamais vu le Président Kagame mais se dit très contente quand elle a appris la nouvelle de la visite de Kagame à Rutsiro. Elle veut exprimer sa gratitude envers le Président Kagame parce qu’elle a bénéficiée d’une vache du programme « Girinka ».

« Je suis content de cette importante initiative du Président Kagame de créer les écoles techniques professionnelles. Par exemple moi, je n’avais pas eu la chance de continuer les études secondaires. Mais par le savoir-faire que j’ai acquis dans cette école technique, je me rassure d’un avenir meilleur. Je serais ravi de voir celui qui nous a donné cette école technique », se réjouit Jean Fiacre Imanishimwe, étudiant au Technical and Vocational Education Training TVET/Rutsiro.

Cette visite de Kagame dans le District de Rutsiro précède celle de 2010 lors de la campagne électorale pour le deuxième mandat. Parmi les grands défis de ce District figurent celui lié aux tonnerres et les routes impraticables.

Les autorités de la police, de l’armée, de la ville de Kigali, des prisons étaient présents

La Police Nationale du Rwanda (RNP, sigle en anglais) a fêté ses 15 ans d’existence le 16 juin 2015 au petit stade de Remera de Kigali. Après le terrible génocide de 1994 contre les Tutsi qui a coûté plus de 1 million de personnes, le Rwanda a créé une force de police pour garantir la sécurité aux citoyens.

Selon le patron de la police Emmanuel Gasana, les succès de la police que ça soit au niveau national ou international ont été réalisés grâce au leadership du Président Paul Kagame. « Nous attribuons nos réalisations au cours des 15 dernières années à la bonne gouvernance et l’orientation du Président Paul Kagame », s’est félicité le Chef de la police, IGP Emannuel Gasana. C’était lors de son discours lors de la célébration de ces 15ans.

Selon l’Inspecteur Général Gasana, « les forces de la police ont démontré un haut niveau de professionnalisme au sein et en dehors du Rwanda dans la contribution des activités accélérant le développement et les conditions de vie des citoyens rwandais ».

Emmanuel Gasana, a non seulement révélé beaucoup de réalisations grâce à la police communautaire mais aussi au développement de pratique informatique dans la répression des crimes liés à la cybernétique. « Nous avons signé le partenariat avec les maires des districts du pays. Nous avons mis sur pied des structures de la police communautaire. Et puis nous avons collaboré avec des citoyens dans la prévention des crimes ».

IGP Gasana a montré que la RNP a participé aux activités nationales de réduction de la pauvreté dont la distribution de vaches aux familles pauvres. Ces vaches avaient une valeur de 4 milliards Frws. C’était dans le cadre « One Cow-One Family », ce qui veut dire, une vache par famille.

Parmi d’autres grandes réalisations de la RNP figure l’Ecole supérieure internationale de la police où les candidats viennent de plus de 15 pays africains pour décrocher le grade de maîtrise en sciences policières. Cette école de la police envisage d’installer ses antennes dans tous les secteurs administratifs du pays.

Actuellement, la RNP a déjà déployé plus de 600 agents dans différentes missions onusiennes dans le cadre de maintien de la paix à travers le monde depuis 2005.

Les contingents rwandais en missions de maintien de la paix au monde sont en RAC, Haïti, Côte-d’Ivoire, Libéria; Darfour et à Abyei au Soudan, ainsi que le déploiement récent au Sud-Soudan.

La Police Nationale poursuit sa campagne populaire pour montrer qu’elle est partie intégrante du quotidien des citoyens rwandais. La RNP est bâtie de telle manière qu’un agent de police soit considéré par les citoyens comme gardien de la paix et de la sécurité.

Longin Munyaburanga, âgé de 60 ans, rescapé du District de Ruhango

Longin Munyaburanga  âgé de 60 ans, habitant du Village de Kabuga, cellule de Mwendo, Secteur de Mbuye, salue la bravoure des soldats du FPR-Inkotanyi et le Président Paul Kagame qui était leur commandant à l’époque.

Selon son témoignage, n’eût été l’intervention des Inkotanyi lors du génocide contre les Tutsis, ils allaient tous morts dans deux jours. « J’ai vécu tout ça avec mon fils et parmi les 17 personnes de ma famille, nous ne sommes plus que deux survivants, grâce aux soldats du FPR Inkotanyi et leur Commandant Paul Kagame », a témoigné Munyaburanga.

Ce vieux affirme que les génocidaires ont tenté  à 4 reprises de l’assassiner mais en vain. Dans son témoignage, ils étaient 17 personnes dans sa famille avant le génocide dont son fils Jean de Dieu. Mais tous ont été sauvagement exterminés par les milices « Interahamwe » sauf lui et son fils.

Ces derniers ont commencé à tuer toutes ces personnes à coups de houes et de machettes et ont jeté les corps dans la toilette. Heureusement que quand les Interahamwe ont jeté Munyaburanga dans la toilette, il y a rejoint son fils Jean de Dieu Mpore qui respirait encore. Mpore a aidé son père pour se cacher dans un coin de la toilette. Et le soir ils sont sortis de cette toilette pour aller se cacher dans la brousse.

Les Inkotanyi sont arrivés et les deux rescapés dont Munyaburanga et son Fils ont été secourus. Ces Inkotanyi les ont emportés dans leur camp où ils ont commencé à leur donner des soins médicaux. « Je n’arrivais pas à manger, ma bouche n’arrivait même pas à s’ouvrir, ils l’ouvraient pour y mettre de la nourriture ».

Il exprime sa gratitude envers les militaires du FPR « Inkotanyi » par ce que c’est grâce à eux qu’il a survécu. Munyaburanga avait une femme et 8 enfants mais, seul Jean de Dieu a survécu. Il n’arrive pas à faire quoi que ce soit par ce qu’il a été handicapé par les coups de houes et de machettes mais se félicite du développement socio-économique actuel du Rwanda.

Sometime in 2002, President Paul Kagame summoned opinion leaders and traders from Nyamagabe district of former Gikongoro prefecture in Southern Rwanda.

He wanted to meet them and discuss how to develop their region that was limping.

“He (Kagame) challenged us to do something for our region which many Rwandans thought had been cursed,” Francois Kanimba, Rwanda’s Minister of Trade and Industry told KT Press.

Nyamagabe had been deserted. Hundreds of residents had fled the area as others succumbed to hunger until the late 1980s. The soils were infertile and only eucalyptus trees would try to grow. The area looked like an “abandoned property”.

The meeting between Kagame and Nyamagabe’s influential leaders and business the community resulted in various solutions including; creation of a Multi Sector Investment Group (MIG) also Rwanda’s pioneer collective investment group. It aimed at promoting profitable investments to benefit the local population.

The investment group attracted 890 shareholders. Four years later, they had raised Rwf1 billion ($1.3 million) and began investment activities.

“Earlier, the president had offered Rwf11 million to conduct a feasibility study of the investment,” Vincent Ngarambe the MIG Managing Director told KT Press.

However, the investment group became stagnant and the president convinced his government to support it. MIG had ventured into honey production, tree planting, tea and coffee production.

Ngarambe adds that the government “topped up with Rwf60 million for five consecutive years”.

The group eventually invested in a $ 10 million Mushubi tea factory with a 20,000 tons annual production capacity.  Nyamagabe also hosts Kitabi tea factory with 17,000 ha producing 2,250 tons and generated $ 7 million in 2014 out of a total $ 51.76 million countrywide.

Coffee has earned MIG many awards, including the Cup of Excellence in 2008, which rewards best coffee farmers worldwide.

Ngarambe says that MIG is currently valued at Rwf10 billion with over 3000 workers.

Was MIG a tip?

Meanwhile, in 2007 Minister Kanimba constructed a 4-storied commercial complex in Nyamagabe to break the monopoly of an only 2-storied building that existed in town.

It was evident there was a significant change in Nyamagabe, including introduction of a bus transport company replacing traders’ trucks.

Olivier Nizeyimana, established Volcano Express, a bus company providing prompt transport for people travelling along Nyamagabe-Huye highway, a three hour distance.

“Huye residents come for shopping. Others come for work or for leisure,” he told KT Press.

Following the campaign, Golden Monkey Hotel, named after the attractive primates of the nearby Nyungwe national park, started with a restaurant-bar, hotel rooms, a night club and a live band, locally known as ‘igisope’ for traditional music lovers.

Nyamagabe has also attracted foreign investments including; New Forest Company (NFC), a UK firm with $ 60 million worth investment. NFC signed a-49 year concession agreement with Rwanda to exploit 12,000 hectares forest of Nyungwe buffer zone.

It produces 10,000 electric wooden poles annually, for both Rwanda and Tanzania, according to Joseph Munyarukaza, a senior staff at NFC. A wooden pole costs up to Rwf100, 000.

Other developments

Nyamagabe annual revenues have increased to Rwf622 million in 2015, from Rwf338 million in 2011. Its annual budget was increased from Rwf11.9 billion in 2013 to roughly Rwf13 billion for the 2015-2016 budget, almost equivalent to Rwf13.3 billion budget allocated to Nyarugenge district in Rwanda’s capital Kigali.

Meanwhile, over 17% of Nyamagabe households are now connected to electricity from 3% within the last 4 years. The electricity is generated from Rukarara hydro-power plant, funded by government to a tune of $24 million. The region’s financial sector is also booming with the top five commercial banks operating their branches there.

But where has Nyamagabe come from?

Every household has an installed water tank to enable water harvest and irrigation.

In 2006, about 20% of households in Nyamagabe had been hit by famine, families with poor food consumption patterns. “One meal a day was a luxury in my time,” says Mukarucogoza who witnessed death of her neighbors due to severe drought that hit the area in 1987.

The government tried several programs to improve the condition.

Farmers in Nyamagabe, particularly in Cyanika sector, were moved into rural settlements locally known as imidugudu. Every household in the sector aquired a water tank for water harvesting and irrigation.

As a result, the area is home to green fruit trees and vegetable gardens throughout the seasons.

Four years later, in 2006, the World Food Program indicated that it had moved to 6 % of  households with poor food consumption.

The government increased spending and more extenstion services for agriculture and social programs. Philbert Migisha, Nyamagabe mayor, says the programs have “helped us to provide clean water, electricity, and road infrastructure.”

With this, farmers secure enough arable land where they grow one crop and harvest abundantly.

Farmers and government share by a half the price of fertilizers and improved seeds and it is bearing fruits.

“There is no curse in our land; we just need fertilizers to harvest enough,” says Jacqueline Mukarucogoza 50, one of the farmers.

Nyamagabe’s staple food including Irish potatoes and cassava increased to 28 tons per hectare last year, up from 15 tons in 2010.

Mukarucogoza grows 100 kgs of beans and green vegetables on a small piece of land in Cyanika sector, thanks to fertilizers and a cow given to her under President Kagame’s ‘One Cow per household’ initiative.

The program has since 2006 given free cows to 10,000 and 250,000 households in Nyamagabe and countrywide to improve community wellbeing.

Last year, 90,000 Nyamagabe farmers saved Rwf1 billion in 17 micro finance institutions known as Umurenge Sacco.

Police in Ruhango District on Tuesday destroyed an assortment of illegal local brew which was confiscated from smugglers worth over Rwf2.3 million.

1620 liters of illicit brew (Kanyanga) and 20 kilograms of Marijuana were destroyed in Rusororo Sector.

Addressing residents who turned up to witness the destruction exercise in Rusororo Sector, Ruhango District Police Commander, Superintendent Richard Rubagumya urged them to always report dealers of illegal brew and drugs immediately they discover them.

“These banned alcoholic drinks are harmful to human health and have attributed to a high rate of crime which is why you should cooperate with security organs to apprehend those people who smuggle them into the country,” Rubagumya said.

He also explained to the public that more effort is needed in fighting against drug use, urging residents and local authorities to cooperate with security organ.

Francois Xavier Mbabazi, mayor of Ruhango district reminded local leaders to play a key role in sensitising residents to desist from consuming illegal brew, which he said poses a major security threat.
