Kagame sends condolences to French terror victims

Kagame in a recent meeting with a Belgian delegation in Kigali

 Rwanda’s President Paul Kagame has sent heartfelt condolences to the families of the victims of Wednesday terrorist attack in France’s capital, Paris.

“We express our own and our country’s condolences to the Nation and families of those who lost their lives in Paris on Wednesday,” Kagame said at a luncheon to celebrate the New Year 2015 with the diplomatic community in Rwanda.

Twelve people were shot dead and 11 injured when terrorists attacked the Charlie Hebdo, a French weekly satirical magazine known for provocative satire on Islam as well as other religions and political leaders.

Meanwhile on Thursday, a policewoman was also shot dead in Paris; an incident French police connects to the earlier attack.

Kagame told the diplomats that terrorists represent only themselves, and called for international efforts to fight them.

“To defeat terrorists, we must work to shatter the illusion that they speak for a larger group or community,” Kagame said.

“Diplomacy and international cooperation are essential to develop the trust and consensus necessary to tackle them together.”

French media reported that two of the alleged attackers, who are also brothers, have been identified as 32-year-old Said Kouachi and 34-year-old Cherif Kouachi.

Police say they are French-born sons of Algerian-decent parents.

France and Rwanda have recently had sour relations, following President Kagame’s comments on France’s refusal to recognize the role it played in the 1994 Genocide against Tutsi.

But Kagame said, “Our efforts must stem from recognition of our common humanity and values, which are shared equally across the world.”

Rwanda is known for a firm stand against terrorism and violence, sending over 4500 peacekeeping troops in conflict zones.

FDLR gets 4000 new reinforcements from Zambia, Congo-Brazzaville

As regional and international pressure grows on the Democratic Republic of the Congo (DRC) and United Nations to forcefully disarm Rwandan rebels on its territory for years, the two sides have not informed the world that the rebels have a large force.

A classified United Nations document says the Democratic Forces for the Liberation of Rwanda (FDLR) militia have been amassing troops – some from Zambia and Congo Brazzaville in preparation for war. Some have been mixed with Congolese army units along the common border with Rwanda.

The document with reference number CLA-MP-94/12-12 was prepared by MONUSCO for internal consumption. It reads in part: “Reliable sources (humanitarian workers) has reported to MONUSCO’s component on 16th Dec 12 about the presence of 4000 FDLR cadres at Kazibake…, Groupement of Bashali Mokoto, Localité Lukweti/Ndurumo.”

The U.N. Security Council and regional governments have approved an offensive against the FDLR, some of whose members were involved in Rwanda’s 1994 genocide, which failed to meet a Jan. 2 deadline to disarm and surrender.

Instead, the leaked two-page intelligence report says MONUSCO has information that some of the 4,000 militia recruits – which the document called “FDLR cadres”, have been brought in from Zambia. These new rebels reinforcements arrived at their current location on 13th Dec 2012.

In other developments, “a new FDLR commander named BAKOTA based at Kivuye… has been stated to have come from Brazza-Ville,” says the document.

So why is the FDLR militia, which the UN itself has over the years said that its numbers have gone down completely, suddenly getting new recruits and moving freely? This classified report says FDLR are taking advantage of the current situation in eastern DRC to establish operational bases in “the Virunga Park (Kinigi sector) inside Rwanda.”

In addition to these new 4,000 mobilized troops, this UN document says FDLR already has another 2,000 “previously located at Nganga (HQ of the FDLR president and supreme commander), Mumo, Hembe, Nyagisozi,  Macumbi…”

However, to media and foreign diplomats, the United Nations says there are about 1500 combatants, and some 300 have surrendered.

MONUSCO helicopters

What is strange from this document is that MONUSCO troops are located with proximity of the areas where the new FDLR troops are being organized. The document also says “two white painted helicopters” have been seen on several occasions in the past days flying into and out of this new FDLR regroupment locality.

Here is how the report speaks about the helicopters:

“Note: The weather during the day the helicopters were reportedly flying was rainy and cloudy, fact that did not enable UN members deployed at Mpati to view, hear and identify such non-UN helicopters having flown in our area of responsibility.”

“Analysis: The information on both presence of these FDLR cadres and helicopters flights do constitute a certain reality as the flights might have supplied the combatants with logistic support, while we do foresee more movements and activities to occur in the near future in view of expeditions on Rwandan soil, rotations, protection of both dependents and their political wing gathered around the CEN/Comité Exécutif National  where their commissioners often rule, protection of the Groupement des Ecoles(senior, cadet and non-commissioned officers academy school) and training sites (kindly refer to my latest update of FDLR-FOCA chart and reorganization).”

As for what MONUSCO plans to do in the face of these new developments, the 19,000 strong force only intend to do patrols.

“Intensification of patrols to Nyange- Kitso- Bibwe stretch to dominate the area while monitoring related FDLR activities,” say the UN peacekeepers.

Tanzania won’t attack Rwandan FDLR rebels – says foreign minister

The Tanzanian President JakayaKikwete and his foreign minister Bernard Membe are sending two different messages as to how Tanzania will deal with Rwandan FDLR rebels in eastern Democratic Republic of Congo (DRC).

Tanzania has about 3400 troops part of the UN combat brigade in eastern DRC around areas neighbouring Rwanda. Despite a UN Security Council directive for the UN mission in Congo and Kinshasa to forcefully disarm the rebels after a January 02 deadline to willingly surrender passed, Tanzania will not be party to any military action.

“If Congo will not use its security forces to identify the Rwandans and get them deported to their respective destinations, Tanzania will for the first time not comply with the UN directive to take immediate military action against the rebels,” said minister Bernard Membe in interview with The EastAfrican newspaper. The story was published on Friday last week – the same day his boss met with foreign diplomats, and also gave a different policy direction.

“As we speak, most of these resolutions have not been applied,” added Membe. “Thus, as a country we won’t be ready to join any combined attack against the rebels because not all people in eastern DR Congo are FDRL rebels.”

He said isolation of the rebels scattered in eastern DR Congo was essential to maintaining peace in the region.

The same day the story featuring the minister was released, is the same day President Kikwete spoke about the FDLR rebels in the address to foreign diplomats. The President said he was “setting the record straight” that Tanzania would support action on the militia group which slaughtered Tutsis in Rwanda during the genocide in 1994, and fled across to the then Zaire.

“Let me use this opportunity to set records straight about Tanzania’s position and role in the evolving security situation in the Eastern DRC and the ongoing voluntary surrender and disarmament exercise by the FDLR rebels,” said Kikwete.

“We have always been supportive and will continue to be supportive of these efforts to ensure the Eastern DRC is free of armed groups that threaten the security of the people of Congo and Congo’s neighbours.  Any misrepresentation of Tanzania’s position is done by people who pretend to read Tanzania’s mind and make their thinking the truth.  This is preposterous and contemptible.  It is done by people who have ill intensions against our country.”

Were the two leaders deliberately giving conflicting messages, or the President had over-ruled his foreign minister. What is clear is that from President Kikwete’s message, he did not give any categorical position as to how Tanzania is going to “support”.

Tanzania is no stranger to FDLR. Its commanders use Tanzanian passports to travel outside the bushes of eastern Congo. As News of Rwanda has extensively reported, Tanzania considers FDLR as “freedom fighters” despite their genocidal agenda to annihilate Tutsis.

The most recent report on DRC established a clear link with the FDLR, who are under UN sanctions.

Rwandan farmers have struggled with market prices for decades. Middlemen try their best to give the lowest prices possible.

Many farmers have made losses and others abandoned their farms to seek jobs in urban areas.

This was a classic ordeal for every Rwandan farmer until mid-July, 2014. At the time, former US Assistant-Secretary-of-State Dr. Jendayi Frazer, together with Nigerian millionaires-Tony Elumelu and Nicolas Berggruen, ventured into a $10m East Africa Commodities Exchange (EAX) to allow Rwandan farmers sell at relatively higher prices.

EAX has installed tens of state-of-the-art storage facilities across the country allowing farmers to avoid post-harvest losses.

Studies have shown that previously, grain harvested at 23% moisture, subsequently dried and sold at 13% moisture.

At these large facilities, farmers bring in maize, beans and soybeans for the moment.

Pyrethrum, coffee and tea farmers will start selling this year. With good storage facilities, their value skyrocketed.

For the first time ever, a kilogram of maize, during the harvest period, can sell at Rwf185 ($0.26) (more than double Rwf90 ($0.1) paid by middlemen).

When maize is scarce, the price can go up to Rwf255 ($0.36). Middlemen offer Rwf170 ($0.2).

The exchange now links small-scale farmers to agriculture and financial markets in the East African region to get competitive prices.

Farmers can also access real time price information and increased profits.

Manasseh Mpagazehe, a farmer and member of Impabaruta Cooperative in Kamonyi District in Southern Rwanda, says EAX has helped them access regional and international markets.

“We are negotiating with financial institutions to sign an agreement that will allow ordinary farmers to access loans through their cooperatives,” said Dr. Alfah Kadri, the EAX Country Manager.

Most commodities exchanges in Africa have struggled with fraud. “It largely operates on trust,” says Dr. Kadri. “But Rwandans are more sincere,” he says.

Meanwhile, the exchange is rolling out a nation-wide campaign to attract farmers.

It has so far recruited 17 cooperatives, representing over 15,000 farmers.

The grouping will be buying 10,000 metric tons of maize annually.

The agriculture ministry says farmers can produce 500,000 metric tons of maize and beans per season. Officials at the exchange say demand has overtaken supply.

Jean Paul Mutarikanwa, Director General of ProDev Group Holdings, which owns MINIMEX-Rwanda’s largest miller, has purchased over 500metric tons of maize from the exchange.

Corrupt officials must be held accountable – Governor Mukandasira

The Western Province Governor Cartas Mukandasira has urged leaders to uphold a culture of accountability.

The governor made the remarks during the meeting with Nyamasheke district officials.

The governor observed that although the level of accountability among public officials is improving, there are still cases of officials who are still involved in practices of corruption, urging district officials to take the issue seriously.

She issued a tough warning against embezzling of public funds by officials, saying that no one is above the law.

She advised leaders that the best way to deliver on Imihigo is to ensure that they serve the interests of the people ahead of their own.

The warning comes following the resignation of Nyamasheke district Mayor Jean Baptiste Habyarimana.

Some district employees attached to the health insurance scheme known as Mituelle de Sante were also detained.

The Governor requested district officials to continue with their daily activities, insisting that there is no need to panic. She urged them to keep on delivering with the aim of fulfilling district performance contracts.

“We came here to inform you that there is no need to panic following the Mayor’s resignation. We encourage you to keep working hard and fulfill your obligations. We request you to give information regarding leaders who mismanage public funds”, says Governor Mukandasira Cartas.

The Governor urged citizens not to panic, instead understand that it is normal for leaders to be accountable.

“I urge citizens to keep on working in order to achieve their development goals. Any leader can resign and if necessary be detained in case he or she fails to fulfill his or her responsibilities”, clarifies the Governor.

Rwanda kicks off vehicle emission tests

The government of Rwanda has started the process of testing vehicles for emissions, a program that is expected to cut down air pollution that has been reportedly increasing over the past years.

The Director of Environmental Regulation and Pollution Control, Remy Duhuze says that the new regulations are not intended to eliminate old model vehicles in the country but rather fight the increasing air pollution, which is mainly caused by vehicle emissions.

Duhuze says that Rwanda has developed its own standards of measuring air pollution and the measures are based on the maintenance of a vehicle, not the model or the technology used in manufacturing the vehicles.

The vehicle emissions testing will be part of the compulsory vehicle inspection (commonly known as controle technique in French), which will focus on measuring carbon monoxide, hydrocarbons, and opacity- which are some of the gases emitted by vehicles in poor mechanical conditions.

Normally every vehicle is supposed to undergo a routine technical control test and a permit is granted to each of the users. In case anyone is nabbed without this permit, they are liable to a fine of at least Rwf25, 000.

The National Police of Rwanda last December received equipment worth Rwf5.6millions that will enable the force to control noise pollution and test vehicle emissions at the Motor vehicle inspection center in Kigali. The donation was handed over by the Rwanda Environment Management Authority (REMA).

A research conducted in 2011 by Rwanda Environment Management Authority(REMA) indicated that Rwanda was facing increase air pollution and the impact was causing an increase in respiratory, eye and skin diseases.

In 2013, Netprotect supplied over 3 million bednets, which Rwanda later found were fake but had been distributed to households across the country.

Health Minister, Dr Agnes Binagwaho says the fake nets have caused an increase in malaria cases.

Dr. Binagwaho says, “The last LLIN shipment was substandard and less efficient.” She said the ministry would have stopped the supply, but it learnt about it after the nets had been distributed.

In 2013, malaria cases increased to a million, though deaths declined to 412 (4%). Meanwhile, malaria accounted for 19 % deaths among children below 5years.

Rwanda has deployed over 40,000 community health workers who among other diseases, test and treat malaria within the first 24 hours of diagnosis.

Without the required standard nets there has been a major decline in malaria prevention.

A mini survey by the ministry of health confirmed that bednets had less than 50 % of insecticide, which hinders them from efficiently killing mosquitoes.

Meanwhile, according to WHO, 0.5 litre of insecticide formulation diluted in water should be used to treat polyester net while 2 litres should be used for cotton net, to provide 100% of treatment for the nets, though none of the above standards was met by Netprotect.

Minister Binagwaho says Netprotect will be asked to replace or compensate the country.

Otherwise, Rwanda will sue the firm. One piece costs $5. The cost excludes shipping fees.

Rwanda is a global model of women empowerment and the indicator that what women need the leadership that touches their shoulders and says “Yes-you can do it and you can win” Liberating women from the misery of lack of ownership of their challenges, desires and lives is a failure and shame to the modern civilisation.

Rwanda women have the confidence, discipline, self-esteem, motivation and a respectful stake in determining their dignity, destiny and prosperity of their country.

However, women empowerment is an uphill task and it needs clarity of leadership to enhance their confidence, skills, resilience, to overcome cultural and traditional limitations.

Rwanda women are reckoning, stabilising and friendly force that have touched and changed the lives of their communities.

The treasure of women leadership is being swift to recognise pertinent issues which affect households which used to be ignored and unnoticed yet, these so called “small issues” are the true measures of development.

Rwanda women are on the frontline of fighting poor values, child abuse, disrespect to elders and inattention to weaker sections of the community and gender based violence.

Rwanda women leaders’ motherly approaches shake both our hearts, hands and have demonstrated that beyond the powers of position lies the price of leadership, selflessness, peace-making, community service and responsibility.

Proudly, Rwanda women leaders have not failed their communities in their services, a testimony to mentor the young generation to carry on the vision of hope and resilience.

Uganda hands over genocide suspect

Ugandan security officials have handed over another Rwandan Genocide suspect, Jean Paul Birindabagabo, alias Pastor Daniel Bagabo, who has been living in Uganda since the 1994 genocide against the Tutsi.

The suspect was handed over to Rwanda security and immigration officials by Chris Ongyera, a Ugandan immigration officer on January 14, after he was flown into the country at about 7.30pm at Kigali International airport in Kanombe.

The suspect arrived with a few belongings wrapped in a black polythene bag. He was immediately handcuffed and handed over to the Rwandan officials after deportation papers were signed between the parties.

Birindabagabo, is said to have been living in the outskirts of Uganda’s capital Kampala and practicing as a local pastor under the disguised names of ‘Pastor Daniel Bagabo’.

He is alleged to have committed genocide crimes in the former Kibungo Prefecture in Save Sector, (now in Kirehe and Ngoma districts of Eastern Province) where he is alleged to have directed widespread massacre of Tutsi during the 1994 Genocide.

Birindabagabo, 53, was born in former Nyamisa sector in former Gisenyi province and at the time of the Genocide, he is said to have been a prominent member of the MRND party and president of the farmer’s cooperative (TwibumbeBahinzi) in former Sake Commune.

Genocide survivors from former Sake Commune, were at the airport to witness his arrival but didn’t get a chance to put an eye on a man they have longed to see hand of justice get on.

CallixsteKabandana, the head of Sake Genocide survivors’ association said, that the people of Sake have been waiting for this moment and most of them would like to see the man whose name has been associated with genocide in their community.

“Most of us have been hearing about him. When you talk of genocide in Kibungo, the name Birindabagabo comes in all testimonies and deaths of many are associated with the suspect. We are sure that justice will be served since he has been arrested” Kabandana said.

Kagame Says Rwanda won’t Attack DRC Over FDLR

President Paul Kagame has said Rwanda will not attack DRCongo if the Democratic Forces for the Liberation of Rwanda rebels refuse to peacefully disarm.

The President said during a Thursday press briefing at village Urugwiro that in case FDLR does not disarm, “Rwanda will keep getting better in ensuring its internal security, whatever happens to FDLR.”

Asked about his plan B in case FDLR disarmament fails, he said, “we do not have a say at anyone’s territory, but blame me if things go wrong here.”

However, Kagame said he is frustrated FDLR failed to meet two deadlines to disarm.

The latest deadline was January 2, after which MONUSCO, International Conference for Great Lakes Region(ICGLR), Southern African Development Community (SADC) and Democratic Republic of Congo had said they would lead a military action against the militia.

No military action against the FDLR rebels has been taken so far.

An ICGLR meeting that was supposed to review this commitment today January 15, was called off by ICGLR chairman, the Angolan president Jose Eduardo dos Santos.

“The insensitivities around this issue reminds us what they (FDLR) committed in the Genocide; it reveals that Genocide was broader than what people tend to believe, “he said.

Kagame said different players have been speculating in regard to FDLR disarmament.

Kagame says Rwanda not Plundering DRC Coltan

President Paul Kagame has offered free visa and air ticket to anyone disputing Rwanda’s Coltan (tantalum) production capability to visit the country’s active mining sites.

“Rwanda has not only enough Coltan but of a very high quality. It is something that has been known for years,”Kagame said Thursday at a monthly Press Briefing at Village Urugwiro.

Kagame told KTPress that whoever is having confusion about Rwanda’s Coltan production, “we can even pay a ticket for them, we shall give them a visa and we shall take them to the mines. If only they won’t want to stay there and keep mining. For anybody with that confusion, there is a simple way and not so expensive to sort it out.”

In 2013, Rwanda attracted global attention when it exported 2,466,025kgs of Coltan- this accounted for 28% of total 8,807,232Kg of tantalum produced globally. Rwanda earned $134.5M in revenue from the Coltan.

The Ministry of Natural Resources and Mines says Rwanda is now the world’s single largest exporter of tantalum mineral and that the 2013 export were only a small portion of the country’s production capacity.

Critics from across the globe continued to accuse Rwanda of siphoning Coltan from DRC and exporting it as with origin from Rwanda.

Kagame said that Rwanda habours excessive tantalum minerals ‘of even good quality’ than others in the region.

On the claims that Rwanda could be mixing its resources with those from DRC, Kagame told KTPress “It is simple. These are simple things you can have evidence for, because, you can come and visit the mines and see people mining and test the minerals.

Sometimes the World creates mountains out of nothing and just enjoy spreading rumours and confusion.”

The President added that his government is ready to facilitate whoever feels interested in proving Rwanda’s state of minerals.

Rwanda has managed to successfully satisfy requirements of US Dodd-Frank Wall Street Reform and Consumer Protection Act (DFA) that controls the purchase of minerals sourced from the Democratic Republic of Congo (DRC) and its 11 neighbours.

In 2013, Countries subjected to DFA law contributed only 23% of global coltan exports.

In response to the Dodd-Frank legislation, Rwanda has a Minerals Traceability Program where all minerals mined there are tagged from the mine-sites until they are ready to be exported.

Companies sourcing minerals from Rwanda are forced to export only those that are conflict-free.

S’adressant aux journalistes jeudi le 15/01/2015 au Village Urugwiro, lors de sa première conférence de presse de cette année, le Président Paul Kagame a affirmé qu’il n’est pas préoccupé par la fin de son deuxième mandat en 2017. Le Président Kagame est plutôt préoccupé par des priorités urgentes auxquelles fait face le Rwanda. « La fin du 2e mandat ne m’empêche pas de dormir. Je suis préoccupé par d’autres choses importantes pour les Rwandais ».

Kagame a parlé du 3e mandat en disant que quand le moment sera venu, la décision finale reviendra aux Rwandais. Parlant des grandes réalisations des Rwandais les dernières années, Kagame a déclaré que les Rwandais doivent encore marquer plus de pas vers le développement.

«Ces dernières années, les Rwandais se sont rendus compte des progrès qu’ils ont réalisés pour leur développement. Ils ont encore soif de continuer davantage, c’est ce qui leur préoccupe beaucoup. Ce sont les Rwandais qui vont décider l’après 2017 selon leur convenance», a fait savoir Kagame.

Il a rappelé les Rwandais de travailler beaucoup parce qu’ils ne recevront rien comme cadeaux. La situation socio-économique actuelle du  Rwanda, selon Kagame, elle est plus rassurante, partant  de l’histoire sombre de la pauvreté et le génocide qu’a connu le Rwanda. Kagame a signalé également que les réalisations du Rwanda résultent  de l’effort de chaque Rwandais.

Le Président Kagame a révélé que les Rwandais restent toujours le modèle pour lui. Là  il répondait à la question de savoir qui est son « role model ». Ici il faut rappeler que beaucoup de Rwandais prennent  le Président Kagame comme leur modèle.

Il a rassuré quant à la question des autorités de base qui détournent les fonds publics ou qui collaborent avec les FDLR. « L’important  est que le pays soit capable de gérer la situation et de les poursuivre en justice ». Il a ajouté que cela n’affecte pas la population par ce qu’elle connait la réalité. « C’est la population qui donne les rapports d’une autorité quelconque qui ne remplit pas ses obligations ».

Comme le Rwanda a toujours été caractérisé par l’hospitalité, la question des réfugiés rentre dans le même ordre d’idées. « Les véritables réfugiés ont tous regagné  leur pays. Ceux qui sont encore à l’étranger y sont pour leur propres intérêts, ils rentreront quand ils voudront, nous accueillons tout le monde même les étrangers ».
