Dallas: Kagame Says Youths Are Rwanda’s Future

President Kagame has said he sees Rwanda’s future largely dependent on its youths, and rallied them to think about the country every second of their daily endeavors.

“Young people, When I see you, I see Rwanda,” Kagame said. He was today addressing over 700 Rwandan youths from across Canada and United States, during an event dubbed ‘Rwanda Youth Forum.’

Kagame, who spent over 30 years of his youthful life in exile due to ethnic conflicts in Rwanda, challenged the youths who gathered at Texas Christian University in Dallas, “You harbour immense opportunities within you.”

Youths represent 70% of Rwanda’s population of 11 million people.

Kagame, who led a liberation struggle that stopped the 1994 genocide against Tutsi, told the youths that, “The liberation that made Rwanda what it is today was done by young people like you.”

Rwanda has notably transformed its economy, from almost nothing to an 8% growth rate for the past two decades.

In achieving this, empowering youth has been a priority, through championing initiatives skills development in different sectors like ICT, infrastructure and agriculture, among others.

The education sector alone needs at least 341 PhD holders in science and technology related fields, 123 PhD holders in arts, humanities, and social sciences. There is need for 358 Masters holders in science and technology related fields and 104 Masters holders in arts, humanities, and social sciences. There is need for 8,212 TVET trainers, according to the ministry of Youths and ICT.

Aloys Zunguzungu, who featured on a panel alongside the President, is a beneficiary of Presidential Scholarship award.

A genocide orphan, Zunguzungu grew up in an orphanage, after losing all his parents during the 1994 genocide against Tutsi when he was just 4 years old.

Today, as he joined Kagame to challenge youths on Rwanda’s future economic prospects, he has initiated a project, ‘Rwandans4Water’.

The project has established 70 boreholes serving 350,000 families with access to clean water in rural Rwanda.

He says a borehole cost between $700 and $1000 to construct a, based on the terrain.

According to Zunguzungu, through funding from different international partners, his project pushed the percentage of access to clean water in rural communities from 20% to 60% in Gatsibo District alone.

La Première Dame du Rwanda, Jeannette Kagame, est une mère et défenseur d’Imbuto Foundation, qui milite pour la promotion des jeunes filles rwandaises. Elle était l’invitée d’honneur au premier événement de collecte de fonds, organisé par les « Amis de Imbuto Foundation », à Washington DC.

Fondation Imbuto vise l’autonomisation des filles en soutenant leur éducation dans un pays où une femme a été depuis longtemps limitée aux travaux  ménager. « Amis de Imbuto » a été créé en 2014 par des citoyens des USA et vise à soutenir Imbuto Foundation.

La première Dame Jeannette Kagame a affirmé que la maternité et le leadership sont des ingrédients qui ont contribué à sa  défense et  soutien  aux  enfants à travers « Imbuto Foundation », un organisme de charité.

Mme Jeanneette Kagame a souligné qu’elle était à Washington non en  tant que  Première Dame mais comme une mère et partisane de la Fondation.

Mme Jeannette Kagame a fait ces remarques à Washington DC le 14 Mai, lors du premier  gala de collecte de fonds organisé par les Amis de « Imbuto Foundation ». « Je suis arrivée à comprendre qu’être une mère et diriger une fondation sont étroitement liés. Les deux emplois exigent l’amour, les ressources et un sentiment d’espoir pour arriver à ce  que l’avenir nous réserve », a déclaré Jeannette Kagame.

Maureen Ruettgers, président des Amis de Imbuto, a déclaré que la fondation de la Première Dame donne l’égalité des chances aux jeunes Rwandais pour prospérer.

C’est dans ce cadre que Imbuto Foundation a reçu dernièrement un soutien financier de la part de la Chine pour appuyer l’éducation des filles. Depuis 2003, au moins 108 filles ont bénéficié des  bourses d’études d’une valeur 32,400 $ chaque année, comme  soutien de la Fondation.

Imbuto Foundation soutient l’éducation des filles mais également différentes plates –formes pour aider les filles à obtenir l’orientation professionnelle. Imbuto Foundation a déjà formé plus de 126 mentors sur les compétences en communication, dans le cadre du projet de la fondation 12+ qui aide les enfants âgés de 10 à 12 ans.

Imbuto a permis aux jeunes filles rwandaises de monter leur niveau, grâce à de bonnes performances enrichissantes dans les écoles chaque année. La fondation aide également les jeunes filles en leur donnant des conseils qui entre dans la culture rwandaise.

Reports from various sources indicate that more than 600 Rwandan refugees living in Namibia are feared missing.

KT Press could not independently confirm the authenticity of the reports, but the Chines News Agency, Xinhua, said it spoke to Namibia’s Commissioner for Refugees, Nkrumah Mushelenga, on Thursday about the case.

That “of the total 6,100 refugees and asylum seekers [from different countries] in the country, the whereabouts of 2,354 are not known.”

Most of the refugees and asylum seekers, according to Xinhua, were accommodated at Osire Refugee Camp, about 218 kilometers from the capital Windhoek. It is said that there are 862 Rwandan refugees of which 643 “are feared to be on the run.”

The Minister of Disaster Management and Refugee Affairs (MIDIMAR), Mukantabana Seraphine, has told KT Press this evening that she is not aware of the matter.

But she added that, “We need to know how they disappeared, because they could have moved progressively and not at ago.”

She said that refugees are entitled to free movement (especially in SADAC), therefore “they could have moved to [Namibia’s] neighbouring countries such as Zambia, Zimbabwe looking for either business opportunities or a better life.”

Reports say more than 2, 000 refugees have not been reporting to verification centers. Namibian authorities thus conclude, “They might be on the run.”

In fact, Mushelenga was quoted calling for their arrest, when found. Although reports say there are over 800 refugees in Namibia, MIDMAR is not aware of the exact number.

What is known though, is that by June, 2014, there were more than 83,000 Rwandan refugees registered with the UNHCR around the world.

Earlier before speaking to Minister Mukantabana, the Permanent Secretary in the same ministry, Antoine Ruvebana told KT Press that the number could be even more, because some refugees never register with UNCHR.

“Look at the case of Burundian refugees in Rwanda”, he said. “As of May 2015, the number of registered Burundian refugees has reached twenty seven thousands [27,000], but we know there many others here in Kigali who are not registered.”

Apparently, KT Press has leant that the UN is seeking $207 million to protect up to 200,000 Burundian refugees.

Meanwhile, on June 30, 2013, Rwanda declared a cessation clause for Rwandan refugees who fled the country between 1959 and December 1998.

Countries hosting Rwandan refugees were called on to declare them or abide by the clause demanding for their repatriation.

Since then Zambia, Malawi, DR Congo, Burundi, Niger and Zimbabwe have invoked the cessation clause. Namibia has not.

But, Rwanda is employing different measures to ensure the return of Rwandans, including sending suitors to encourage and help them get back home. 

Transit camps have been established in the Western Province to receive returnees and provide them with basic facilities to begin a new life.

Rwanda has collaborated with UNHCR and WFP, to register returnees and donate a three-month repatriation stipend, which includes food and other basics.

The stipend offered by UNHCR is worth $100 for adults and $50 for children.

The Ministry of Disaster Preparedness and Refugee Affairs (MIDMAR) told KT Press earlier this year that 3,456,429 registered Rwandan refugees have returned home between 1994 and December 2014.

About 47% (1,625,869) came from DR Congo, 27% (922,655 ) from Tanzania, 16% (553,118) from Burundi, 10% (349,838) from Uganda. Others came from Gabon, Malawi, Zambia, Congo Brazzavile, Cameroon, South Africa, Mozambique, Kenya, among other countries.

EAC steps up fight against genocide

The regional police forces from Rwanda, Kenya and Uganda have joined the fight against Genocide, with the Ministerial meeting of Peace and Security cluster for the Northern corridor Integrated Projects (NCIP) reaffirmed their commitment in the fight against genocide.

During the meeting held on May 22 in Nairobi, Kenya, the minister resolved that member states designate April 7 as a day to joint Rwandans in commemoration of the 1994 Genocide against Tutsi which claimed more than one million innocent lives

Chaired by Rwanda’s Minister for Internal Security, Sheikh Musa FazilHarerimana, the meeting member states will have to take measures to domesticate all relevant international legal instruments related to genocide prevention.

“These decisions are timely and will collectively identify strategies to ensure rapid response as directed by Heads of State” Harerimana said.

The resolutions come as part of the follow up on the 2014 tripartite summit in Kampala at which three EAC Heads of State signed the ‘Mutual Peace and Security’ pact with the aim of strengthening the Northern Corridor Integration Projects

This move also comes at a time when the Rwandan parliament and senate, this May 2015, also established a special forum of Parliamentarians in the fight against genocide and its ideology.

The lawmakers say that they are poised to push for the establishment of similar forums established in the EAC region and across the globe, so as to have a common agenda in the fight against genocide and its ideology.

Apparently, Rwanda’s cause will have to get more than just ‘lip service’ from its member states as many genocide suspects still linger around free in the EAC countries.

Though some genocide suspects have been arrested and deported to Rwanda Kenya, Uganda and Tanzania still host some of the low and high profile genocide suspects.

One of the high profile suspects, FelicienKabuga, a prominent business tycoon, is said to be living in Kenya and attempts to get him arrested have been futile for the last 21 years.

This January, Interpol Uganda handed over to Rwanda Mr. Jean Paul Birindabagabo, who had since 1994, been living in the outskirts of Uganda’s capital Kampala and practicing as a local pastor under the disguised names of ‘Pastor Daniel Bagabo’.

Rwanda also still faces a great challenge of reaching its arm of justice to most genocide deniers who live on the African continent and in the western world.

Namibie : Plus de 600 Réfugiés Rwandais du camp de réfugiés d'Osire seraient disparus  

Selon l’Agence chinoise de presse « Xinhua », qui a parlé au Commissaire des réfugiés en Namibie, Nkumah Mushelenga, à propos de plus de 600 réfugiés Rwandais disparus. « Il y avait 862 réfugiés rwandais dont 643 sont portés disparu ».

Et la plupart de ces Rwandais étaient réfugiés et demandeurs d’asile. Ils étaient hébergés au camp de réfugiés d’Osire, à environ 218 km de la capitale namibienne, Windhoek. Mais Mukantabana Séraphine, Ministre rwandaise chargée des Réfugiés (MIDIMAR) a affirmé à KT presse de  n’avoir aucune information sur cette affaire.

Mukantabana a ajouté que les réfugiés ont le droit de se déplacer librement, surtout au sein de la SADAC. « Ils auraient déménagé vers les pays voisins comme la Zambie, le Zimbabwe, à la recherche du travail ou d’une vie meilleure ».

Par conséquent, Mushelenga demande leur arrestation une fois qu’ils sont localisés. Bien que les rapports disent qu’il y a plus de 800 réfugiés en Namibie, MIDIMAR ne connaît pas le nombre exact.

Avant les explications de Mukantabana, le Secrétaire permanent dans le même ministère, Antoine Ruvebana  avait dit que le nombre pourrait augmenter car « certains réfugiés ne se sont pas enregistrés  auprès du HCR. Regardez le cas des réfugiés burundais au Rwanda. En mai 2015, le nombre de réfugiés burundais enregistrés a atteint 27 milles. Mais nous savons qu’il y a beaucoup d’autres ici à Kigali qui ne sont pas enregistrés ».

Le Rwanda utilise différentes mesures visant à faciliter et inciter le retour des Rwandais. L’on parlera des délégations envoyées au Rwanda pour voir ce qui se passe réellement pour retourner aux camps de réfugiés ayant des infos sur terrain. Ce qui encourage beaucoup les refugiées à rentrer.

In 1981, three school girls from Kibeho, a small village in Nyaruguru district, southern part of Rwanda, said the Holly Marry had appeared to them.

Since then, the place has become known to the world, attracting over 500,000 pilgrims every year.

In 2001, Pope John Paul II declared Kibeho a Holy Land, just like Fatima in Portugal, Jerusalem in Israel and Lourdes in France.

But the story of events that unfolded there during the genocide against the Tutsi in 1994 thrusts deep in the heart.

Theophile Zigirumugabe, 41, was then a senior five student at G.S Marie Merci- Kibeho, a Catholic School in the area. One morning, early 1994, his classmates went on strike.

They looted beer from a nearby Tutsi shop and drunk wildly.

Their intention, said Zigirumugabe, was to reject the school director, Father Jean Marie Vianney Sebera, because he was a Tutsi.

Students were sent home for a month, and when they reported back to school their director was replaced by one, Father Emmanuel Uwayezu, a Hutu

It was a period when Tutsi hatred was at its peak. In all parts of the country, Tutsis were being threatened.

As the killings went on in other parts of the country, then one morning, Zigirumugabe was surprised to see thousands people running towards the nearby Kibeho parish from Nyakizu, Gorwe and Munini hills.

The Interahamwe militias  came on April 14, surrounded them and killed them mercilessly.

“A three year old baby escaped to our school and four Hutu students strangled the child before dumping him into a pit latrine,” Zigirumugabe told KT Press. 

The killings intesfied and an estimate 28,000 Tutsis were massacred at Kibeho parish. Some were burnt inside the church, part of which is now serving as a genocide memorial.

While killings continued in Kibeho, Father Uwayezu separated Tutsi students from Hutu classmates, according to Zigirumugabe.

He relocated the Tutsis to a nearby school, GS Mere du Verbe, in the very dormitory where Virgin Marry had appeared to the three girls.

On May 7, he brought ten soldiers and ordered them to slaughter his own students. About 90 people including students and staff of the school were exterminated from the dormitory.

Zigirumugabe escaped through the window, but was later reported back to his school director to decide his fate.

The director handed him to Laurent Bukibaruta, then Prefect (governor) of Gikongoro prefecture (province), now a genocide fugitive in France.  Zigirumugabe was rescued by Rwanda Patriotic Front (RPF) Inkotanyi soldiers.

Kibeho Genocide survivors testify that Father Uwayezu coordinated the killings at both his school and at church.

During this Genocide several other priests were actively involved. Another, Father Athanase Seromba from Nyange parish in Western Rwanda bulldozed his church to kill thousands of Tutsi who had sought saftey inside.

He was sentenced to life imprisonment by the International Criminal Tribunal for Rwanda.

On May 15, 1994, a week after Zigirumugabe’s classmates were exterminated, late Pope John Paull II said, “A Genocide is taking place in Rwanda. Unfortunately the Roman Catholics are among the authors…stop…enough is enough.”

“Some of us kept deaf ears to the Pope’s call,” Smaragde Mbonyintege, the President of Rwanda’s Episcopal Council told KT Press.

Mbonyintege has said the church will soon apologize for its role.

KT Press has learnt that four students at Zigirumugabe School were found guilty of genocide crimes.

And Father Uwayezu is happily a practicing priest in Italy, but the echoes of cries from his victims will always haunt him.

Meanwhile, Kibeho has now turned into a beacon of hope. Residents have now reconciled.

Burundi’s Nkurunziza to undergo second political test

Burundi President Pierre Nkurunziza is once again put to test, on whether to attend or not attend a regional meeting to resolve Burundi crisis.

On May 13, when Nkurunziza joined is counterparts in Dar-es-Salaam, Tanzania, to attend the 13th Extra Ordinary Summit of Heads of State of East African Community, the former spy chief, Maj. Gen Godfroid Niyombare declared a coup that lasted for two days.

Nkurunziza stayed in Tanzania for two days as his army successfully took back the presidency in a bloody fight.

Since then, violence has escalated and several critics murdered as he seeks re-election for the third time, which critics say violates the constitution and the Arusha peace deal that ended an ethnically fueled civil war that ended in 2005.

Now, this Sunday, the East African community heads of states will hold an emergency meeting to discuss the crisis.

This, observers say, is bait. Chances that he will attend are so slim. And if he does not attend, he loses the chance to make a case in front of his peers, who have strongly criticized his insistence to seek re-election.

His Spokesman, Gervais Abayeho, said his country will be represented; “it is too soon to know who the representative would be.”

Several African peers have advised Nkurunziza not to pursue his third term bid in return for Burundi’s peace.

Former South African President, Thabo Mbeki said a week ago that, “if Nkurunziza doesn’t give up 3rd term ambition, he’ll drag the country back into war.”

President Paul Kagame has also strongly condemned the violence in Burundi and said, “If your own citizens tell you we don’t want you to do this or to lead us, it is because they are saying you are not delivering much to us.”

“So how do you say I am staying anyway whether you want me or not?” Kagame added.

Birds were  shaking  off the night coldness at  break   of dawn, while  the breeze  swept  apathetically  above the  waters of Lake  Kivu, but  off  the   shores of the lake a miracle was happening- the Methane gas  barge extractor was being pushed into the  water.

The  moving into the  water of the delayed  barge  that is expected to extract  gas  from the  base of the  lake which has been regarded as dangerous  once it  explodes  started at 5am  local time in the  morning.

Using   heavy cranes with drones dressing the air, technicians started the miracle of pushing the   barge 13 kilometers off the shore of Lake Kivu in Karongi District into the lake where it is expected to extract the gas.

“The barge kivuwatt project is now moving to the production site kibuye,”   said sylidio sebuharara, a journalist who was first at the site as the barge was moved into the waters.

After   reaching its production site, the barge will be supported with   four  cranes  on each sides to  protect  it from wind while  an extraction  pipe  of 350 meters will be  connected to   move  up  water that is  mixed with  methane  Gas.

The  use of  a floating barge  in  Methane gas extraction is a unique   technology  that has been  tested  on  Lake Kivu,  implying its success is an important   mark in the use of   technology  worldwide.

The first   generation from the first phase is expected to begin in July, 2015.

The barge  that belongs  to  Kivuwatt  project  by American company  contour global   marks  the   first phase of the   project that   is expected to  generate  100 megawatts  from the  bed of the lake. This first phase is expected to generate   25 megawatts that will be pushed to the national grid.

The Kivuwatt   project has three  phases with the  first  phase  that  has been   almost  completed today  by  pushing the barge into the water  is expected to cost   over $142 million (about Rwf92 billion).

In a bid  to  increase electricity  on its grid while also  solving the challenge of the  gas likely to explode, the  Government entered into  a contract with  Contour  Global  in 2009  to   extract the  gas and generate  100 megawatts  with the  first  phase  generating 25 megawatts.

But  Kivuwatt  project’s  first  phase that would  require to  build the   barge  off  shore and  push it  into the  water   was  expected  to  generate the first  25  megawatts  by  2013 but was delayed with several  hindrances  that   forced the government  and contour  Global  to extend the  deadline to  January 2015.

This,  therefore created  pessimism  as  to whether  the expected  methane gas  would  help government meet  its  targets  of  generating  563MW by 2017  from  the current  145MW.

President Paul Kagame has questioned the United Nations Peacekeeping approach towards civilian protection in conflict zones.

“Deployment is too slow. Vague mandates and unclear rules of engagement inhibit indecisive action to protect civilians,” Kagame said.

The President made the remarks on May 28, while opening an International Conference on Protection of Civilians, at Serena Hotel in Rwanda’s capital Kigali.

The conference has attracted delegates from 30 countries involved in different peacekeeping operations around the World and UN’s top financiers of peacekeeping operations.

In 1994, the Un had deployed close to 2000 troops in Rwanda. The number was later reduced to 250 at a time killings escalated.

Gen. Romeo Dallaire, then commander of the force, who was in Rwanda in April for a visit said,  “I informed my bosses on a possible deployment of more troops, addressed on how genocide was happening in Rwanda but nothing was done. Media was the only weapon I remained with. All UN troops had been called back.”

With such practices within the UN, Kagame, whose country is globally ranked as the 15th biggest contributor of peacekeepers, with close to 5000 troops, said that the “central purpose of peace operations is protection of civilians not of peace agreements, UN mandates or politicians.”

Dr. Charles Kabwete Mulinda, a scholar on peace and security at University of Rwanda proposed  that regional countries should use their troops to protect civilians before deploying UN peacekeepers.

For Kagame, “That responsibility lies first and foremost with the state concerned but it does not stop there. We therefore need to keep improving our ability to detect and share critical information about threats to civilian life.”

Kagame joins World leaders in Nigeria for Buhari swearing-in

President Paul Kagame has joined more than 50 world leaders to witness the inaugural ceremony of Nigeria’s President-elect, Muhammadu Buhari.

President Buhari 72, won elections in March this year becoming the first Nigerian candidate to unseat an incumbent in the country’s history since independence in 1960.

Other big personalities excepted at the ceremony include US Secretary of State, John Kelly, French Foreign Affairs Minister Laurent Fabius, and South Africa’s President, Jacon Zuma.

President Buhari, a retired General, won elections, beating former President Goodluck Johnathan.

In his inaugural speech, President Buhari, vowed to continue spearheading Nigeria’s economy.

According to African Development Bank, Nigeria leads African economy with a GDP worth $521.8 billion, followed by South Africa ($350.6 billion). Egypt is 3rd, with $272 billion.

Meanwhile, Rwanda and Nigeria enjoy strong bilateral ties, including military cooperation.

Rwanda Chief of Defence Staff (CDS) Gen. Patrick Nyamvumba, is a graduate of the Nigeria Defence Academy.

In 2009, he replaced Nigeria’s Gen. Martin Luther Agwai as force commander of the UN-AU Mission in Darfur, Sudan where the two countries are the biggest troops’ contributors.

Nigerian military officers have also been conducting military study tours in Rwanda. Last year, former Nigerian President Goodluck Johnathan visited Rwanda and held bilateral talks with President Kagame.

Burundi’s Nkurunziza Shuns EAC Heads of State Summit

Burundi President Pierre Nkurunziza decided not to take any risks again.

He sent his Foreign Affairs Minister, Alian Nyamitwe, to represent him at an emergency EAC summit on Burundi in neighbouring Tanzania.

This is the second meeting EAC heads of state are holding to seek solutions to the unrelenting political crisis in Burundi.

President Kagame did not attend too, was also represented by Foreign Affairs Minister Louise Mushikiwabo.

When the first crisis meeting was held on May 13, in Tanzania, President Nkurunziza attended, however, shortly after his arrival at the meeting, a senior General, Godfroid Niyombare, announced that he had assumed power in a coup and dismissed Nkurunziza.

Two days later, the army loyalists managed to thwart the coup and Nkurunziza was able to sneak back into his country.

There were fears that a similar scenario could be replayed again if Nkurunziza left the country.

Meanwhile, the current Political crisis in Burundi has already prompted 90,000 Burundians to flee the country into neighbouring Rwanda and Tanzania, as vice president of the election commission; Spes Caritas Ndironkeye resigns and flees.

Burundi’s most prominent opposition Agathon Rwasa, has pulled out of his presidential ambitions because he no longer feels safe on the campaign trail.

At the same time, Burundi’s major international donors including the European Union and the influential Catholic Church have withdrawn their support for the June 5 polls.

President Nkurunziza has been pleading with citizens to finance the elections.

“The withdraw of EU and the Church withdrawal of its priests does not mean the elections should not take place,” said Interior Minister Edouard Nduwimana. “Burundian people are thirsty for these elections and we need to do everything so they take place in good conditions.”

The crisis in Burundi erupted after President Nkurunziza announced he would seek another term in office.

However, opposition and rights groups say the move violates the constitution as well as the terms of the Arusha peace deal that ended the 13-year civil war in 2006.

Bujumbura, Burundi’s capital has been hit by weeks of civil unrest, which has left at least 30 dead in a major crackdown.

Until press time, details of the discussions in Tanzania had not yet been made public.

Rwandan Parliament Receives 4 Million Petitions to Keep Kagame as leader

On August 21, 2006, Rwanda’s Capital, Kigali, woke up to a paralysis. Kigali City Council authorities and the National Police had banned over 2500 motor taxis.

Reasons included the cause of deaths and injuries through accidents and that they facilitated robbery and caused insecurity.

Each operator was losing at least Frw7,000 a day or a combined loss of Rwf6.4 billion annually, about 50% of (Rwf13 billion)Rwanda’s budget for the agriculture sector that same year.

City authorities deployed public buses (ONATRACOM), but it did not help at all. They stood their ground until President Paul Kagame intervened and ordered that the ban be lifted.

Today, the industry employs more than 78,000 members directly.

“Losing President Kagame is the worst mistake we can ever make,” says Damien Mugabo, the President of the Rwanda Cooperative Agency.

“He rescued us from the misery; we will do whatever it takes to keep him in power.”

The umbrella of all cooperatives, with over 250,000 members, has collected thousands of signed letters, requesting the parliament to amend the constitution and allow President Kagame to stand for a third term in 2017. The current constitution prohibits anyone to run for more than two terms.

Similarly, thousands of students have done the same. However, students have a special case to consider.

For years, it would take 90 days for a student to receive a loan, which the education minister, Silas Lwakabamba told KT Press that, “some losses were also involved.”

Every time President Kagame visited universities, students would raise the issue.

He has signed a law allowing the Rwanda Development Bank (BRD) to give the loans and spent over $100 million scholarships to study abroad.

Students say Kagame is a gift from God.

As Kagame’s tenure ends in 2017, millions of other Rwandans across the country are pushing for the constitutional amendment to keep him.

They say Kagame has given them peace and prosperity and thus should stay.

Over four million petitions have been signed and delivered to Parliament. Between June 5 and August 4, lawmakers will debate on the amendment as demanded by the petitioners.

Suppose a motion is voted in favour of the amendment, Kagame may have no choice, but to re-run.

Les Représentants de la population de Gisagara ont déposé au Parlement les demandes de la population

Plus de deux millions de Rwandais de différents secteurs de la vie ont déjà signé sous forme de pétitions en faveur de l’amendement de l’article 101 de la constitution du Rwanda. Toutes ces millions de signatures ont déjà été déposées au Parlement du Rwanda. Tous ceux/celles qui ont signé veulent que le Président Kagame soit réélu au 3e mandat. Comme raisons avancées par ces millions de signataires «  la stabilité, la paix, la transformation socio-économiques du pays après 1994…».

Maintenant, c’est le tour de la population de Gisagara évaluée à 173,559 qui ont signé la pétition au nom de 322milles citoyens de ce District demandant le changement de l’article 101 de la constitution Nationale pour que la population puisse élire de nouveau le Président Paul Kagame.

Selon le Dr Ntabomvura Venant, Chef de la délégation de la population de Gisagara venue déposer ces pétitions au parlement, «  le Président Kagame devrait être reconduit à la présidence de ce pays si non d’autres nations nous qui envient et aimeront le voir chez eux pour bénéficier de ses compétences ».

« Nous avons déjà reçu autour de deux millions de demandes de la population pour la révision de l’article 101 de la Constitution portant sur la limitation du nombre de mandats présidentiels. Ce sont les gens qui prennent cette initiative et ne sont pas du tout forcés.  », a déclaré Donatilla Mukabalisa, présidente de la Chambre des députés.

Suite à cette pression sur les deux chambres du parlement rwandais, avec les demandes qui affluent depuis plusieurs mois au parlement sous la forme de pétitions spontanées, le parlement va examiner en séance plénière entre le 5 juin et le 4 août.

La Constitution rwandaise limite à deux le nombre de mandats présidentiels. Mais le Président Kagame ne s’est pas encore prononcé sur sa position malgré toutes ces demandes de la population. Kagame exige par ailleurs des éléments plus convoquant à part ces pétitions, pour qu’il accepte de briguer le 3e mandat.

Selon la plupart de habitants de Gisagara interrogés sur le pourquoi de l’amendement, la réponse est la même, « nos familles connaissent des conditions de vie meilleure, nous sommes satisfaits de nouvelles approches socio-économiques depuis la fin du génocide qui répondent à nos préoccupations et nos attentes. Notre District connaît le développement grâce à la bonne gouvernance de notre Président ».

Selon Uwiringiyimana Emmanuel, signataire de cette pétition, la population est satisfaite des progrès réalisés et aimerait la continuité…En dépit du passé tragique qu’a connu notre pays, nous sommes fières d’être Rwandais. Nous avons la paix et connaissons le développement grâce au Président Kagame ».

Lors de l’ouverture de la « Conférence internationale sur la Protection des Civils », de deux jours à Kigali,  sur le maintien de la paix qui a réuni plus de 200 délégués baptisée tenue à Kigali, le Président Paul Kagame a souligné la nécessité pour la communauté internationale de prendre des mesures pour protéger les citoyens en privilégiant la prévention. Il y avait des représentants des principaux contributeurs financiers de l’ONU pour des missions de maintien de la paix dans le monde.

« La souveraineté est fondamentalement une question de responsabilité de protéger le bien-être des citoyens. La meilleure façon de les protéger est de prévenir les conflits en premier lieu. Cette responsabilité incombe en premier lieu à l’Etat concerné », a ajouté Kagame.

Le Président Kagame a noté l’importance de la tenue d’une réunion au sujet de la protection des civils en Afrique, et en particulier au Rwanda. Rappelons que l’ONU avait retiré ses soldats du Rwanda avant et

pendant le génocide de 1994 contre les Tutsis en 1994, qui a laissé plus d’un million de morts parmi les civils.

Le Chef de l’Etat Rwandais a appelé les dirigeants à veiller à ce que la nécessité d’assurer la sécurité des civils ne devienne pas un euphémisme pour un vœu pieux ou procrastination pour répondre aux causes profondes des conflits.

« Ce que nous pouvons faire en tant que communauté internationale est de créer un environnement sûr et propice, tout en assurant que la nécessité de protéger les civils pour qu’ils ne se perdent pas dans les débats idéologiques. Si nous ne le faisons pas, il n’y aura jamais un bon moment pour les soldats de rentrer chez eux, et les charges qui pèsent sur le système international va certainement continuer à croître », a suggéré le Président.

Lors du forum, les délégués de plus de 30 pays qui contribuent le plus aux opérations mondiales de maintien de la paix ont fait le point sur l’impact de maintien de la paix dans les régions déchirées par les conflits et la meilleure façon d’assurer la protection des civils.

Ce sommet de Kigali est une continuité d’une autre sommet de haut niveau sur les opérations de maintien de la paix, tenue en Septembre 2014, en marge de la 69e Assemblée Générale de l’ONU à New York.
