Rwanda Insists Security Should top AU Summit Agenda

Delegates at EASF conference that aimed at conducting an After Action Review (AAR). The EASF has over 3000 troops.

Rwanda wants Peace and Security to be prioritized at discussions of the forthcoming African Union summit.

President Paul Kagame says Integration of Africa’s regional blocs will not be possible without peace and security.

“As we integrate regionally, we want to keep integrating Africa. It’s about development but it’s not allowing having lack of peace and security…then development is not taking shape as it should be and in real sense means integration,” He said.

African heads of states, including Kagame, will on 30th January, gather in Ethiopia’s capital, Addis Ababa, for the 24th ordinary session of the African Union summit.

For the past decade, Rwanda has been pushing for the disarmament of the Democratic Forces for the Liberation of Rwanda (FDLR) rebels whose members are responsible for the 1994 Genocide against Tutsi during which over a million lives were lost.

Kagame told Journalists Thursday, I think we shall talk more about what we can do together to ensure peace and security across the continent and how we can work together to achieve development plans.”

Rwanda has also expressed its disappointment at the failure of FDLR disarmament as the deadline on January 2, passed without any substantial military action against the rebels.

Kagame noted, “I would be too extravagant in my confidence that things are going into account the way they should…based on the history that we have been with FDLR for a decade now.”

He said that what has been playing around about the militia group “has not been helpful at all.”

The Rwandan President believes this year’s AU summit should look at regional and continent’s integration, but also remember that they all fall under Peace and Security.

Eastern Africa countries have formed Standby Force with a mandate to enrich security in Eastern part of the continent.

The force is made of over 3000 troops from 10 partner states; Rwanda, Burundi, Comoros, Djibouti, Ethiopia, Kenya, Seychelles, Somalia, Sudan and Uganda. Rwanda expects a lot from the Force.

Rwanda’s Foreign Affairs Minister Louise Mushikiwabo told Journalists that the force is ready for deployment.

“We have good news about the Force being ready one year ahead of the African Union Agenda,” She said.

During last year’s session, heads of states agreed this year’s summit to be dubbed; “Year of Women’s Empowerment and Development towards Africa’s Agenda 2063.”

The 2063 agenda is an AU-backed approach seeking continent’s harmony in learning lessons of the past, build on the current progress, to ensure positive social economic transformation within the next 50 years.

Rwanda has been picked among the most favourite 15 travel destinations for 2015.

Condé Nast Traveler, a UK luxury and lifestyle travel magazine says despite the horrific 1994 genocide Rwanda’s effective leadership has managed to turn around the nation. Travel enthusiasts will have to see mountain gorillas in their beautiful high-altitude forests, its lakes, and Kigali, its capital city.

Joselyne Murekatete, 40, remembers her first day in school when she was punished by her teacher because she wore shoes. Shoes had been banned.

“The following days, I could remove them miles away to avoid rebuke,”She says.

She says that her teacher claimed only few students could afford shoes and banning them aimed at avoiding jealousness among classmates. However, after class every pupil could be seen wearing shoes.

Souzanne Uwimana, 50, a veteran teacher in Kigali admits, “Teachers could join pupils in a campaign to mock a girl pupil who, by accident sullied her school dress during menstrual period. Instead of covering her up, we could take her for a prostitute.”

Outside school, passers-by would litter food leftovers, plastic bags and water bottles even behind bins.

Today Murekatete works as a street cleaner and resident of Kimihurura a suburb of Kigali city. She has vivid memories of how city dwellers, including “literates” used to disregard hygiene, until 1990s.

Open defecation would not exempt city attractions while domestic waste were dumped in water channels or in idle plots, to be carried downhill and pollute water reservoirs.

New country, new people

In all Rwandan schools today, Hygiene and sanitation and wearing shoes are compulsory.

Hygiene and sanitation have become a priority in Kigali and countrywide.

After halting the Genocide against Tutsi in 1994,the Rwanda Patriotic Front-Inkotanyi worked on society positive thinking while involving citizen in deciding own fate.

Cleaning Day “Umuganda”, a traditional practice that was being dodged would be strengthened and then enacted.

Today every last Saturday of the month, weddings, meetings and social activities are halted as village mates meet and clean say a health center, a street or a public garden.  Public officials and visitors also get involved.

After two hours of cleaning, they sit and discuss; hygiene good practice and cleaning activity for the following month.

Omar Khalfan, a political analyst says “when citizen are involved in a program, they own it, without being coerced.”

Who cleans Kigali?

Besides Umuganda, Kigali adopted a comprehensive hygiene system that collects trash from households and public places.

Kigali city relies on a-1 year old sweeping machine for the 15 km long city-airport road.

For the rest, 200 km, the city contracted 15 cleaning cooperatives which earn about $ 44,000 to pay about 400 workers, essentially women.

Each cleaner earns $ 44 monthly, which barely pays house rent in Kigali, yet they are highly motivated.

“We hardly make ends meet. We just feel proud to be part of a city all nations find beautiful. It is part of patriotism,” said Jeanine Mukashema, a cleaner.  Patriotism is part of Rwandan motto beside Unity and Work.

Cleaners helped Kigali collect polythene bags from neighbourhoods in 2005 when environment law banned them and recommended biodegradable bags. Regional countries tried to emulate in vain.

“In less than ten years we have no more plastic bags in our landscape; Rwandans are very responsive,” observed Dr. Charles Kabwete, a political analyst.

Dustbins have been established along pedestrian paths which reduce disorder on roads. Dustbins have been installed by Private companies which place advertisements in return.

Different businesses, offices, markets and schools also hire cleaning companies.

Cleaning companies since 2010 charge a monthly $7 to collect garbage from house to house and dumped in a-3ha city landfill. 600 tons of garbage is collected daily.

“In Western countries, waste collection is a State business. Residents pay through tax, a burden for many,” said Jean Paul Ngenzi, the owner of Agruni, a cleaning Company.

Do’s and Don’ts 

Dropping liter in Kigali is nearly a sin even children know. The city Mayor last year pleaded with children to keep their cookies’ sachets until they find a dustbin.

Illegally crossing through a garden and urinating on the road attracts $ 7 fine. Knocking down a palm tree on city roads attracts a fine worth $ 700.

Corridors in commercial buildings should also have colorful flower pots.

Is Kigali Cleanest city?

Looking at city decoration, visitors have given Kigali an alias of “African Cleanest City.”

“It’s as clean as Paris and it is very safe for the mzungu (white person) to live,” said Caroline Anne, English volunteer.

“If my queen moves from Kigali airport to Serena Hotel in the city hub, she will not believe that she is in a developing country, but a rich country,” she said.

Kerry Gill a volunteer says was surprised to see an “African city where you find no littering and any dog or cat cadavers along city roads.”

Rwanda has designed a strategy that will help to earn over $150m annually from international conferences by 2015, up from $49m presently.

The government is training citizens on the best conduct as reflected among king’s warriors “Intore”-they were highly disciplined warriors that fought and annexed many regions from neighboring countries.

Even diaspora youth come home every year; spend a-three week period learning the spirit which features hygiene, self-reliance.

Rwanda To Digitize Learning Content To Save $8m

Rwanda is considering digitizing learning material to cut down the cost on books and other printed materials.

The Education Ministry says the investment, named ‘Smart Classroom’, will also ensure across the country can easily access same learning materials.

This, says John Rutayisire, Director General in charge of the Education Board, is Rwanda’s long term ICT plan where the ‘Smart classroom’ will help the country deal away with the burden of book costs.

Every year, Rwanda spends Rwf6bn ($8.6m) on books.

The smart classroom initiative comprises of three components; use of white boards, electronic devices such as computers and projectors, and digital content.

The government is engaging private partners to implement the ambitious initiative.

Positivo BGH, a Latin America multinational manufacturer of electronics, has signed an agreement with Rwanda to set up a plant in the country to manufacture and supply laptops, computers, tablets and other electronics. The firm will start production by March this year.

Rutayisire says, “With establishment of the plant, our education will not remain the same; you will see a great improvement in quality.”

Currently, Rwanda is implementing the One-Laptop-Per-Child program, where 204,000 computers have been distributed to 401 primary schools across the country.

Eric Kimenyi, Director of One Laptop per Child says the existing laptops will help to start smart classes in Primary, while in Secondary, Positivo BGH will provide subsidised computers.

Apart from rolling out high speed connectivity, to facilitate the penetration of Smart Classroom, even in remote areas, Rutayisire says, the government is investing in solar panels to all schools without access to electricity.

The project is expected to begin January 2016. “You may not suppress books overnight, says Rutayisire.

He however, notes that books will not be scraped off. “Even in the developed countries, hard books and e-books cohabitate.”

Les Forces Rwandaises de Défense (RDF,sigle en anglais),en mission de maintien de la paix en République Centrafricaine (RCA), déploie un contingent du personnel soignant et des équipements pour un hôpital construit à Bangui. Cet hôpital qui sera bientôt inauguré donnera les soins médicaux aux blessés de guerre, tant civiles que militaires. Cette mission est un acte qui se passe pour la première fois dans l’histoire du Rwanda.

Ce contingent médical de 69 personnels soignant est composé par des médecins spécialistes et d’autres techniciens. Ce corps soignant a une particulier de fournir aussi des soins médicaux à la population centrafricaine.

Il est prévu que les médecins vont quitter Kigali pour Bangui dans trois semaines après l’arrivée du matériel envoyé le 20/01/2015. C’est une mission  qui va durer une année mais qui peut être prolongée.

Selon le Maj Dr King Kayondo, qui va diriger cet hôpital, cette activité montre un pas de géant déjà franchi par les Forces Rwandaises ces dernières années depuis le début de leur participation en différentes missions de maintien de la paix  à travers le monde.

« Non seulement ca reflète la bonne image du Rwanda à travers le monde mais aussi témoigne l’engagement de l’ONU d’intervenir partout où il y a  les possibilités. Cela parce que c’est pour la toute première fois qu’une mission pareille va avoir lieu. Ça montre les Nations Unies ont la confiance en nous, que nous sommes capables d’accomplir cette mission. Nous avons le personnel capable et nous avons tout le matériel nécessaire pour réaliser cette mission onusienne ».

Cette équipe médicale part avec différents équipements sanitaires destinés à l’installation d’un hôpital de deuxième niveau, en conformité avec la volonté de l’ONU. Cet hôpital aura la capacité de faire des opérations chirurgicales en général et de faire l’orthopédie. Il aura aussi des équipements modernes pour détecter les maladies (Radiologie).

Speaking at the ongoing World Economic Forum in Davos, President Paul Kagame has rejected perceptions that Africa is experiencing insecurity and thus not safe for investment.

Kagame, who is among a select 40 presidents from around the world, said “Africa is largely stable,” but also acknowledged the continent “has some problems of insecurity.”

He spoke exclusively at a panel with Sunil Bhartil, CEO of India’s Bharti Enterprises, S. Africa’s President, Jacob Zuma, Executive Director of CNBC, Bronwyn Nielsen, Oscar Onyema, CEO of the Nigerian Stock Exchange and John Coumantaros, Chairman for Flour Mills of Nigeria Plc (FMN).

Kagame insisted Africa present immense opportunities, yet “the issue of perception comes in when there is some level of exaggeration or misinterpretation of Africa.”

In agreement with Kagame, Sunil Bharti Mittal, who has multi-billion dollar investments in Africa, including Rwanda, also said, “Small pockets of terrorism should not scare serious investors.”

President Kagame said despite the ongoing insecurities in some parts of Africa, some countries, such as Rwanda, remain the greatest market frontiers of the modern day.

To reassure investors, he said, “I have no reason to believe things are going to be different in another five to ten years.”

In Rwanda, Kagame said, “We have been transitioning from aid to investment and concentrating on what attracts people to do business with Rwanda.”

A whole range of business obstacles including travel barriers, hinder trade in Africa. “If you are an African traveling in Africa you need more visas than in Europe, you need political will to address this,” said Onyema.

Kagame said, “We need to allow Africans to move freely across borders and to invest in with each other. If we do this, the rest will follow.”

He noted that such obstacles do not only need political, but also proper infrastructure for investment, such as transport and free movement of labour.

“We need infrastructure and political will to make things happen,” he said.

The World Economic Forum’s theme this year is; “The New Global Context”.

Rwandan returnee calls fellow refugees across globe 'back home'

Rwandan Refugees bording a United Nations Truck.Rwanda in 2013 declared a cessation clause for its refugees who fled between 1959 and December 1998.

Louis Antoine Muhire, a Rwandan refugee living in Canada, visited Rwanda for the first time in 20 years after fleeing the country in 1994.

For over 20 years, Muhire had never considered returning to his country because of numerous negative reports about Rwanda, spreading in the Diaspora.

“I read a few good reports about Rwanda’s development, but I wouldn’t risk coming back,” he says.

But, “The bad reports outweighed the good ones,” he adds.

For example, “I was told that I would get jailed or killed the moment I set feet in Rwanda,” Muhire says.

Apparently Muhire was told he would be held captive over his father’s genocide crimes, only to be proven wrong during the 15 days he spent in Rwanda.

Muhire is one of the millions of Rwandans who have returned home due to government efforts to repatriate Rwandan refugees.

“My father is wanted by Interpol, but this never stopped the Rwandan embassy in Canada to grant me a temporary passport to Rwanda, when I expressed interest to visit,” says Muhire.

The Ministry of Disaster Preparedness and Refugee Affairs (MIDMAR) says 3,456,429 registered Rwandan refugees have returned home between 1994 and December 2014. Muhire is one of them.

About 47% (1,625,869) came from DR Congo, 27% (922,655 ) from Tanzania, 16% (553,118) from Burundi, 10% (349,838) from Uganda.

Others came from Gabon, Malawi, Zambia, Congo Brazzavile, Cameroon, South Africa, Mozambique, Kenya, among other countries.

An estimated 100,000 Rwandan refugees still reside in different countries.

On June 30, 2013, Rwanda declared a cessation clause for Rwandan refugees who fled the country between 1959 and December 1998.

Countries hosting Rwandan refugees were called on to declare them or abide by the clause. Since then Zambia, Malawi, DR Congo, Burundi, Niger and Zimbabwe have invoked the cessation clause.

Meanwhile, Rwanda has used different measures to ensure return.

Transit camps established in the Western Province receive the returnees and provide them with basic facilities to begin a new life.

Rwanda has collaborated with UNHCR and WFP, to register returnees and donate a three-month repatriation package, which includes food and other basics.

The package offered by UNHCR is worth $100 for adults and $50 for children.

But for returnees of Muhire’s status, all they need is the feeling of ‘being back home’.

The colourful event took place on 21 January 2015, at the CAR Presidency Office in presence of members of the cabinet.

Rwanda-DRC Border Tense   amid Deadly Riots, Congolese flee in Massive

Hundreds of Congolese crossed into Rwanda Thursday following deadly riots in DRC.

The situation at the DR Congo-Rwanda border is tense as hundreds of Congolese began crossing into Rwanda for their safety early Thursday morning.

Bukavu, a border town with Rwanda has been declared as a ‘dead city’ by civil society organisations following Wednesday’s violent demonstrations which involved looting and vandalism.

Bukavu Mayor, Filemon Mulolo, insists, “Nothing big happened.” But reports say businesses are closed. No open shop and a few people are seen walking on the streets, except the mobs.

As for Goma, another DRC town bordering with Rwanda’s Rubavu district, situation worsened Thursday morning after three people were reportedly killed during an accelerating uprising.

Deadly protests have been ongoing for the past week in DR Congo’s capital, Kinshasa, following a proposed bill to postpone next year’s presidential elections for three years.

President Joseph Kabila, whose second and last term ends next year. The bill, proposes conducting a census before elections first.

A national wide demonstration has been characterized by angry mobs demanding the bill be thrown out of parliament because it is a “plan to extend Kabila’s rule”.

Sylidio Sebuharara, KigaliToday  corespondent in Rubavu says the riots in Goma this morning triggered a massive panic as police swept on the streets shooting live bullets and tear gas.

He witnessed hundreds of Congolese, with bicycles, mats, and sacks, women carrying crying babies fleeing into Rwanda.

Two students were and a motor-taxi rider were reported dead on spot, as hundreds squeezed themselves throw a narrow boarder fighting to crossover into the Rwanda side.

Local authorities asked Rwandans living near the border to remain calm. Sheick Bahame Hassan, Rubavu district mayor said, “We told them to do their business in Goma town, not beyond, because going into the villages can expose them to unexpected repercussions.”

A similar message has been sent to Rusizi residents.  However, the borders between two the countries remain open.

Some Congolese have reportedly started seeking a temporary stay in Rwanda, as they wait for the situation to stabilize.

Meanwhile, informal pathways across borders with DRC were all closed. Rwandans were advised to use regular border posts for business.

Rubavu mayor said Rwandan security forces were alert in case violence triggered a spilling insecurity.

“We just remind our people that our army is firm to defend the country’s sovereignty in case someone attempts to threaten it,” he said.

Gasabo embarks on fight against human trafficking

Gasabo District officials are campaigning for dialogue between parents and children as a way of curtailing human trafficking and fighting use of drugs among the youth.

The District Mayor, Stephen Rwamurangwa believes that “With dialogue between children and their parents, it’s where you teach them moral behaviours.”

Effective this holiday, set to end on January 28, the District has been engaging parents and children, through different recreational events, where messages against human trafficking and use of drugs are passed.

In an interview during a holiday social camp that was organized by Gisozi sector youth council, Rwamurangwa emphasized that: “We are committed to shaping solid foundation of Rwanda’s future. The journey starts with setting up possible measures to give our youth an exemplary upbringing.”

In December last year, during the 12th National Dialogue Council, President Paul Kagame said that “Rwandans are not for sale” and warned anyone involved in trafficking Rwandan citizens.

“We cannot accept that Rwandan people be traded like commodities. We must fight this bad habit. It should stop now,” warned the President.

For Mayor Rwamurangwa, the campaign should serve as an example to all Rwandans, especially parents.

“We want our children to be primary custodians of their safety against human trafficking and use of drugs.”

Pius Ruhinda, an official from Gisozi sector commended the initiative, and called on children to uphold Rwandan values, even while at school.

Apart from such campaigns, the district has initiated a project to support youth to become job creators. In Gisozi sector so far, youths are engaged in income generating activities.

DRC Sanate rejects Kabila Proposal to extend his rule

Congolese in Kinshasa city protesting Against President Joseph Kabila’s Proposal to extend his rule for 3 years. Senate has thrown out the Proposal with an overwhelming ‘NO’ vote.

DRCongo senate Friday Morning thwarted President Joseph Kabila’s extended rule plans, unanimously voting ‘NO’.

The electoral bill, proposing postponement of next year’s presidential elections for three years, triggered a wave of violent riots across the country, causing over 40 deaths as security agencies attempted to restrain protesters.

Senate president, Leon Kengo wa Dondo said the census cannot take place now.

Meanwhile, President Kabila is currently serving his second and last term in office, according to the constitution.

Kabila was pushing for for a delayed vote to conduct a “reliable” national census, which observers say would take ages.

DRCongo has never had a reliable census since 1960, after independence from Belgium.

After throwing out the bill, the senate said in their reformulation of article 8, that “the update of the electoral list should be done within a constitutional time frame.”

Since the beginning of the week, hundreds of Congolese took to streets both in the capital Kinshasa and other provincial cities, vandalizing property and infrastructure and chanting slogans against Kabila.

By Thursday morning, hundreds of Congolese from Goma and Bukavu were fleeing into Rwanda while dozens were killed during riots.

Residents around the border towns of Goma and Rubavu on the Rwandan side had returned to their businesses.

After the Senate president’s televised address to the nation, there is a sense of ease and calmness.

Some shops were open while crowds were seen on the streets walking back to work.

Heroes’ day is a time to celebrate the bravery of Rwandans

Rwanda heroes’ day is the time to reflect remember and say a big thank you to our heroes and heroines who by their exceptional qualities of selflessness, sacrifice and courage in the face of severest danger that made Rwandans to regain their identity and dignity.

Heroes day is the time to celebrate our extraordinary great men and women (dead and living) who worked hard to ensure that Rwanda get liberated from injustice and left their footprints in our hearts to keep the Rwanda shining.

A careful reflection of our dark history when Rwanda genocidal government slaughtered defenseless people while the World shamelessly, unimpressed and indifferent watched, gives us the courage, will and confidence to rejuvenate our Rwanda spirit.

The World then (still is today) did was to indulge in academic arguments whether the number slaughtered was in hundreds, thousands or millions.

Today, Rwandans are overwhelmed with the feeling of pride in their heroes and heroine never-say-die spirit in liberating their country in the face of severest of tremendous odds and dangers.

Our heroes and heroines withstood with stout hearts to defeat the enemy and its mentors to stop the 1994 Genocide against the Tutsi.

Rwanda is currently witnessing steadfast development cause despite ill intentions and efforts by detractors and reactionaries.

Rwanda heroes day is the time for our thanksgiving and a time to pause a while to take stock of the successes, challenges and draw strategies for the future aspirations. The liberation struggle is an on-going concern for Rwanda’s prosperity.

Every Rwandan is determined and committed to build the nation. The reactionaries’ deliberate false self-seeking and ill motivated propaganda to undermine Rwanda development vision will never succeed.

Rwanda success depends upon the enduring spirit, power of vision, qualities, conviction, motivation and values of Rwandans.

A big thank you to Rwanda heroes and heroines- succeed we must.
