Rwamagana: Authorities commend Youth for development support, social services

The Youth in Urugerero (National Youth Service) program in Rwamagana District are being applauded for the role they have played in different projects for the development of people.

Rwamagana youth have helped in house construction and renovation for the poor and involved in water projects, bridge and roads reconstructions among other projects

The mayor of Rwamagana District Nehemie Uwimana repeatedly said that the youth on Urugerero program have brought change in the lives of the people towards development.

Nehemie Uwimana explains that the 1,111 youth on Urugerero program are realising the vows they promised to achieve during the National Itorero including physical work and sensitizing people towards the government development programs.

The mayor says the youth on Urugerero program have renovated houses for the vulnerable, built classrooms, built vegetable gardens for the local people and other physical work. The youth have also sensitized people about dangers of HIV/AIDS, family planning, nutrition and other programs as required.

“The youth on Urugerero program are responding well to the problems of the local people and playing a role in solving them. They will be great leaders of the country in the future” says the mayor.

Youth did many projects for the development of people

The youth on Urugerero program are almost completing 7 months in this program doing projects for development, helping the needy and sensitising the people. They started altogether as 1137 but some left after getting employment and others going back to school now 1,111 are remaining.

Those who will complete this program will be awarded and given certificates of appreciation from the National Itorero service and will be eligible for all National services and employment.

Sworn-in Ministers commit to service

The newly sworn-in ministers and deputy ombudsman have pledged to work as a team, respect the rights of citizens, uphold unity of all Rwandans and serve with dedication in order to propel the nation development agenda.

President Paul Kagame presided over the ceremony held at parliament this June 7. The newly sworn-in leaders included: Minister of Justice and Attorney General, Johnston Busingye, the Minister of Cabinet Affairs, Stella Ford Mugabo and the Deputy Ombudsman, Musangabatware Clement.

President Kagame has told leaders that it is their responsibility to work with the people in order to solve their problems, whether they originate from out of the country or inside.

“We should always anticipate that problems will always be there and be ready to always provide solutions, no matter the challenges. You all remember the problems we faced last year but although we hope to have less this year, we should always anticipate different problems and find befitting solutions.”

The newly sworn leaders also expressed their commitment to cooperation and meeting the respective responsibilities.

Minister of Justice and Attorney General, Johnston Busingye, said that on top of his agenda was promoting human rights and justice, especially ensuring that the genocide suspects are brought to trial.

While Deputy Ombudsman, Clement Musangabatware said that focus would be on delivering justice for all and finding solutions to conflicts in spite of the challenges that come with the appointment. On her part; Minister Stella Ford Mugabo, expressed readiness to start work with a focus of coordination cabinet activities at the higher level.

The two ministers were appointed by President Kagame in his second mini-cabinet reshuffle this year.  Minister Busingye replaced Tharcisse Karugarama, and Mugabo replaced Protais Musoni.

The previous one was in February 2013 in which he (Kagame) reshuffled his Cabinet bringing on new entrants on his team (in the ministry of Finance and Infrastructure), as well as creating new portfolios in health, education and natural resources ministries.

Negotiating with FDLR is utter nonsense – President Kagame

President Paul Kagame has called Tanzanian counterpart, Kikwete’s recent FDRL comments   “utter nonsense”.

It’s for the first time, Kagame is responding to Jakaya Kikwete’s comments suggesting that the Rwandan government should negotiate with Democratic Forces for the Liberation of Rwanda (FDLR), a DR Congo based rebel group responsible for the 1994 genocide against the Tutsi, in Rwanda.

Officiating a graduation ceremony of about 45 senior military officers, at the Rwanda Defence Forces Staff and Command College, on Monday, President Kagame, said suggested negotiations with FDLR, were spoken “out of ignorance” of Rwanda’s tragic history.

“I kept quiet for the contempt I have for it (FDLR talks) because I thought it was utter nonsense spoken out of ignorance. We must be left to live our lives the way Rwandans want to live them,” observed a visibly incensed Kagame.

Kagame described Kikwete’s counsel as, “dancing on the mass graves of our people.”

President Kikwete’s comments were made during a meeting involving parties concerned with the Addis Ababa Peace, Security, and Cooperation Framework for the Democratic Republic of Congo and the region, in February/2013.   Addressing participants who included Rwanda and Uganda Presidents, Kikwete suggested that Rwanda’s peace talks with FDRL would serve a lasting solution for the DR Congo crisis.

Meanwhile, Kagame called the military graduands to acquire heightened sense of service and lead by example. He advised them to “operate with the spirit of defiance”.

The graduation ceremony was attended by high ranking government and military officials, members of the diplomatic corp and other guests.

Sympathy to FDLR

President Kikwete’s comments have not been taken lightly in Rwanda and have since attracted a string of criticism condemning him for being ‘sympathetic’ to the FDLR rebel group that is composed of remnant Interahamwe militias. These are blamed for participating in the 1994 Genocide against the Tutsi that claimed over a million victims.

Earlier comments by Foreign affairs minister, Louise Mushikiwabo described Kikwete’s suggestion as “aberrant” and “shocking”, while Prof. Pierre Rwanyindo of the Kigali-based Institute of Research and Dialogue for Peace (IRDP) said Kikwete seems to “ignore the history”.

A genocide survivors group also wrote to the US President Barack Obama, highlighting Kikwete’s seeming sympathy for a group that the US has shortlisted on its list of terrorist groups.

Regional peace at stake

As Tanzania maintains a non apologetic stance for giving what has been described as an ‘uninformed opinion’ on FDLR, many observers now believe that Kikwete’s comments may not favour regional peace, stability and cooperation. They believe only offers a shadow to hide FDLR’s heinous crimes on Congolese for the last 12 years.

According to a Joint Report on Disarmament and Repatriation of All Armed Groups operating in the DRC published in 2006, FDLR was considered a threat to the entire region.

The report observed that FDLR/FOCA and other armed groups in the DRC undermine any attempts at establishing a cross border security management system.

It should be remembered that ALiR merged with FDLR as it tried to distance itself from attacks on Bwindi Forest Lodge in Uganda that claimed the lives of some tourists.

A brief disturbing history

After fleeing Rwanda in 1994, FDLR rebels have been operating in the DRC since 2001 after merging with The Army for the Liberation of Rwanda (ALiR).

Now numbering about 2000, some of its senior officials are blacklisted for committing gross human rights violations, including rape, torture in Democratic Republic of Congo where they are holdup. The United States alone has staked $5 million (about Rwf3.2 billion) for information leading to the arrest, transfer and conviction of FDLR’s leader Sylvestre Mudacumura. Trials for FDLR leaders Ignace Murwanashyaka and Straton Musoni started 2011 in Germany.

Western experts without expertise

During his address at Nyakinama, President Kagame also accused the UN Group Experts for lack of expertise on African affairs. “They’re experts for one reason – they come from our colonial masters,” he said in direct reference to UN reports alleging Rwanda’s involvement in the DRC crisis. Rwanda has since termed them as “biased” and “unfounded”

“The same people who wrote Rwanda’s story in 2012 are the same people waiting to do the same this year.”

“We can’t have people running around saying all sorts of things… some still believe we must be held on a leash by colonial masters,” he added.

Call for home-grown solutions

President Kagame reminded guests that Rwanda was bent on seeking home-grown solutions for development and welfare of Rwandans.

“Home-grown solutions are not only efficient, but also more operational and sustainable,” he said in reference to a set of policies and programmes initiated in Rwanda to respond to its unique challenges. These include Gacaca Courts for trying Genocide suspects, Umuganda for community welfare and bonding, Gir’inka that aims to improving people’s welfare through the One-Cow-per- one household, Ubudehe, an agricultural programme for improving yields and creating jobs. A recent one is Agaciro Development Fund which has so far raised Rwf30 billion to supplement the national budget.

On aid cuts to Rwanda, President Kagame warned against such threats since Rwandans can still survive within the available means.

“We can go back to our mountains and grow our potatoes. We did it and we survived,” he said.

Rwanda recently experienced massive aid cut by donors Germany, the UK, the Netherlands and the US, but most of it has since been reinstated.

“The will of our people is the will of our people and cannot be dictated,” Kagame observed before concluding his speech given after honouring the best performing military officers at the academy.

Rwanda’s success not a ‘myth’ – Kagame

President Paul Kagame has said the success Rwanda has achieved over the years is real and it emerges from the Rwandans’ choice of leadership.

The president said this, June 10, 2013 while addressing a gathering at a graduation ceremony for 45 senior military officers held at Rwanda Defence Forces Staff and Command College, in Musanze District.

“Rwanda’s successes and the journey ahead should not be mistaken by anyone,” Kagame said while describing Rwanda’s journey from a nation almost written off, to a new Rwanda offering lessons on post-conflict reconstruction.

 “What Rwanda has achieved is not a myth, it is real. There is no myth about Rwanda. Do not be mistaken. It’s no myth. What we’ve done, who we’re, these are real,” Kagame said.

The President said that Rwandans deserve the right to decide how to lead their lives, without receiving directives from the west.

 “We should be real people that decide for ourselves,” stated Kagame.

A New Rwanda:

Kagame reminded the delegates that Rwanda was no longer the same nation that used to be patronized by colonial masters.

He was particularly incensed by the fact that Rwanda’s old constitution was written by a foreigner as if Rwandans lacked experts to do that.

“Our constitution is the will of our people and cannot be dictated. We must be left to live our lives the way Rwandans want to live them. To those who make threats about foreign aid: We can go back to our mountains and grow our potatoes. We did it and we survived,” he said amidst thunderous applause from the gathering.

 “The People who wrote about us are the same people still trying to write similar stories so that we go back to problems of 2012. Those who tamper with us should be made to understand who we are and what we stand for is a real Rwanda,” added the President.

On Group of Experts:

Kagame said that the military college was initiated at a time (in 2012) when Rwandan criticism from the UN Group of Experts accusing Rwanda for destabilizing the Democratic Republic of Congo which accusations the President described as unfounded and baseless.

He said that the members of the Group of Experts only assume their ‘expertise’ from their connection with Africa’s colonial masters.

Kagame urged Rwandans to strengthen their spirit of defiance.

“We are partners and good partners. This is a new country Rwanda…The RDF didn’t seek revenge even when they had the opportunity to do so. There is no reason for anybody having a problem with us,” Kagame said.

Security and development 

Kagame stated that the security challenges remain an obstacle to the economic development of the region and country. He called for structural and capacity building initiatives in order to attain the desired economic development.

He said that home grown solutions to Africa’s problems are reliable and sustainable as they seek to address such problems.

Kagame said that the problem of having Africa undermined by others has impeded the development of the continent, and called on Africans to come up with solutions to subservience.

“They tell you what to do, what to not do, or they tell you to do what they don’t do. It is us Africans to make our own contributions to define our Africa and rewrite the narrative of Africa’s social and economic development, of which we should be identified with instead of the victimhood,” advised Kagame.

A word to the graduands

Kagame congratulated and urged the military graduands to uphold values of patriotism, diligence, commitment, discipline, and a sense of identity and purpose to the nation.

He assured government support to enable the forces serve the nation and Rwandans diligently.

“The ideological drive behind this course is up to you, it’s up to you to live up to expectations Rwandans have of you,” advised Kagame.

Rwandan General to head UN Force in Mali

The United Nations has appointed Major. General, Jean Bosco Kazura to head the UN force, yet to be established in Mali, beating a Chadian general to take over the position.

Kazura made a strong impression described by the UN as “military excellent”, the Chadian general failed to impress the UN members during a UN hearing. Kazura’s appointment sailed through even as Chad’s candidacy was justified by the good performance of Chadian soldiers who fought alongside the French during the Mali insurgency.

To take over command of The United Nations Multidimensional Integrated Stabilization Mission in Mali {MINUSMA}, the UN primarily sought a person with a background, who can network with the Malian army, African troops from West Africa and French soldiers who remain in support.

Kazura will be assisted by a Nigerian general, while the Chief of Staff of the MINUSCO will be a French officer in charge.

Maj. General Kazura’s appointment was based not only on his fluency in French, but also his good experience in peacekeeping missions. He was Deputy Force Commander of the African Union in Darfur before the deployment of peacekeepers.

Kazura will be responsible for 12,600 troops deployed in Northern Mali, a precarious territory where armed groups remain active.

The majority of soldiers under the command of Jean-Bosco Kazura will come from the African force already in Mali.

Other countries such as Norway, Sweden, Ireland and Germany are in talks to participate in the UN force in Mali.

Commenting on Kazura’s appointment, Foreign Affairs Minister, Louise Mushikiwabo sent a tweet praising the move. “I am proud of my brothers of Rwanda Defence Forces,” read her comment.

Who is Kazura?

Maj. General Kazura was born and educated in Burundi. He later joined Rwanda Patriotic Front {RPF} in the Liberation struggle. He was appointed Deputy Commander of the African Union peacekeeping force in the Darfur region of Sudan.

 

Kazura later led the Federation of Rwanda Football Associations (FERWAFA) from February 2006 to September 2011. During his first term as FERWAFA head, Rwanda successfully hosted the 2009 African Youth Championship.

In April 2010, Kazura was given command of the RDF army training and operations.

Maj. Gen Kazura’s appointment adds to Rwanda’s already impressive peacekeeping record around states like Sudan, Liberia and Haiti.

The UN and diplomats recognize the Rwanda Defence Forces to be among the most efficient and disciplined on the continent.

 


Kagame pledges improved roads and electricity access in Musanze

President Paul Kagame has pledged to ensure increased access to roads and electricity in Musanze district in the Northern Province, as a way of empowering residents to work hard towards self reliance.

Kagame made the remarks while addressing residents of Musanze, during his citizen outreach agenda this June 11, 2013.

“Electricity shouldn’t be a proverb. We want electricity to be real not just dreams- it is needed to have the development we want here- in schools and health centers and homes,” said Kagame.

“Power has to get to you to enjoy and own it, not just for others and you keep watching it pass by…the belief in having it is the first step of having Agaciro (value) – It all starts in the mind…if you believe in your ability to improve your life, it will happen,” added the President.

Kagame requested residents to be responsible, own the infrastructure as the government continues to seek for resources to have these projects implemented in the near future.

“We have to look for electricity by all means and get it- but also use it to be productive,” he said.

The president applauded the residents’ hardwork, which he said has been instrumental in Rwanda’s development. He urged residents to ensure stability, and security within the nation.

“Our goal is for every Rwandan to live in safety, have equal opportunity & economic well being. As we achieve our goals, we will face challenges. Let us begin by solving those we have within ourselves. This begins with each of us learning to live with each other. With stability and security within our nation, no external factor can stand in our way. Let us work to achieve even more and give ourselves the dignity that comes from self reliance,” urged Kagame.

 

Resident Problems solved

Kagame told local leaders to address pending resident problems as soon as possible. Residents also thanked the president for working closely with them and inspiring them.

“You have given us school and health services. We are now human beings, equal to others because of your hard work. I have a house and my children are going to school. I deeply appreciate your concern for us and may God bless you,” Agnes Uwamahoro, a resident said.

 

“I was homeless. I joined a Cooperative. Today, I have a home,I can afford my children’s school dues as well as pay for  health insurance for my family,” she added.

The residents generally lauded Kagame’s extraordinary leadership which they said, has propelled development in the rural communities across the country. The residents also urged the president to vie for another term of office- and promised to massively vote for him as a way of sustaining the current development trend.

EXPOSED: News of Rwanda names FDLR suspects charged in Germany

Three men of Rwandan origin were on Tuesday (June 11) charged in Germany for belonging to Rwandan FDLR rebels who have cause mayhem in eastern DR Congo. However, since their arrest in December 2012, they have not been named. News of Rwanda is breaking the silence.

According to media reports from Berlin, German prosecutors have filed terrorism charges against three men whom they accuse of membership in the Democratic Forces for the Liberation of Rwanda, known by its French acronym FDLR. Germany prosecutors say the men are part of a criminal enterprise which is involved in mass killing Congolese civilians and inflicting on them other sorts of violent abuses.

However, due to legal restrictions, the names of the three men have not been released to the public by the media which are reporting about the court appearance today. The media are identifying the suspects as Bernard T., Felicien B. and Jean Bosco U. The names are mentioned in court, but they can only be named after conviction, as they are considered innocent until proven guilty.

News of Rwanda is however naming them. They are: Jean Felicien Barabwiriza, Jean Bosco Uwihanganye and Bernard Twagiramungu.

The three FDLR men were arrested in December last year. Bernard Twagiramungu and Jean Felicien BARABWIRIZA were still in custody until today, whereas Jean Bosco Uwihanganye was released due to health grounds.

The charges against the three men stem from earlier arrests by Germany of FDLR leader Ignace Murwanashyaka and his deputy, Straton Musoni, back in 2009 and 2010 respectively. Murwanashyaka and Musoni are facing prosecution and the cases are still ongoing – as they remain in custody.

German prosecutors allege that the three men charged today took over the roles of Murwanashyaka and Musoni after their arrest. The three are accused of having written several press statements since May 2011. They are also charged with spreading FDLR politics of mass murder and extermination of Tutsis in Rwanda and wherever.

South African troops in DR Congo accused of rape, exploitation

MONUSCO peacekeepers patrol in eastern DR Congo

The South African government and defense officials may have deliberately decided to cover up damning details of alleged abuse involving 93 South African troops serving in DR Congo as part of the UN mission there, MONUSCO, according to confidential data.

The Democratic Alliance, South Africa’s opposition group, made the revelation on Wednesday (June 12) in Parliament in a question to the Minister of Defence and Military Veterans, Nosiviwe Mapisa-Nqakula. The issue was raised by David Maynier, the Shadow Minister of Defence and Military Veterans.

The Defense Minister confirmed in a reply that there have been 93 cases of misconduct brought against members of the South African National Defence Force (SANDF) serving in Congo – mainly in the troubled east. However, he declined to give any further details.

There have been 93 cases of misconduct brought against the SANDF contingent. “Of the 93 cases, most shockingly, at least 23 involve rape, sexual exploitation, sexual abuse and assault of women,” said opposition’s David Maynier, in a statement obtained by News of Rwanda.

The Democratic Alliance has outlined the allegations as including: Alleged sexual molestation; Rape and murder of a Burundian girl; Sexual abuse and exploitation; and Sexual abuse and misconduct.

“It is completely unacceptable for the members of the SANDF, who are supposed to be a disciplined military force, to begin to mirror the behaviour of the national defence force and rebel groups, in the DRC,” said David Maynier.

The parliamentary question specifically probed whether the United Nations (UN) had been informed about the outcome of each investigation conducted by the SANDF. However, this part of the question was not replied to by the Minister, says the opposition group.

“…and suggests the SANDF may not have fully cooperated with the UN in investigating some cases of misconduct in the DRC.”

David Maynier adds: “I will, therefore, be asking further parliamentary questions concerning the cooperation of the UN and the SANDF investigating the outstanding cases of misconduct in the DRC.”

Meanwhile, there are unconfirmed reports that 96 South African soldiers have been charged in relation to these abuses in Congo. No further details were available by press time.

South African soldiers are not strangers to controversy. Last month, as fighting erupted Congolese villagers were reportedly locked out of a base manned by South African troops. The German newspaper which published the reports said it did not know if the chased villagers survived the fighting.

The latest allegations against SANDF troops comes as the South African government prepares to send more troops to serve on the planned so called UN Intervention Brigade which is supposed to combat rebel groups. S.A has thousands of troops in Congo forming part of the 22,000 MONUSCO force.

Despite spending hundreds of millions of dollars every year, critics have charged that the force has nothing to show. MONUSCO is also under attack from Rwanda government which accuses it of facilitating Rwandan FDLR rebels.

The Democratic Green Party to hold founding congress

Green Party Founding President Frank Habineza

Following various attempts to hold a founding congress, the yet-to-be registered Democratic Green party has been granted permission to do so.

According to a statement by the party President Frank Habineza the party got the permission from the Gasabo District authorities.

“We had submitted a new request to the District Mayor on 5th June 2013, explaining measures taken to move the party registration process forward,” said Habineza

He said that they have set the meeting for Friday June 21, 2013 in Kimironko, Gasbo district.

The various attempts that have been rejected by Gasabo district authorities were based on internal wrangles that have characterized the party since its creation in 2009.

The recent one being that the district received two different requests to hold party congress on at different dates and venues.

The other request according to the Gasabo Mayor Will Ndizeye was made by was made by Alex Mugisha, the former Treasurer of the party whom it alleges left the party in 2010.

Habineza who left the country in 2010 came back early this year to oversee the registration of the party with the target of participating in the September 2013 parliamentary elections.

The governemnt of Rwanda has on various occasions explained that the party failed to register especially for the 2010 presidential elections due to failure to have all requirements to have a party registered.

The Green Party had in 2010 presidential elections come together with other two opposition parties of FDU-Inkingi and PS-Imberakuri to contest in the elections.
