Nyamagabe Residents urged to be active in crime prevention

Philbert Mugisha, mayor of Nyamagabe district called upon residents of Kabacuzi village, Nyamugari cell, Gasaka sector has appealed to residents to play an active role in crime prevention and community development.

Mugisha made the call on January 21, during the meeting with Nyamagabe district authorities and residents of Kabacuzi village.

The meeting came after a dead body of one identified as Felicien Habyarimana was found on the road in the morning of 21st January 2015.

During the meeting, residents were encouraged to play a role in patrolling, sharing information and everything else that can be used by the authorities to ensure security of residents.

Talking to this website, residents of Kabacuzi village revealed that crimes such as murder happen sometimes in this area, saying residents should avoid being outside their homes during late hours of the night.

One Silivani Kayihura said: “It’s not the first time this crime has happened, another person lost his life in the same way. There are thugs that rob and kill people, residents should go home before dark.”

Nyamagabe district administration embarked on strengthening security and sensitising residents to be part of the work such as night patrolling.

“It’s residents’ role to share any information that can help strengthen security. Let’s cooperate with security organs, keep security and prevent crimes,” he added.

Rwanda pursuing "sensible" policies - affirms ratings agency

President Paul Kagame speaking at World Economic Forum panel on tackling climate change alongside Ban Ki-moon, Secretary-General of the United Nations; Jim Yong Kim, World Bank President; Paul Polman Chief Executive Officer of Unilever; Christine Lagarde, Managing Director of the International Monetary Fund (IMF) and Michael Spence, Professor in Economics and Business.

Fitch’s ratings are analysts’ views of future performance which may be informed by non-disclosable management projections, sector or wider economic cycle at a certain stage in the cycle, or may be based on historical performance.

According to Fitch, Rwanda’s stable economy is due to a drop in donor grants and government pursuing sensible economic policies, strong growth performance and a modest fall in country’s external position.

On Friday Fitch ratings affirmed Rwanda’s Long-term foreign and local currency Issuer Default Ratings (IDR) at ‘B+ indicating that the Outlooks are Stable.

Kenya is rated with B+ while Tanzania and Uganda are rated B.

Rwanda’s unsecured foreign and local currency bonds have also been affirmed at B+. The Country Ceiling has been affirmed at ‘B+’ and the Short-term foreign currency IDR at ‘B’.

Fitch estimates Rwanda experienced a 6.8% GDP growth in 2014 and was supported by a recovery in the agriculture sector and accommodative monetary and fiscal policies.

The agency says, GDP growth will gather pace in 2015-16, underpinned by increasing regional trade, rising investment and an expanding services sector.

Rwanda is credited with coherent macroeconomic management, including maintaining moderate inflation (averaging 4.2% in 2010-14) and a sound financial system.

Government successfully improved the business environment especially in terms of reducing bureaucracy and electricity costs, as well as increasing credit accessibility.

The country ranks 3rd in Africa in the World Bank’s 2015 Doing Business.

In the fiscal year 2013/14 (FY14, from July 2013 to June 2014) the central government deficit narrowed to 4% of GDP thanks to lower net lending.

However, Fitch expects higher fiscal deficits in FY15 and FY16, reflecting a shift in the structure of foreign aid from grants to concessionary loans and high capital expenditure.

As a result, public debt is set to rise gradually, to 31.2% of GDP in FY17 from 28.7% of GDP in FY14 although it will remain well below the 48% ‘B’ peer median.

The agency says the Rwandan leadership is committed to expanding the country’s low revenue base to reduce aid vulnerability (grants accounted for an average of 37% of total revenue in FY11-FY14).

Tax revenue increased to 14.8% of GDP in FY14, reflecting strong nominal GDP growth and the effect of a series of fiscal reforms pledged under a Policy Support Instrument with the IMF.

Fitch expects tax revenue to rise further to 17.5% of GDP in FY17, supported by efficiency gains and further fiscal reforms in the mining, agriculture and property sectors.

Strong import spending has led to a widening of the current account deficit (CAD), estimated at 10.8% of GDP in 2014.

As strong consumer and investment growth continue to fuel import demand, CAD are expected to remain high in 2015-16.

The agency forecasts that lower oil imports will be largely offset by limited growth in traditional exports such as minerals (1/3rd of total exports).

Higher debt and foreign direct investment inflows will help finance the CAD but a decline in donor grants will limit the rebuilding of foreign reserves (FX).

Rwanda's Development plan receives $180 M boost from US

The United States will this year facilitate Rwanda’s development agenda with Rwf125b ($180m) direct support, new US ambassador to the country, Barks-Ruggles, told KTPress.

Amb. Ruggles was on Monday speaking to KTPress, briefly after she, along with other three ambassadors, presented credentials to President Paul Kagame at his office in Rwanda’s capital Kigali.

United States is Rwanda’s largest bilateral assistance partner,” she said.

“This year, we will contribute approximately $180million in assistance to support initiatives to improve health, advance economic growth and expand education.”

Part of the funds will also assist in strengthening Rwanda’s democratic institutions and promote good governance, the new envoy said.

Rwanda has seen a revamp of economic growth of 8% for the past decade.

US says it will continue to support Rwanda’s journey to economic transformation.

For Amb. Ruggles, “I told President Kagame and Foreign Minister that I am eager to travel widely throughout Rwanda and to hear from Rwandans how best we can work together on the tough challenges of our day.”

US provides 65% of Rwanda’s budget for improving nutrition, maternal and child health and prevention of  HIV/Aids and Malaria.

We have heard noticeable successes including quadrupling the number of children sleeping under Malaria preventing bed-nets and seriously reducing transmission of HIV from mothers to new born babies.”

Other noticeable US-Rwanda development projects include US President’s Emergency Plan For HIV/Aids commonly known as PEPFAR.

Between 2009 and 2011, Rwanda received over $300m to support prevention and treatment of Malaria and HIV.

Amb. Ruggles highlighted other bilateral development areas to tackle, including climate change, regional security, among others.

US backs other countries’ efforts to tackle climate change. Rwanda has initiated home-grown initiate to deal with climate change challenges.

Speaking last Friday, January 23, during this year’s World Economic Forum in Davos, President Kagame said, “Many developing countries are leapfrogging with new technologies to combat climate change.

Rwanda has initiatives, such as reducing deforestation by providing cooking stoves and involving women and young people in climate change and sustainable development.

Example, “You have to begin at home in terms of land management and use of resources,” he said.

Meanwhile, other ambassadors presented letters of credence to President Kagame including; Zakaria Ansha of Indonesia, Mehmet Raif Karaca of Turkey and Alex Ntukamazina, representing Burundi.

All diplomats expressed their countries’ commitments to working with Rwanda in different areas of development.

Awareness on human trafficking

Young people in rural areas are the most targeted in human trafficking

Although human trafficking is often a hidden crime and accurate statistics are hard to obtain, researchers estimate that this growing phenomenon is a lucrative $32 Billion industry. The most common forms of human trafficking are sex exploitation, involuntary labor and extractions of organs.

As the economic crisis deepens, the number of victims of human trafficking is expected to increase.

Victims of this delusive trade suffer devastating physical and psychological harm. Language barriers, unawareness of the existence of this phenomenon and the frequency with which traffickers move them make it hard for them to escape.

It’s shocking but true; in this century, human beings are being smuggled and sold like commodities. Surprisingly, there are more human slaves in the world today than ever before in history (Kinney, 2008). Human trafficking today ranks among the top three highest grossing criminal industries along with illicit drugs and illegal arms.

Human trafficking is a global phenomenon fueled by poverty and gender discrimination. Perpetrators often recruit children because children are more unsuspecting and vulnerable than adults. In addition, the market demand for younger victims is higher.

Traffickers target victims through telephones, internet and friends. It is easy for a naïve and desperate young person to be tricked at the mall or after school.

Human trafficking agents are not only convincing but also very deceptive. Brazil and Thailand are generally considered to have the worst child trafficking records (Shelley & Louise 2010) but African children are at risk due to the rapid expansion of trafficking networks and the increase in the number of orphans as a result of the AIDS epidemic and conflicts.

Traffickers prey on people who are poor, isolated and weak. Issues such as disempowerment, social exclusion and economic vulnerability are the result of policies and practices that marginalize groups of people and put them at risk.

Natural disasters, conflicts and political turmoil weaken already tenuous social protection measures.  Individuals are at risk of being trafficked because of conditions in their countries of origin and an allure of opportunities elsewhere.

The relentless thirst for greener pastures and expectations of reliable income drive people into potentially dangerous situations.

Victims of human trafficking suffer physical damages caused by drugs and alcohol addictions, contracting STDs (in full), sterility, miscarriages, forced abortions and a wide range of trauma. Psychological effects include developing Clinical Depression, Personality and Dissociative Disorders, suicidal tendencies, Post Trauma Stress Syndrome and Complex Post Trauma Stress Syndrome.

Human trafficking effects range from physical abuse and torture of victims as well as psychological and emotional trauma to economic and political implications.

The widespread contemporary exploitation of human beings is unacceptable to people of conscience the world over.

Traditional approaches to prevent, protect and assist victims and bringing criminals to justice have had little impact which calls for us to renew both our resolve and our initiatives to protect those who are vulnerable.

The United Nations Global Initiative to Fight Human Trafficking (UNGIFT) was born out of a renewed commitment by world leaders to engage in the battle against this crime, one of the most egregious violations of human rights in the world today.

Prevention of human trafficking must include a broad community of stakeholders, empowerment of vulnerable people and the reduction of risk factors. Public awareness campaign should be directed to potential victims. Increased awareness of possible harm will help a person at risk to choose a different path.

There have been cases of human trafficking in Rwanda or involving Rwandans and measures have been taken by the government and stakeholders to combat these atrocities. Last year, seven Rwandan girls who had been trafficked to Uganda were emancipated.

They were tricked into believing that their trafficker had job offers in neighboring Uganda only to end up into forced prostitution. According to the police, 153 cases of human trafficking have been registered since 2009, with the majority of the victims being young females below the age of 35.

Speaking to Reuters in October, last year, Criminal Investigation Department’s deputy commissioner, Tony Kuramba said that 153 victims were rescued between 2009 and 2013. Rwanda is still one of the least affected countries in the world but prevention needs to be done and community involvement is important.

While addressing the parliament, HE, President Paul Kagame stressed that this issue cannot be left solely to the police and added that it was the responsibility of all Rwandans to combat the problem.

Both prevention and reduction of vulnerability are valid approaches to combating human trafficking. Each calls for different dynamics in policy and program planning. A focus on vulnerability will enhance the human rights component of trafficking prevention policies.

Traditional preventions of crime can contribute to the enhancement of anti-trafficking policies by focusing on reducing elements of risk in the environment. Theoretically, prevention should aim at eliminating trafficking before it occurs. This can be done by reducing the factors that make individuals vulnerable to be trafficked.

IMF  urges Region to uphold Peace

hristine Lagarde, the Managing Director of the International Monetary Fund (IMF), who is in Rwanda for a four-day official visit, says the world needs to be tolerant.

After a sixty-minutes tour of the Rwandan genocide memorial, Lagarde wrote a message in the visitors’ book condemning the atrocity.

Que grâce à l’oeuvre de votre musée triomphe la paix et la tolerance”….loosely translated as “Would peace and tolerance triumph thanks to the work of your museum.”

Lagarde, who was dressed in black, was accompanied by Finance Minister, Claver Gatete, who escorted her to lay the wreath.

Did not want any journalist in. She also turned down interviews after the tour.

Freddy Mutangana , director of the memorial told KTPress Lagarde was asking quite a lot of questionsduring the tour.

She was sad…,” Mutangana said.

Lagarde arrived in Rwanda on Sunday for a four-day visit to bolster her institution’s ties with Rwanda.

France and Rwanda have had strained diplomatic relations which result from France’s role in the 1994 genocide against Tutsi. France has not apologized to Rwanda.

Lagarde has previously held various ministerial posts in the French government.

She was Minister of Economic Affairs, Finance and Employment and before that Minister of Agriculture and Fishing and Minister of Trade in the government of Dominique de Villepin.

Lagarde was the first woman to become finance minister of a G8 economy, and is the first woman to head the IMF July 2011.

Rwanda striving to exit fragility - IMF chief

The Managing Director of International Monetary Fund (IMF), Christine Lagarde, has said that Rwanda is a positive example of global countries striving to come out of fragility and improve their economies.

“Rwanda is a positive example for countries striving to exit fragility. It offers valuable lessons from homegrown initiatives,” said IMF chief.

Lagarde was addressing Rwanda’s local and central government officials, members of the Private sector as well as civil society organisations at the Parliamentary building in Rwanda’s capital Kigali.

She is on a four-day working visit to the country, which started yesterday, on an invitation from President Paul Kagame.

She commended Rwanda’s policy of inclusive economy, saying “Rwanda is building an inclusive economy and having 64% of women in parliament is one example of this.”

“To achieve the goal of becoming a middle income country, Rwanda must continue this policy,” advised Lagarde.

On the country’s fastest growing economy that currently stands at an average of 8% for the last decade, Lagarde said: “Rwanda has grown at an average that is well above the regional average and on par with emerging Asia.”

She sees Rwanda as a dynamic economy with good governance standards today.

Finance Minister, Claver Gatete said, that “the economic stability you see in Rwanda is due in part to our partnership with the International Monetary Fund.”

Having visited the country for the first time, IMF chief said “It is a special privilege to be here. And being the first IMF MD to visit Rwanda is another special first one I’m very proud of…”

La Française Christine Lagarde, Directeur Général du Fonds Monétaire International (FMI), en visite officielle de quatre jours au Rwanda affirme que le monde doit être tolérant. Lagarde a fait cette déclaration après avoir effectué une visite de près d’une heure au Site Mémorial du Génocide de Gisozi, dans la Ville de Kigali.

Elle a écrit dans le livre d’or un message condamnant les atrocités qu’elle venait d’y découvrir ; « Que grâce à l’œuvre de votre musée, triomphe la paix et la tolérance. »

Toute vêtue de noir, elle était accompagnée par le Ministre des Finances, l’Amb. Claver Gatete, avec qui elle a déposé une gerbe de fleurs sur les tombes des victimes du Génocide perpétré contre les Tutsi en 1994.

Elle n’a pas voulu que les journalistes la suivent tout au long de la visite, de même qu’elle a décliné toutes les demandes d’interviews à la sortie du site.

Freddy Mutangana, Directeur du Mémorial a déclaré à KTPRESS que Lagarde posait pas mal de questions durant la visite ; « elle était … triste. » a-t-il dit.

Christine Lagarde est arrivé au Rwanda dimanche le 26 Janvier pour une visite de quatre jours avec pour but de renforcer les liens de son institution avec le Rwanda.

La France et le Rwanda entretiennent des relations diplomatiques plutôt tendues; résultat du rôle présumé de la France dans le Génocide, dont elle n’a pas encore présenté d’excuses officielles.

Lagarde a successivement occupé différents postes de responsabilité au sein du gouvernement français. Elle a été Ministre des Affaires Economiques, Ministre des Finances et de l’Emploi et avait été auparavant Ministre de l’Agriculture et de la Pêche ainsi que Ministre du Commerce dans le gouvernement de Dominique de Villepin.

Christine Lagarde est la première femme à devenir Ministre des Finances et de l’Economie du G8. Elle a aussi été la toute première dame à la tête du FMI, poste qu’elle occupe depuis juillet 2011.

Col. Habyarimana commended reserved force for their role in sensitizing residents to maintain security, saying they should become exemplary and cooperate with residents to keep security.

“I urge you to become exemplary to the residents in maintaining security. You have the experience in security keeping and you cannot behave in the same way as non-experienced in case of a bombing,” he explained.

Francois Nyakagabo, head of Reserved Force in Muhondo sector explained that normally they carry out night patrols, explaining they will now be exemplary since they are experienced.

 “Security concerns us all not only the village leader or cell leader. So as a person with army experience, I must be exemplary in keeping security and educate other residents on how to maintain it,” he said.

Pierre Celestin Ushimiyimana, one of the reserved forces in Minazi sector added that being exemplary of the residents requires them to be near residents and work with them for better results.

“We must be exemplary in maintaining security, cooperate with residents since they are the ones to give us useful information every day. Residents can be of great help when leaders teach and work with them,” he said.

Reserved forces were told to make use of available opportunities and set up small projects such as bee-keeping and livestock farming for sustainable development.

Le contingent rwandais de 142 soldats en mission onusienne de maintien de la paix en République Centrafricaine a quitté Bangui en direction de Kigali. Ce retour marque la fin de la  mission pour 850 soldats au total pour une période d’une année sous le mandat de l’ONU.   Cette mission a été accomplie avec succès selon l’Etat-major d’armée rwandaise (RDF, sigle en anglais), qui a félicité ces militaires.

Cela a été déclaré le 28/1/2015, lors de la réception de la dernière phase du contingent composé de 142 soldats. Ces derniers étaient en mission de maintien de la paix. Ils ont été accueillis par le Chef d’Etat-major de l’armée de terre (infanterie), le Gen. Major Frank Mushyo.

Le succès de ces militaires a été renforcé par le Brig. Gen. Joseph Nzabamwita, Porte-parole de l’armée rwandaise. Nzabamwita a affirmé que ces militaire ont bien accompli leur mission d’intervenir auprès des Forces Armées Centrafricaines, afin de remettre les choses à l’ordre en Centrafrique., sous le Mandat de « MISCA » et  ensuite l’ONU ». La mission était de « maintenir l’ordre et la sécurité ».

Selon le Lieutenant-Colonel Jean Paul Karangwa, qui était à tête de cette mission avec le contingent de 850 hommes, a dit que malgré les difficultés rencontrées dans leur mission, ils ont effectué d’autres activités qui visent le bien-être et le développement de la population centrafricaine.

« Nous avons construit les ponts, nous avons assisté les enfants qui n’avaient pas de quoi manger, nous avons ouvert une route de 700km, de Bangui jusqu’à la frontière de la RCA avec le Cameroun. Je crois qu’ils vont garder en mémoire tous ces activités », s’est félicité le Lieutenant-Colonel Karangwa.

Le Rwanda est un pays contributeur de soldats et de policiers dans les missions de maintien de la paix partout dans le monde.

On her first visit to Rwanda, Christine Lagarde, Managing Director of International Monetary Fund (IMF), had a planed secret visit to the country’s touristic hot-spot, the Virunga Mountain, Northern Rwanda, home to the world’s rare mountain gorillas.

She arrived in Kigali, Rwanda’s capital, on Sunday night, January 25. Early morning, she hit the road, a three hour ride on a neatly paved road, meandering through Rwanda’s Rocky Mountains covered with thick green vegetation and a heavy fog.

She has traveled to many memorable attractions around the world, but this time, she was about to be taken away by a rather lifetime emotional experience.

After four-hours hike to the top of the Volcano Park, in the middle of a bamboo forest, where the mountain gorillas snack on the bamboo buds, Lagarde was now standing on top of the 15,000 feet chain of volcanoes in East Africa, along the northern border of Rwanda, overseeing DR Congo and Uganda.

Prosper Uwingeli, the volcano national park chief warden and a tour guide, watched her with intent as she took a deep breath, gulping a lot of it. “The volcano’s fresh air,” says Uwingeli , “was the best she ever enjoyed.”

Suddenly, came the primates. “She was caught by emotions…like anyone who visits,” says Uwingeli. “You would not remain in the same mood if you saw mountain gorillas.”

Lagarde was even luckier; she had the opportunity to see the Sabyinyo gorilla family, a well organised family that is breeding so fast.

Sabyinyo is an easily accessible group led by the mighty Guhonda, the largest silverback of all the 10 groups. The Sabyinyo silverback is well known for his massive appearance.

In 2006, Microsoft Chairman, billionaire Bill Gates, was given the honour to name a baby Gorilla. Gates could not look further than the Sabyinyo group, giving the baby the name Keza, meaning cute.

Before she ended the tour, 60 tourists, many from France and Singapore, all craved forselfies with the world’s most influential economist.

After adoring the gorillas as well as the country’s beautiful scenery seen from the mountains, Lagarde was she was awarded a certificate of appreciation and accomplishment, which also calls upon her to advocate for these endangered gorillas.

“She is already attached to Rwanda, we hope her advocacy will earn us more tourists,” says Uwingeli.

Lagarde was then driven to the country’s ecological lodges, made from traditional materials, where most say, nature meets beauty.

One of them is Sabyinyo silverback lodge, established by a local cooperative meant to promote tourism, and develop the community in the park’s vicinity.

The hotel’s nine rooms, $1200 a night, are always fully booked, until the end of the year.

Lagarde enjoyed a lunch at Virunga Lodge, where tourists get to experience the traditional lifestyle of the neighboring local communities.

The lodge offers a panoramic view of Burera and Ruhondo twin lakes with traditional canoes and fresh air, an exceptional hangout spot.

She did not want to leave without a feel of an ordinary Rwandan lifestyle. She visited potato farmers, at the foot of Virunga Mountain, experiencing firsthand the use of traditional farming tools.

The heavily guarded Largarde, and her three day experience of Rwanda, was not about the presidential protocol and motorcades accorded to her and the beautiful wildlife, but something else unusual about Africa.

Despite a long lecture on development and growth to Rwanda’s lawmakers and top bureaucrats, Lagarde had something to say before she said ‘au revoir’ to the land of a thousand hills.

“What struck me most about Rwanda, is the unrelenting focus on homegrown interventions to make growth more inclusive,” she said.

Après l’expiration de l’ultimatum lancé par les pays de la région envers les FDLR pour qu’ils déposent les armes au plus tard le 2 janvier 2015 mais en vain, le feu vert tant attendu est accordé aux FARDC de mener des opérations militaires « Sokola2 », avec l’appui de la MONUSCO, pour les désarmer par force.

Cette annonce du feu vert a été donnée dans l’après-midi du 29/01/2015 par le biais de l’état-major de l’armée congolaise (FARD) dans la ville de Beni, au Nord-Kivu au cours d’un point de presse conjoint FARDC-MONUSCO.

Le problème que se posent beaucoup de gens est de savoir si réellement après des années en RDC, ces FDLR seront désarmés et rapatriés au Rwanda. Car d’autres groupes n’ont jamais été consultés et avertis avant de les traquer. Mais les FDLR sont consultés et avertis…certaines sources affirment même que les FARDC tout comme la population congolaise les aident à se cacher et à se déguiser en population civile.

Le problème des FDLR préoccupe aussi les USA comme l’avait évoqué la nouvelle Ambassadrice des USA au Rwanda, Erica Barks Ruggles, après la remise de la lettre d’accréditation au Président Paul Kagame lundi le 26/01/2015 au Village Urugwiro. « Le problème des FDLR nous préoccupe sérieusement. Nous suivons de près son évolution à travers les rapports du Conseil de Sécurité des Nations Unies. Même l’Envoyé Spécial du gouvernement américain dans la Région des Grands Lacs va prochainement se rendre au Rwanda pour en débattre avec les autorités rwandaises ».

Un peu avant, le patron de la MONUSCO avait annoncé que ces hommessont  prêts et n’attendaient que l’accord du Présidente Joseph Kabila pour traquer les FDLR. C’est le chef d’Etat-major général des FARDC, le Général Didier Etumba qui l’a affirmé en compagnie du Général Santos Cruz, Commandant de la MONUSCO.

« Aujourd’hui donc, nous lançons en tant que Forces armées de la RDC des nouvelles opérations contre les FDLR pour les contraindre à déposer les armes. Et nous avons reçu encore une fois le soutien de la Monusco pour ces opérations », a déclaré le général Didier Etumba, avant d’ajouter que les FDLR sont actuellement estimés à plus de mille combattants, tout en assurant qu’ils seront désarmés par les FARDC avec le soutien de la Monusco.

« Nous nous sommes mis d’accord également avec la Monusco sur le fait que régulièrement, nous aurons à faire des évaluations conjointes au niveau tactique et opérationnel mais également au niveau stratégique. Cette opération contre les FDLR s’inscrit dans le cadre des opérations sokola2 », a révélé le chef d’Etat-major des FARDC.

Selon le Commandant de la Monusco, le Général Santos Cruz «  la Monusco mettra à contribution tous les moyens à sa disposition et conformément à son mandat pour appuyer les FARDC dans le désarmement des FDLR ». Selon Didier Etumba,il y a 7 ans, les FDLR étaient dans les 7,500 combattants. Mais aujourd’hui, dit-il, ils ne sont plus que 1,400 combattants.  Les FDLR opèrent dans le Nord et le sud Kivu en RD Congo où ils commettent des exactions sur les populations civiles dans les territoires qu’ils occupent. Ils sont composés des combattants hutus rwandais issues de du régime de Habyarimana et des ex-FAR qui ont fait le génocide contre les Tutsis en 1994.

Moins de 200 combattants des FDLR seulement s’étaient rendus fin 2014 dans les camps de cantonnement apprêtés par la Monusco à Kisangani, dans le nord-est de la RDC, après l’ultimatum de six mois donné par la Conférence internationale pour la région des grands lacs (CIRGL) et la Communauté des Etats de l’Afrique australe.

Last batch of CAR peacekeepers returns

The Rwanda Defense forces peacekeeping missions have been hailed for doing a great job in Central African Republic.

The remarks were made during the reception of the last group of 142 Rwanda defense forces who managed to return home safely and were received by Gen. Major Frank KamanziMushyoon January 28, at Kigali international airport.

The RDF spokesman Brig. Gen. Joseph Nzabamwita said that Rwanda’s mission in CAR was succefully accomplished and the RDF soldiers did their part of bringing a sense of calm and peace during the Mission.

The head of the contingent, Lieutenant Colonel Jean Paul Karangwa said that the Rwandans troops were able to do more than peacekeeping.

He revealed that the forces were able to construct a 700km road, conduct community cleaning activities among other extra humanitarian activities of reaching out to the community needs.

Among the achievements is that Rwandan troops succeeded in bringing calm in areas they control in Bangui and the AU Mission entrusted them with guarding strategic points in the city

Last week, President Samba-Panza awarded medals and certificates to the peacekeepers upon completion of their year-long tour of duty in the country.

Several residents of CAR have given testimony of how the Rwandan troops have left a legacy and foundation of peace that will be used as an example for unity efforts between Muslims and Christians in the future.

In a related development, the first entourage of 142 Rwanda defense forces (RDF) peacekeepers returned to Rwanda last Wednesday January 22 led by Major IssaSenono, and received by Brigadier General AloysMuganga, the commander of the Mechanized division.

The team was also replaced by at least 135 soldiers from RDF, under the rotation program.

Regional Interpol cooperation paying off

The cooperation between Rwanda, Uganda and KenyaInterpol is bearing substantial fruits in the wake of the regional forces coming up with measures to curb crime in the region.

The Rwanda Interpol spokesman CSP Celestin Twahirwa says that this year has seen two ground breaking initiatives that have seen a crackdown on two cases of trans-border thefts; one conducted of money theft done Uganda and vehicle robbery in Kenya.

Twahirwa and his Ugandan counterpart, ACP Patrick Lawot says that this cooperation is going to grow stronger and there will not be any window for criminals escaping from one country to another without being tracked down.

This mid-January, 2015 Ugandan Interpol security officials have handed over another Rwandan Genocide suspect, Jean Paul Birindabagabo, alias Pastor Daniel Bagabo, who had been living in Uganda since the 1994 genocide against the Tutsi.

This January 29, Interpol Police paraded persons who have been arrested for thefts crimes across the border and arrested in Rwanda. They also paraded two vehicles that were stolen from Kenya and tracked in Rwanda by Interpol.
