Kagame tells Army to be ready for any wars, peacekeeping

President Paul Kagame has told the military that the responsibility to protect Rwanda is of great meaning and a noble calling, but there is a big cost when one steps out of the line.

He said he that he is dedicated at building a professional army ready to defend the country within and beyond its borders.

Kagame was speaking on Friday 26, at the Gako Military Academy at a ceremony where he commissioned 528 officer cadets who completed a year-long training course to attain the rank of second lieutenant in Rwanda’s Defence Forces.

“We are building the army that is capable of fighting any kind of war, where possible, an army that is capable of observing peacekeeping missions within and outside the country,” he said.

Rwanda is the 5th largest contributor of military and police officers in different UN peacekeeping missions around the world with 5684 boots deployed on ground.

“It is an army that deserves to be praised and honoured.” Kagame said.

The Commander-In-Chief told the fresh military officers at a colorful ceremony that their oath comprised all they need to perform their duties. “Citizens protection is the core responsibility you have above all,” he said.

He however warned the officers that stepping out of the line of duty comes with a hefty price.  “Detracting Rwanda can never offer peace to anybody,” he said.

Eluding to various deserters who have betrayed the country and are out on the run, including the former Chief Of Defense Staff, Gen. Kayumba Nyamwasa, Kagame said that the law will play its course to crack them down.

 “It’s a matter of a day. The hand of the law will touch them wherever they will be…whether they cover up behind Rwanda’s detractors.”

Meanwhile, Brig. Gen. Joseph Nzabamwita, Defence and Army spokesperson, told KT Press that “out of the number of officers commissioned 60 (11%) are women.”

Rwanda’s army, reformed 21 years ago, continues to maintain high level of professionalism.

Maj. Gen. John Bosco Kazura who heads the Gako military academy, said that “Effective next year, Rwanda Defence Forces will start producing officers affiliated to University of Rwanda where they will be graduating with bachelor’s degrees in different fields.”

The best three best cadet officers who demonstrated high level of discipline and performance during a year-long course were awarded and honoured.

“It’s an exceptional achievement,” said S/Lt. Claude Mberabagabo, who emerged the overall best performer.

This is the 5th round of cadet graduates from Gako military training since its creation in 2000.

The Rwanda Development Board in partnership with African Parks in partnership will translocate seven lions from South Africa to re-introduce the species into Akagera National Park in Rwanda in a ground-breaking conservation effort for both the park and Rwanda.

The group of lions destined for Akagera includes five females that have been donated by &Beyond Phinda Private Game Reserve and two males that have been donated by Tembe Elephant Reserve, an Ezemvelo KZN Wildlife protected area.

Located in the South African province of KwaZulu-Natal, both are relatively small, confined reserves where it is necessary to occasionally remove surplus lions.

In the prime of their lives, the lions have been selected based on future reproductive potential and their ability to contribute to social cohesion -young adults, sub-adult females, young adult males with different genetics – and associations such as adult female with sub-adult female and adult male coalitions.

The lions have already been captured and are being held in bomas on Phinda and on Tembe. On 29 June they will be tranquilised, placed in individual slatted, pen-crates and loaded onto trucks for their journey to OR Tambo International Airport in Johannesburg.

At the same time they will all be fitted with satellite collars which will enable the Akagera park management team to monitor their movements and reduce the risk of the lions entering community areas. As an additional precautionary measure, the park fence has also been predator-proofed. The collars have a two year life by which time the park team will have evaluated the pride dynamics and only the dominant individuals in each pride will be re-collared.

On arrival at OR Tambo International Airport in Johannesburg the seven lions will be immediately loaded onto a charter flight and flown to the capital of Rwanda, Kigali, from where they will be transported by road to Akagera National Park.

The entire journey is expected to take 36 hours. They will be accompanied and continually monitored by a veterinary team with experience in translocations. The lions will be kept tranquilised, will not be fed but will have access to fresh water throughout their journey.

On arrival in Akagera National Park, they will be placed in a specially-erected 1,000m² boma in the north of the park. Split into two separate enclosures, the perimeter features a three-metre high, chain-linked electrified fence.

A water reserve has been constructed within the boma and the lions will be fed game meat while in the enclosure. They will be quarantined for a minimum of 14 days, during which they will be continually monitored, before being released into the wilderness of the park.

“The return of lions to Akagera is a conservation milestone for the park and the country”, said Peter Fearnhead, CEO African Parks. “Restoring national parks to their former biodiversity state is a key deliverable of the African Parks conservation model and we, in conjunction with our Government partner, the Rwandan Development Board, are delighted to have been able to re-introduce one of the charismatic species to this beautiful national park”.

Ambassador Yamina Karitanyi, Chief Tourism Officer at the Rwanda Development Board said “It a breakthrough in the rehabilitation of the park under the public private partnership between the Rwanda Development Board and African Parks. Their return will encourage the natural balance of the ecosystem and enhance the tourism product to further contribute to Rwanda’s status as an all-in-one safari destination.”

Himbara, whose real name is Murunganywa, was born in Rwanda, but grew up in Gashojwa in Nakivale, Ankole, Uganda and lived a lonely life as a child due to the circumstances of his birth.

He is a son to late Mzee Byabagamba, who fathered him with his step mother, the last wife to his father. This, in any African culture is not only a taboo, but an omen. Himbara had become an unwanted child, which greatly affected his life.

Those who grew up with him told us they know him as a loner who never socialized with other children, but a good traditional dancer as his dad was a trainer.

Himbara endured refuge life as did so many other young Rwandans. He was very unfortunate he was one of those who succumbed to jiggers, which was a common scenario to many a village children who lived a poor and miserable life.

As a youth, he never had the opportunity to succeed academically, life had become such a huge burden.

In the 70s, late Idi Amin as the President of Uganda was targeting Rwandan refugees, forcing many to flee.

Some crossed to Kenya, others to Tanzania and beyond seeking asylum and employment. Himbara was then in his twenties, he also crossed into Kenya.

Life squeezed him so hard, he ended up on the streets of Nairobi, hanging out at spots frequented by tourists.

His unscrupulous charm netted an unsuspecting African-American woman. They hooked-up so quickly and the woman helped him get travel documents and flew with him to Toronto, Canada.

“They lived together unofficially married for about three years,” one of his old friends who met him in Canada says. Later, he adds, “Himbara was able to acquire Canadian nationality and that was it, he abandoned her and disappeared.”

Himbara struggled with life and managed to settle down with another woman, a Lucayan from the West Indies.

Himbara’s life was difficult to describe, but quite interesting. He had been washed, had no single Rwandan trait or values. It was some sort of an adventure. Traditionally Rwandans smoke tobacco. Himbara smoked marijuana, abused drugs and kept dreadlocks.

He was completely a knew character, but consistent with his lifestyle, violent, reckless and understandably selfish.

That was in the 80s. The struggle for Rwandan refugees to return home was then gaining momentum, including as far as Canada. Rwandan refuges in Canada started mobilising funds and resources to support the movement, the Rwanda Patriotic Front (RPF).

They kept a good network and all Rwandans knew who was living where and doing what. Despite the fact that he had distanced himself from the network, but he was known.

He was never supportive of the cause nether did he care to know. His interests were far in South Africa, where he later lived after moving from Canada in the 90s.

He created some sort of an association, called “Solidarity”. While the RPF mobilised and recruited the youths in Canada to join the movement, Himbara was also competing to recruit them to join the Apartheid struggle in South Africa for the African National Congress (ANC).

He never succeeded though, it was such a big task to undertake. The late Claude Dusaidi who was a staunch RPF mobiliser and a prolific political activist, had become a magnet for the young exiles in Canada. Dusaidi knew Himbara very well enough than many of his associates.

In fact when the Apartheid ended, Himbara ceremoniously flew to South Africa and abandoned his wife. While there, he encountered Dusaidi and exchanged contacts as brothers from the same country.

The genocide had ended and RPF had defeated the genocidal regime and was then in power. Dusaidi had been appointed a political adviser to then Vice President, Paul Kagame, and was respected and admired for his determination.

Himbara desperately lived in South Africa. It was hard there. The country was still fragile and shaky. He traveled to Uganda from where he crossed to Rwanda.

He met relatives and a couple of long time friends and the boys he played with in the childhood days in Uganda.

Dusaidi was one of the people who spotted Himabara in Kigali, but wondered what had changed Himbara to make him love the country he never had at heart.

But trust Himbara, his manipulative and fearless antics worked well.

Despite Dusaidi having advised the RPF not to extend any favours or offer him a job, we are yet to establish what means he used to become the President’s Private Principal Secretary.

Unfortunately, Himbara abused the office he was given, including refusing to go through security checks and occasionally harassing presidential guards, and putting the president’s security at risk.

He would abandon his car at the gate, blocking the president’s entrance, whenever guards insisted they had to check it.

The relationship between him and other institutions was always sour. He regularly abused the Prime Minister, several times telephoning him and insulting him. His late night phone calls with insults while drank is what every minister knows about from Himbara.

He would even force and intimidate them and other heads of public institutions into signing on doubtful documents.

Apparently, the number of tenders he forced to be awarded to people of his choice are countless. All these cases are well documented.

Simply put, David Himbara, a womanizer,  is a hostile, careless, selfish arrogant and a big-mouthed fella who sucked life and energy out of his colleagues.

He cannot count how many times he had to apologise for dubious acts, until the day he fled the country. He was given another chance to come back.He never changed. It got worse.

The damage he has caused with his subversive activities for Rwanda while in exile has no price tag.

We are investigating what transpired during his time as a public servant. Once all facts are established, conclusively, no sooner than later, we will have the article published.

Man arrested for defiling 9 year old

Rwanda National Police (RNP) has sounded a call for the public to stand up against child abuse following a heinous crime of defilement committed against a nine year old girl in Nyagatare District.

The suspect, Fredouard Muhire, 67, a resident of Rukomo Sector, Rurenge Cell allegedly trounced on the juvenile on June 25, the day he was arrested.

He is currently detained at Gatunda Police Station as investigations continue.

Police Spokesperson for the Eastern Province, Inspector of Police Emmanuel Kayigi, noted that the information about the act was swiftly provided by the local leaders in the Sector who had been informed by area residents, which enabled police to catch and arrest the suspect before he could escape.

“The suspect committed the offence under the influence of illicit alcohol. After getting drunk, he stealthily entered his neighbor’s home and defiled the little girl. They however found him in the act and alerted the local authorities, who also alerted the nearest Police,” IP Kayigi said.

The young victim was rushed to Ruregnge Health Centre for medical examination and treatment.

“It is possible that sometimes cases like this go unreported because parents and guardians feel ashamed or because they know the attacker as a family friend or relative. However, in order to ensure justice and prevent similar attacks, such crimes should be reported immediately.”

He commended the public, particularly the Community Policing Committees and Youth Volunteers in Crime Prevention, for their steadfast contribution to security and safety by providing information about suspected criminals and gangs in society.

He also warned that whereas Police responds fast to defilement and sexual assault, the society needs to do more by watching over the safety of children so that they are not attacked by vicious sexual offenders.

“If a child is sexually assaulted and there is delay in reporting, the suspect could escape and continue his attacks against unsuspecting victims. Therefore, the timely reports and evidence that residents provide could be the difference between a conviction and another case of rape on another person,” he said.

Kagame warns Nyamasheke residents over false Ideology

President Paul Kagame is confident that Rwandans have reasonably leant from the past and are advancing towards self reliance; no Rwandan should be deceived and strayed from the right path.

President Paul Kagame has warned Rwandans against believing false doctrines saying it would lead to insecurity and hinder development.

“Killings and all the bad things that happened in the past root to ancient Rwandans’ acting without questioning,” warned the President.

Kagame was addressing more than 10,000 Rwandans in Kagano Sector, Nyamasheke District, and Western Rwanda on Monday June 29th 2015

Kagame said that the encountered development in Rwanda owes to the fact that Rwandans are no longer ignorant and they look at the value they would derive in whatever suggestions that come up from people with diverse ideologies.

“Rwandans are no longer ignorant, naïve nor have they given-up .They don’t fall for any doctrines that manipulate them to work towards other people’s personal benefits,” said Kagame.

The president warned Rwandans that any doctrine diverting them from togetherness, security and hard work as pillars of development should never be given a platform. He called on Rwandans to boycott false advice from people who have deserted and betrayed the country but pretend to be revolutionalists.

In an insisting approach, President Kagame requested them to work hard, putting tourism opportunities and service delivery as top priority so as to earn economic independence.

“Exploiting tourism is a great opportunity. We need more classy hotels in Nyamasheke and we should perfect service delivery,” advised Kagame.

Meanwhile, Nyamasheke showcased different achieved infrastructural developments that Kagame had pledged during his last visits in 2010 and 2015 respectively.

These include; graduating to 38 coffee washing stations from 1, electricity in households improving by 25% from 7.7% in households 72% to 97% higher level graduations with 567 classrooms erected.

“A lot has improved especially in terms of farming, we now have a coffee processing factory,” said Nyamasheke Mayor, Aime Fabien Kamali.

Among others, Bushenge Hospital was renovated and made the Province’s referral hospital, owing to the President’s pledge and 75% resident’s access clean water in not more than 500 metres.

Residents hailed Kagame for his role in fuelling development without segregation.

“I have moved from a mere woman to an entrepreneur employing 16 people in my sewing business,” said Alivera Mukantwari, Nyamasheke Resident.

Kagame reminded them that without security, hard work and togetherness; development can never exist.

Kagame pledges another Ferry to Nkombo residents

President Paul kagame has pledged to give residents of Nkombo Island the second Ferry that will enable residents access the rest of the neighbouring communities for better business and improve their welfare.

The pledge comes at a time when the Nkombo residents have been using only one ferry (also donated by the president) after many years of difficulty trips crossing from the island to other parts of the Lake Kivu, in the western region.

“Our citizens may not have equal abilities but they must be given equal access to opportunity” Kagame Insisted.

The President has been on a two- day tour in Rusizi and Nyamaseke to interact with the citizens and share challenges and solutions to the problems affecting the residents, but also challenging the citizens to work hard to ensure the country fully achieves self-reliance.

This was part of his gratitude to the residents after they exhibited the progress in social and economic aspects, which they have made in the recent years.

A teenager at a library: The Library-For-All-App will allow easy access to hundreds of books

The Bloomberg Philanthropies and Imbuto Foundation, charity for Rwanda’s First Lady, Jeanette Kagame, have launched a mobile application for Rwandans to access free books.

The Library For All app for all android devices will enable Rwandans access over 500 books from 200 authors and improve Rwanda’s library services and literacy through technology.

“Rwanda is a developing country, therefore grooming the youths to read is a necessity,” said Diyana Gitera, Deputy Director at Imbuto Foundation.

“The most effective way to achieve the reading, innovative generation that we need is through using the available technology to provide reading materials to different users countrywide,” she added.

Bloomberg Philanthropist’s researcher, Verna Eggleston, said the American charity is playing a role in helping Rwandan youths discover different opportunities surrounding them, through using the App.

“If you know it, you can live it. Reading is the only natural effortless way to bring people to different steps in life, and we are glad to help Rwanda in this,” said Ms. Eggleston.

The app will become a platform for Rwandan publishers to showcase their work and motivate writers.

“The publishing and writing sectors still lag behind, but this came just in time to fuel the cause,” said Steven Mugisha, the Representative of Rwandan Publishers.

The Ministry of Education will manage the selection of books for the free app. The ministry said they were seeking ways to improve access to ICT devices in remote schools so that the online library can benefit all.

“We have a deal with a computer assembling plant to provide at least 150,000 laptops annually, which we will distribute in different schools,” said Olivier Rwamukwaya, State Minister for Education.

“We have also worked with telecommunication companies to provide affordable ICT devices and different packages to give equal advantage to different users,” he said.

Young writers are also positive the new innovation is a platform to share their works. “I intend to take my poetry to greater heights…with this app, I expect a lot,” said Angel Uwamahoro, a teenage writer.

Rwanda has invested heavily in ICT promotion and broadband, with 4G connectivity.

“With such innovations, Rwanda is getting a run for their ICT investment,” said Didier Nkurikiyimfura, Director General in charge of ICT at The Ministry of Youth and ICT.

Huye: NIRDA Commemorates Employees Killed in Genocide

National Industrial Research and development Agency (NIRDA) on Tuesday June 30 commemorated its former workers lost in the Genocide against the Tutsis. The ceremony took place at the ministerial headquarters.

The ceremony involved officials from the government paying tribute to 19 victims at the NIRDA memorial site.

Dr Joseph Mungarurire, the director of NIRDA said that commemorating the murdered employees is a way of showing them respect and dignity.

“We will continue commemorating together with the survivors because the employees who were killed would have been around working for their country; but they didn’t survive the genocide due to bad leadership characterized by divisionism and discrimination. However, we will continue to work together and develop our country,” Mungarurire said.

He further urged the survivors to involve in job creation which will help them to develop themselves, generate income and develop the country.

“We have to fight genocide ideology and teach young children to love themselves, others and the country. We have good leaders who oppose genocide ideology, which will not be tolerated because we want a country without divisionism, but with peace and development,” Dr Mungarurire said.

They enjoy their traditions, culture and celebrate their achievements. Rwanda leadership values are the greatest source of joy in stirring Rwandans to greater ambitions. Rwandans are authors of their celebrated inclusive socio-economic transformation and development.

The umbilical cord between Rwanda citizens and their leaders explains their happy faces because Rwanda leaders are beyond the power of position, pay real price of leadership and accountable to them.

Rwanda remarkable performances in women empowerment, food security, public health, security, education, technology, focus on energy and enhancing infrastructure development Rwandans to appreciate and resilient in achieving their desires instead of complaining about the problems but to seek solutions to them.

Sincere and honest Rwanda leadership retreats and national dialogue results contribute to holistic liberation because Rwandans never rest until they find solutions to their problems .Sanity of Rwanda’s electoral politics is a mystery to many observers and commentators.

Rwanda’s electoral politics experiences are void of confrontation, noise and civil strife nurtured by individualistic ambitions. The uniqueness of Rwanda’s electoral politics sanity and consensus is still a puzzle to many.

The heart of the puzzle and sanity Rwanda’s electoral politics lies in her cultural values of above self, focus on national interests and facts speak for themselves from household level to international levels.

Happy faces are a product of responsible visionary leadership that has won the trust of the led to nurture continuity of cohesion and consensus irrespective of political party affiliations when managing citizen aspirations.

The citizens’ wishes guided politics avoid imperfections that can reduce its politics effectiveness.  Allegiance to citizen choice provides democratic space to them as essential empowered active partners in electoral politics.

Rwanda’s remarkable performance in various aspects of socio-economic and political indicators at national, regional and global levels is a reflection of Rwanda’s sensitivity to pro-poor policies to reach out to the welfare of the last citizen in the queue in terms of livelihood viability.

Strict, reliable, responsive and accountable pro-poor social and economic security policies and solutions have been the greatest source of transformative and inclusive development ambitions.  Rwanda government sensitivity to the needs of the last person in the queue as the epicentre of development focus gives assurance of prosperity.

Government alertness in ensuring a well-tailored policies to specific category of vulnerable poor households to support to become socially and economically viable brings great joy and happy faces unto them which is a true measure of development.

Rwanda’s ambitious pro-poor policies so that no household keeps in misery of poverty but to work hard towards transforming one’s life are yielding remarkable self-reliance mindset.  The leadership in Rwanda never gets tired to work for their own people irrespective of difficulties or failures.

The leadership focus on pro-poor schemes empowers poor to become vibrant- a reality to country’s prosperity. It’s very hard for a country or community to prosper without a vibrant and happy citizens.

Therefore radical and realistic pro-poor policies which are executable are fundamental to inclusive development. Countries need prioritise pro-poor policies and serious discussions on how needy people can be transformed.

Le Secrétaire d’Etat Américain, John Kerry, au nom du Président Barrack Obama et du peuple Américain, a envoyé un message de félicitation peuple Rwandais pour le 53e anniversaire de l’indépendance.

Louise Mushikiwabo, Ministre Rwandaise des affaires étrangères, réagissant au message de son homologue Kerry via son compte twitter, elle a dit : « Merci Mr John Kerry pour ce message important de l’amitié des USA envers le Rwanda ».

Cette journée de l’indépendance a lieu le premier juillet pour les trois pays de la CEPGL et  anciennes colonies de la Belgique. Il s’agit du Rwanda, du Burundi et de la RD Congo.

Au Rwanda, cette journée est célébrée le 4 juillet avec la date de «  Liberation Day ». Ce jour de  libération du Rwanda est une date inoubliable pour les Rwandais où les soldats du FPR-Inkotanyi ont arrêté le génocide contre les Tutsis sur tout le territoire rwandais, poussant le gouvernent génocidaire appelé « Abatabazi » et son armée « FAR » à fuir vers le Zaïre après avoir exterminé plus d’un millions de Tutsis.

Mais les activités marquant le 21e anniversaire de la libération du Rwanda seront faites au niveau du village cette année, selon le communiqué du récent conseil des ministres.

Rwanda has unveiled the long awaited new investment code with expectation to attract more investors, despite allegations that the country is losing large volumes of revenues through tax incentives.

The country says, its incentives are attractive and are aimed at tapping investors sought after by various countries globally.

“There is a competition for investment globally; investors chose where to put their money on basis of the return,” Francis Gatare, the CEO of Rwanda Development Board (RDB) told KT Press

Gatare unveiled the investment code amidst controversy that there is no return on investment as indicated by a report by the Institute of Policy Analysis and Research (IPAR-Rwanda).

The report concluded the country is being too generous.  RDB on the other hand says the report is not reflective of the new global investment trends.

Rwanda has reduced its corporate income taxes from 30% to 15%, for priority sectors, including energy, financial services, transport, affordable housing and logistics in an investment code that was published in May 2015, replacing a code of 2005.

The country is giving up to 7 years of tax holidays to projects investing $ 50 million in energy, manufacturing, health and ICT, key sectors in country’s economy.

An investor in priority areas has inviolable right to own property, except when national interests are considered, among other incentives.

However, the IPAR report says Rwanda lost $ 234 million in taxes in just two years (2008 and 2009), due to taxes foregone through incentives.

However, in 2004, a year before the investment code was enacted; Rwanda registered $ 103 million worth projects from both domestic and foreign investment. Rwanda started giving incentives in 2005, and business registered increased to $ 470.5million.

In 2009, registered investments increased to $1.1 billion, slightly the same amount in 2012.

The greatest increase was registered in 2013 with $1.3 billion worth of business projects.

In these three years, foreign investment increased from 146 million, to $ 428 million.

The period saw several companies in the top five sectors, including construction, tourism, energy, ICT and agriculture.

These include Real Contract with $ 389.9 for Kabuga Hill Estate and Kagugu villas, Kivu Watt Ltd in Methane Gaz with $ 293.3 million and Tigo Rwanda worth $ 117 million.

Aegle on the Lake Ltd injected $ 162 million in tourism, while Ngali Ltd joined energy sector, with $ 146 million.

Between 2007 and 2013 the businesses created over 70,000 direct off farm jobs, in a country that is looking for 200,000 new off farm jobs annually.

Rwanda targets 20% contribution of private investment to the country’s GDP, from current 11%.

Daniel Salvaretnam, a Singaporean Investment expert working with RDB said, “My country has one of the highest incentives in the world; we offer 10 year tax holiday, yet for many years, we have been registering a budget surplus.”

He said “it’s all about how you incorporate the incentives within other strategies.”

Aimable Gahigi, of Rwanda Revenue Authority told KT Press, “we are actually satisfied with this investment code; it creates a win-win situation.”

“For example, an energy company that would add 25 megawatt to the national grid would procure far more returns to us than some taxes we may forego for some years.”

Rwanda is looking for a total $ 1.2 billion of registered investments this year, and to increase this by $ 2 million for 2016 and 2017.
