Rwanda leads in meeting MDGs

144424295ONE has ranked Rwanda first among the countries that have shown significant progress in meeting the Millennium Development Goals (MDGs). The 2013 ONE report based its judgment on the fact that Rwanda has made tremendous efforts to reduce poverty by 13 percent whereby one million Rwandans were lifted out of it.

The survey was released at the sidelines of the 48th Annual Meetings of the African Development Bank in Marrakech, Morocco. The five-day meeting dubbed: “Africa’s structural transformation” focuses on the need for Africa to turn economic growth into shared and sustainable economic transformation within the next half century.

According to the report, Rwanda and Mali top the list with 6.0 MDGs progress score, a track record that has been achieved in the last three years.  Since 2007, the Government of Rwanda has made achieving the MDGs fundamental to its policy framework.

According to this report, there is a clear link between African country investments in health, education and agriculture. These areas are on the top where MDGs progress can be seen.

In education, net primary school attendance has gone up from 86.6 per cent in 2005-2006 to 91.7 per cent in 2010-2011, boosted by the nine year free basic education implemented by the Government since 2010, according to UNDP MDGs Progress and the macroeconomic state of Rwanda, 2012.

Maternal health has also considerably improved. Rwanda last year hit the MDG target on child mortality, where the country reduced the death of children under the age of five, from 156 deaths per 1,000 children to 54 deaths per 1,000 children born annually, according to a report by UNICEF.

The Government of Rwanda is very optimistic that by 2015, more MDG targets will be met.  Amb. Claver Gatete, the Minister for Finance and Economic Planning has told journalists that “Rwanda’s visionary leadership and commitment has indeed spearheaded the country’s progress in attaining the MDGs and that will continue in these coming years.”

According to the report Rwanda and Mali are followed by the Ethiopia, Ghana, Uganda and Malawi in the second position with 5.5 MDGs progress score, while Benin, Burkina Faso, Cape Verde and Gambia occupy third position with 5.0 score.

However, the ONE report campaign that tracks progress on MDGs and development financing in Africa shows wide inequalities in the continent’s anti-poverty goal progress.

In terms of government spending on education, agriculture and health, while 30 countries in sub-Saharan Africa have made progress in the last three years, 16 of them are on their way to extreme poverty.

Rwanda seems to have a particular advantage through its policy of performance contracts. According to Rwanda’s finance minister, Claver Gatete, a performance contract signed by every mayor, governor and ministers serves as a guarantee that the government meets the basic needs of the population.

“If you are President Kagame’s employee, you won’t survive if you do not implement” the government’s development activities. The different models that the Rwandan government has put in place have reduced poverty from 36% to 24%.

He explained that ensuring people’s ownership is the only way to involve a community and give them responsibilities. “It does not matter how much money you put in, it’s how the money is used. Involving the population is crucial for lasting results.”

Nyamasheke: Civil Societies representatives train for upcoming elections

Leaders of political parties, Civil Societies representatives and religious leaders have been asked to play a part in the preparations and operations of the upcoming elections of Members of Parliament in September 2013.

This was discussed on Thursday 30th.May.2013 in the training for Political Parties’ representatives, Civil Societies representatives, religious and Church leaders that operate in Nyamasheke District.

Moise Bokasa the coordinator of National Electoral Commission (NEC) says the Political Parties’ representatives, Civil Societies representatives, religious and Church leaders were selected by NEC as people’s representatives in different levels.

The training was to explain the preparations and operations of the upcoming elections for them to be able to explain to their followers for the success of these elections. The trained entities are the basic partners of NEC.

Political Parties nominate candidates to contest for Members of Parliament seats; church leaders represent all kinds of people that require knowledge on elections and Civil Societies provide election observers for successful elections.

Charles Bahizi the vice mayor for finance and economic development in the district appealed to the present entities in this training to understand all concepts of democratic elections for them to play a role towards good elections and good governance.

“Rwanda is ruled by ideas and actions of its people and all political parties have a responsibility of rebuilding the country. With different political parties there are different ideas, all towards the development of the country” Bahizi talking about the role of political parties in good elections.

Rights body calls for speedy delivery of justice following the arrest of genocide suspects in the UKREDRESS a British human rights organization, has welcomed the arrest of five 1994 genocide against the Tutsi suspects who were arrested following the fresh extradition request by Rwanda and called for speedy trial of the suspects.

The arrested men are; Emmanuel Nteziryayo, Charles Munyaneza, Celestin Ugirashebuja, Vincent Bajinya and Celestin Mutabaruka.

In a statement, REDRESS said that: “The Metropolitan Police’s arrest of five Rwandan genocide suspects in the UK is an important step forward in the pursuit of justice for survivors of the genocide 19 years ago.”

REDRESS however is concerned about the ongoing delay in the delivery of justice in this case since four of the suspects were released over four years ago, there have been no apparent steps taken in the UK to investigate with a view to prosecuting them.

A prior extradition request for four of the suspects was rejected by the UK High Court in 2009, on the basis that they would not have received a fair trial in Rwanda. The men were then released without charge or conditions.

Since then, the four suspects have been living freely in the UK, despite the High Court’s finding in 2009 that they had a “case to answer” on the basis of the evidence presented.

A fifth suspect Celestin Mutabaruka was also arrested latest swoop. All five men are wanted by Rwandan authorities for their alleged involvement in mass crimes during the genocide.

Three of the accused men were formerly mayors of Rwandan communes. Emmanuel Nteziryayo headed Mudasomwa commune, Charles Munyaneza was the bourgmstre (Mayor) of Kinyamakara commune while Celestin Ugirashebuja was head Kigoma commune. All these communes are found in the current day Southern Province.

Suspect Celestin Ugirashebuja most prominent among the five is said to have carried out 5 massacres. Some witnesses have reported that he had his own Interahamwe unit which, during the second week of April 1994, patrolled the commune pillaging, ransacking and raping women.

He is reported to have organised meetings in order to prepare the massacres and to incite the people present to kill the Tutsis.

“We welcome these arrests as a significant step towards ensuring accountability for those accused of the most egregious crimes under international law. It is imperative that these suspects no longer enjoy impunity,” said REDRESS.

REDRESS reiterates the importance of justice for survivors of the genocide, as it can play a central part in restoring victims’ rights and dignity and healing the trauma they have suffered..

“Nowhere, including the UK ought to be a safe haven for those accused of genocide and related international crimes.

A denial of justice can exacerbate the horrors which survivors have endured and even more so when suspects have been identified and can be held accountable, but are seen to be going about their lives with impunity.”

FDLR militia is not Rwandan refugees – Defence minister

Defence Minister Gen. James Kabarebe has strongly dismissed accusations that Government of Rwanda has not been able to dislodge FDLR rebels despite battling them for more than a decade – amid controversy over comments by Tanzania’s President Jakaya Kikwete.

Gen Kabarebe said years of a combination of political, social and military engagements have left the militia group in dismal numbers. “…that is why [their] strength has diminished from 150,000 to a dismal 2000!,” said Gen Kabarebe via his Twitter page on Monday.

Tanzania’s President Jakaya Kikwete is facing mounting pressure from within his country and outside, after he suggested at an African Union summit that Rwanda government needs to negotiate with the Democratic Forces for the Liberation of Rwanda (FDLR). The small but vocal quarter in support of President Kikwete’s position claims that the militia group is actually refugees. Some have critics have tended to blend the FDLR as a political movement.

“Rwanda has repatriated more than two million innocent Rwandans that had been taken hostage in eastern DRC by FDLR since 1994,” said Gen Kabarebe.

In addition to those that returned in large numbers, every Tuesday and Thursday, Rwanda refugee officials have been receiving returnees. Last Thursday, more than 120 returnees were received in Rubavu border district. All the refugees that have returned narrate tales of being held hostage by the rebels. Some say that have had to grace weeks in the bushes searching for a route back home. Hundreds have been executed by the militia group commander after being caught fleeing.

In similar previous posts on the social networking site, Gen Kabarebe condemned FDLR actions in the DRC – saying the group has no history to boast of, other than Genocide in Rwanda.

“FDLR is lost stuck in its history of genocide!,” said Kabarebe. “What legitimacy does FDLR have staying in DRC, raping, killing, and looting for 19yrs! …. FDLR has exported genocide to DRC.”

The Defence Minister added: “FDLR massacres of Congolese in Kasika-Mwenga led to Raia Mutomboki taking up arms against FDLR! Raia Mutomboki a Congolese local militia took arms, to defend their villages against FDLR rapes, killings and looting! MONUSCO has repatriated so many, child combatants from FDLR, they confess of indoctrination to do genocide!”

According the Rwanda Demobilisation and Reintegration Commission (RDRC), a World Bank funded project, when Rwandan returnees arrive at the border, combatants go through the reintegration centre at Mutobo, in Northern Rwanda. The civilian family members are linked up with family members back in their communities. They are then facilitated with a three-month support-grant including direct cash and housing to enable them re-establish their new lives.

As for the combatants, they go through a 3-month reintegration program, under which the World Bank funded project reviews their skill levels with view of determining how they can be supported. After this period, during which they acquire various life-skills, they are supported to develop income generating projects, which are funded immediately.

As they return to their hills, the combatants usually have a clear idea of what they will do to earn a living. Studies done by the World Bank show that more than 92% of the ex-FDLR combatants have turned their lives around, and are the ones actually managing successful businesses across the country.

East African Community Aviation calls for improved security

01Stakeholders in the region’s aviation sector converged in Entebbe, Uganda for the 2nd East African Community Civil Aviation Safety and Security Oversight Agency (EAC-CASSOA) to discuss their roles in enhancing aviation safety and security.

The conference is under the theme: ‘Linking Aviation Safety and Security: The Role of the Stakeholder’ was convened to examine new and emerging threats as far as aviation security in the region is concerned.

The challenges and impact of aviation security and the role of stakeholders in enhancing aviation safety were discussed.

Uganda’s State Minister for Foreign Affairs (Regional Affairs) Hon. Asuman Kiyingi opened the Symposium made a strong case for generating and storing reliable data for aviation safety and security.

“Availability of complete, accurate and reliable data is critical to establishing and maintaining safety and security programs and systems, while ensuring harmony,” he said.

The Minister also called for better funding to the sector as a key measure for ensuring the right facilities are put in place to pre-empt threats to security and safety.

“Without committing the much needed resources programs for safety and security cannot be implemented nor sustained,” Kiyingi observed, adding that committing resources relies on building strong mutual partnerships within the aviation industry.

At the same forum, the CASSOA Board chairman Mr. Rama Makuza sighted the inadequate funding mechanism for the regional aviation oversight body—based on Partner State contributions, as well as the difficulty in attracting and retaining qualified technical personnel owing to rigid remuneration structures.

More than 150 stakeholders drawn from within and outside the region heard that East African airports were becoming major conduits for trafficking drugs, human beings and human parts and as such the region could not afford to operate in isolation as far as aviation security is concerned.

These, according to Mr. Jessin Kalya, the aviation security manager at the Civil Aviation Authority in Uganda said that there are long-standing threats, such as terrorism and proliferation of small arms in the region.

Key proposals floated to enhance aviation security included establishment of an anti-terrorism task force at the EAC Secretariat, joint training of aviation security personnel, developing an intervention force in the region, as well as correcting non-conformities identified during Security Audit Programmes.

The 2nd Aviation Symposium brought together aviation sector regulators, air operators, Members of the East African Legislative Assembly, trainee inspectors and security and air transport policy makers among others.

Tanzania’s Foreign Affairs Minister’s words stir up more fury

01At the time when recent words of Tanzanian President Jakaya Mrisho Kikwete that Rwanda should “negotiate” with elements of the FDLR (Forces for the Liberation of Rwanda, a rebel movement operating in the volatile, conflict-torn Eastern Democratic Republic of the Congo, DRC) had already caused dismay and discontent across Rwanda, and that Rwanda’s Foreign Affairs Minister, Louise Mushikiwabo, had requested Tanzania to “retract” the statement, Tanzania’s Foreign Affairs Minister, Bernard Membe, has, in return, said words that appear to make matters even worse.

“…Prosecuting those who stand charges [within the ranks of FLDR] is one issue, but also having talks with other people within that very movement [FDLR] is yet another issue. And that’s what President Kikwete was talking about”, Minister Membe was heard as saying on BBC Gahuzamiryango Programme on June 3.

According to Jean Paul Ndikubwimana, a second-year student at the National University of Rwanda, the fact that Tanzania is not, at least, apologizing to Rwanda has a far more worrying implication.

“Tanzania is a neighbour country. The fact that it is not apologizing to us [Rwandans] sends a signal that Tanzania can support the FDLR. And if, God forbid, FDLR can attack our country [Rwanda], Tanzania is likely to support it”, the 23-year-old student said, on an angry tone.

FDLR is made up of elements, many of whom allegedly took part in the 1994 Genocide against the Tutsi. And in the Eastern DRC where the rebel movement has been operating for nearly the last two decades, it’s since been an area plagued with armed conflicts and violence, resulting in rapes and deaths of thousands of people, mainly unarmed civilians.

President Kikwete made the remarks that Rwanda should “negotiate” with the FDLR during the 21st African Union Summit on May 26th this year in Addis Ababa, Ethiopia, as the Pan-African body marked its 50 years anniversary.

 The Rwandans’ reaction − from both within and outside Rwanda − was quick and sharp.

In an open letter to Barack Obama, President of the United States of America – a letter dated May 27, the US-based community of survivors of the 1994 Genocide against the Tutsi said it was “appalled” by President Kikwete’s remarks which came at a time when Rwandans are still commemorating the 19th anniversary of the Genocide and said, about President Obama’s upcoming Africa tour this year, “we recommend you cancel your trip to Tanzania unless President Kikwete openly apologizes and disavows any relationship he might have with the FDLR”.

In yet another open letter by the Associations of Genocide Student Survivors and Alumni dated May 28 and addressed to the UN Secretary General, Ban Ki-moon, the two associations termed President Kikwete’s remarks as a “genocide denial and revisionist declaration” and said his “statement will go down in history as one of the most dehumanizing”.

“We  ask for nothing less than an apology for the despicable utterances”, the two associations added, in their joint open letter to Ban Ki-moon.

A copy of this letter was also sent to the National Assembly of Tanzania, the East African Community Heads of States, the African Union, and the President of the United States of America, among others.

Why President Kikwete became first leader to sanitize FDLR militiaIn an Article by Global publishers in TZ, entitled; RWANDA’s reactions to President Kikwete’ statement are shocking to say the least”. The writer lamps up so many facts all in confusion, as if he was eager to demonstrate his expertise on issues of the region and beyond..!

He tries to compare FDLR with ANC, and UNITA, the writer seems ignorant of the passing of time, and that both of the said organizations operated in their countries. He seems ignorant that Jonas Savimbi the UNITA rebel leader was killed in action by the MPLA government, before he was forced to surrender and join the government on its terms…!

The writer prefers to refer to his president H.E President Jakaya Mrisho Kikwete – as a seasoned and consummate diplomat who has helped broker many peace deals in Africa. “This is the big boy mentality”. While I will not comment on all his views as raised in the article, I wish to give my opinion as to why the writer burst out to reveal such a sense of loss in him…!!!

For a long time, Tz has been hiding behind their success story against Idi Amin (The 1978/9 War in Uganda), yet times have changed. Even then it was because of Mwalimu Julius Nyerere’s prudent political acumen and Pan Africanist feelings that enabled him such a Diplomatic and Military success. This gave TZ a constant feeling of success year after year even without any imagination of involvement in any affair in the region.

Successive TZ governments did not realize that in Politics like everywhere in life, political and military glory will diminish if no efforts are made to sustain it. In order to sustain their glory especially in East Africa, TZ quickly opted to make alliances with imagined economic heavy weight blocs like (SADC). Economically, and Militarily, TZ continues to lag behind because of being ideologically conservative and lacks clear policies yet she remains East Africa’s largest in size, and with abundant resources.

Hence Rwanda with her small size and population compared to TZ, is expected to be viewed as a boy in the region NOT a Man. Therefore, TZ would feel leveraged by Rwanda and Burundi’s weak positions. They have to retain the status of underdogs or else they will be labeled bad children..

Some TZ Political and Military analysts have earlier said openly that they only learned of Rwanda having an Army with the Emergency of the Rwanda Patriotic Army (RPA) now RDF on the scene..! (1994 – to date).

Tanzania would never have imagined an emergency of a strong state in Rwanda, given her past feeble political and Military position in the region..! Moreover, Rwanda later militarily humiliated SADC when the later tempted her in support of the Late president of DRC, Laurent Desire Kabila, Who himself died mysteriously in the conflict. This, SADC did not expect of Rwanda; SADC has tried with difficulty to swallow its pride on this…!

Therefore; they must be feeling uncomfortable with Rwanda’s growing influence in the region.
Armed that past distortion, and their historical arrogance, TZ aims at repairing her image by promoting Rwanda’s opposition (Kayumba Nyamwasa, Karegeya, Rudasingwa etc), whom every Rwandan knows they have allied with Genocidal forces for their political survival.

But, Kikwete tries to be smart here. In order to succeed on his scheme, he tried to make it appear all round. He advances another argument. He brings on board the Lord’s resistance Army of Joseph Kony of Uganda. As if Rwanda does not have the lenses to read into his intentions.

However in trying to help them achieve on their agenda, Kikwete is conscious of risking political humiliation. He is now hiding behind the UN curtain to drum support for them with view to rise their political profile..! Yet as a force contributor, the world expects him to be neutral in the DRC conflict.. He has failed to strike a balance….

This, Kikwete is doing in utter disregard of two things. First: Mwalimu Nyerere’s legacy of non interference in the region, second; His alliance with genocidal forces against Rwanda.

In TZ, he is desecrating Mwalimu Nyerere’s legacy in the region, whose wife and children were decorated in Rwanda on behalf of Nyerere and the Tanzanian people for his role in defeating genocide in Rwanda. They have remained with Rwanda on every Commemoration Day.

This therefore, may cost him his political career if he misses out on STRATEGY and loses the fight. He also risks rubbing his fingers in Rwanda’s eyes hence triggering a Diplomatic Impasse because of Rwanda’s allergy against anything to do with the Genocide ideology…!

Yet, hidden from public view is TZ “UNDER SKIN feelings.” According to them (TZ), Uganda has influenced changes in Rwanda, DRC, Burundi, South Sudan and now Somalia. Rwanda has influenced in Burundi, DRC & Darfur. Kenya entered recently, together with Uganda and Burundi small and poor as she is, they are making progress in Somalia. TZ has influenced non & feels left out.

It’s not that TZ does not understand the history of the FDLR; Kikwete knows that very well, given the writer summation of him as “a seasoned and consummate diplomat who has helped broker many peace deals in Africa”. But he has a mission to fulfill.

Since the Kayumba and Karegeya group went into exile, no country has ever openly declared support for them. Apart from South Africa giving the sanctuary. As we move towards 2017 general elections, TZ aims at coming to their rescue and propel them into political spotlight.

With this in mind, TZ hopes to install a puppet government in Rwanda, or one in which they have individuals of their own, so that they can propel their international reputation. It’s not a surprise that Kayumba’s recent BBC talk came just a day after President Kikwete’s Addis speech..! Let’s watch….!

Excessive alcohol consumption could hinder MDGs, says EAC Civil Society platform

The East African Community Civil Society against alcohol abuse has warned that if nothing is done, alcohol abuse could hinder the Millennium Development Goals (MDGs).

The warning was made during the recently concluded international conference on alcohol and drug use that took place in Kampala, Uganda.

According to the Regional Civil Society Body, seven out of the Eight Millennium Development Goals (MDG) are substantially hindered by heavy alcohol consumption that negatively affects them all.

International Evidence shows that alcohol is a cross-cutting risk factor in many areas of public health, as well social vices, from child health, non-communicable and communicable diseases including Sexually Transmitted Infections (STIs) and HIV/AIDS, gender based violence and crimes, to economic and social development. These grossly hinder sustainable development of households, communities and societies.

In reference to MDG one which is the eradication of extreme poverty and hunger, it has been found out that poverty is in different ways intensified by alcohol use.

“We see in communities throughout the East African Community (EAC) disastrous alcohol expenditure; the pattern is one where bread winners, in most cases men, divert meager family resources meant for food and other household needs to their alcohol habit due to chronic alcohol dependence,” say Civil Society activists in a statement.

“In addition, home brewed traditional alcoholic beverages mostly use ingredients that are common household food grains, such as maize, millet, sorghum and cassava.

Therefore, this practice depletes food supply at household and community levels. The ultimate consequences of these practices lead to food insufficiency, hunger and a poor diet in the family which in turn leads to avoidable illness especially for children.”

These activists say that alcoholism causes bad health to the consumer, hence dramatically reducing their chances of earning income for household use. Alcohol addiction also leads to excessive use of family resources to feed the addictive habit.

Alcoholism has various effects on other MDGs like the achievement of universal primary education, promotion gender equality and empowerment of women, reduction of child mortality, improving of maternal health, combating HIV/ AIDS, Malaria and TB and ensuring environmental sustainability.

At the conference, participants recommended that all concerned stake holders should act quickly to meaningfully involve Decision-makers on the local and regional level in policy making. They also called upon the keeping out the alcohol industries on alcohol policy making process.

They called for mass education of the public on the consequences of alcohol abuse using guidance of action recommended by the WHO Global Strategy to reduce harmful use of Alcohol.

The activists also called for the conducting of extensive research on alcohol in Kenya, Burundi, Rwanda, Uganda and Tanzania to inform policy formulation.
