President Paul Kagame has said Rwandans are not for sale and strongly warned those involved in trafficking Rwandan citizens.

“We cannot accept that Rwandan people be traded like commodities,” he said while addressing the 12thNational Dialogue, Umushyikirano.

We must fight this bad habit, Rwandans are not for sale,” he warned that, “It should stop now”. He said every organ concerned with the vice must act tough.

Rwanda National Police has rescued over 60 girls in four years, while prosecution presented 24 cases, although hundreds are believed to be trafficked clandestinely.

Different networks have been traced in Uganda, South Africa via Tanzania, and to as far as Asia via Kenya.

Local traffickers seal deals with regional and foreign clients, promising their prey good job opportunities.

Those from the poor background and those not yet exposed to drugs or gender based violence are the most vulnerable.

Victims, mainly under 18 years, are forced into prostitution or pornography. Some reports say some victims are sold to extract their organs such as kidneys.

The First Lady, Jeannette Kagame is actively involved in campaigns to end the crime.

On October 8, while addressing an international conference on human trafficking held in Kigali, Mrs. Kagame said, “We must understand this issue, its consequences and establish our role as parents in fighting it.”

However, even after issuing a stern warning, President Kagame wondered how adults are lured into the traps.

“How does someone aged 20 accept to be traded,” he said, acknowledging that children cannot be blamed.

The United Nations Children Fund indicates that worldwide, over 1.2 million children are trafficked every year since 2007.

Le Président Kagame s’adressant aux participants de ce 12e Dialogue National

Lors de l’ouverture officielle de la 12e Edition du Dialogue National 2014, jeudi le 18/12/2014, le Président Paul Kagame a dit à tous les Rwandais, qu’ils ont une obligation d’assurer la sécurité de chaque citoyen et celle du pays. « La sécurité des Rwandais est primordial, c’est une obligation de chaque Rwandais parcela sécurité est la base de tous ».Une chose satisfaisante est que 23 résolutions parmi les 26 du 11e dialogue, ont été réalisées.

Lors de son discours, le Président Kagame a rappelé aux participants quele Rwanda a connu une histoire tragique quiplongé le pays dans le génocide contre les tutsi en 1994. Kagame a réaffirmé que le Gouvernement et tous les Rwandais n’accepteront jamais tout ce qui peut empêcher le pays de progresser.  Il a rassuré que « la situation du Rwandaest bonne », tout en appelant la participation de chacun en conjuguant les efforts et en apportant les nouvelles idées.

Ce dialogue national de deux jours se tient Palais du Parlement du Rwanda. C’est un événement annuel qui rassemble les Rwandais et les amis du Rwanda pour discuter des réalisations du pays, ses défis et ses problèmes ainsi que les solutions pour y faire face. Le thème du dialogue national de cette année est « Icyerekezokimwe, twongereimbaraga », ce qui veut dire avoir une même vision et multiplier les efforts.

Le Président a remercié tous les Rwandaispartout où ils sonten train de suivre ce dialogue nationale car a-t-il dit «  c’est une plate-forme dans laquelleils échangent les idées qui donnent l’orientation du pays ». En montrant que les autorités respectent les principes constitutionnels, Kagame a souhaité que chaque Rwandais puisse dire ce qu’il/elle pense, ce qui reflète l’unité des Rwandais, et qui doit être protégée.

Parlant de l’économie du Rwanda, il a dit que ce secteur a connu une croissance de plus de 6% cette année. Et le 3e trimestre de 2014, la croissance économique du Rwanda est de 7.8%.Il s’est félicité du fait que les 2/3 de la production qui ont  contribué à la croissance de l’économie du pays proviennent des services. «  Ce secteur de services doivent aussi être améliorépour que ces opportunités arrivent à beaucoup de Rwandais », a suggéré Kagame.

Ce dialogue national est suivi en directe par des milliers de Rwandais et amis du Rwanda à travers le monde. An Association of Rwandan women living in France and their friends have donated five hybrid cows to Rwanda’s One-cow-per family program.

The One-cow-per family initiative seeks to provide every Rwanda poor family with a cow, to improve their household income and nutrition.

Francis Rutayisire representingAssociation des Femmes Solidaires de Saint Malo made the pledge during the 12th National dialogue in Rwanda’s Capital Kigali.

Rutayisire said, “After a visit by President Paul Kagame to France in 2011, our French friends got more interested in Rwanda and decided we should do something together to support Rwandans’ efforts to develop.”

Tony Nsanganira, State Minister in Agriculture ministry said this is the third time the France based association has pledged cows to the one- cow-per family initiative since 2011.

A cow is both an expression of sincere love in Rwandan culture, and a wish of abundance to the recipient.

The one-cow-per family initiative was conceived during the 2009 National dialogue and has so far benefited over 200,000 families.

Government targets to provide over 350,000 cows by 2017.

The cows pledged are valued each at $ 600 and the government buys cows which they send directly to poor families.

Last year the association gave three cows, and the previous year, one.

“We want other associations and well-wishers emulate Association des Femmes Solidaires de Saint Malo,” said Nsanganira.

Rwanda spends over Rwf 2 billion annually to buy over 5000 cows that are donated to poor families. Development partners contribute over 25,000 cows.

One cow program is part of social initiative that drew a million Rwandans from poverty in last five years.

New friends, new business opportunities and pledges towards Rwandan social development are made in both the National Dialogue and Rwanda Day.

The successful one dollar complex worth $ 2.5M was an idea conceived during the similar national dialogue by Rwandan Diaspora.

The complex currently hosts about 200 orphans of Genocide against Tutsi.

President Paul Kagame has directed the minister of justice to ensure that genocide victims be compensated as soon as possible.

Kagame said those with the ability to pay, should not be given the choice to decide compensation period.

“It’s upon the justice system to put a re-payment schedule to ensure compensation of genocide victims comes to an end,” he said adding, “All levels should engage in addressing this issue for once and for all.”

Speaking at the 12th National Dialogue, Kagame was frustrated the issue kept coming back every year.

However, the Executive Secretary of the National Commission for the Fight Against Genocide (CNLG), Jean de Dieu Mucyo said 80% of the victims of the 1994 Genocide have been compensated.

“We are honoured for the courage by government and other stakeholders in ensuring that genocide survivors were compensated,” Mucyo said.

Mucyo said perpetrators are reluctant to compensate 100% of victim’s damaged properties.

Some deliberately resisting paying indemnities others hide or sell off properties to claim inability to compensate.

Justice Minister Johnston Busingye said getting 80% compensation was a tough task that resulted from engaging local authorities, including the civil society and religious denominations.

Mucyo ephasised that compensating survivors is a vital tool to ensure societal cohesion.

The annual dialogue has been the brain behind a number of home grown solutions

Rwanda’s current leadership has liberated Rwandans from the shackles of past bad leadership which had made Rwandans victims rather than champions. Rwanda’sprioritisation of home grown solutions including national dialogue council (Umushyikirano) in finding sustainable solutions to her own problems is a worth development path to prosperity.

Rwanda’s principled, focused; passionate and uncompromising leadership has made it possible for Rwanda to escape misery conditions of being victimsto champions of self-respect, dignity and reputation globally.

One of the reasons for Rwanda’s past predicament was her disoriented leadership which did not enhance Rwanda’s home grown solutions to solve her problems instead of embracing grafted external solutions.

Post-independence leadership failed Rwandans by ignoring these great potentials. Today, Rwanda’s course of action has demystified these myths and reinstated these missed potentials. Rwanda’s leadership has stood the ground and fearlessly challenged these misconceptions to become a country of status, peace and justice.

Without strong leadership, home grown initiatives and solutions do not succeed due to resistance of reactionaries. Rwanda’s powerful transformation narrative consequent to her home grown solutions like One Cow per Poor Family Programme (Girinka), Community Health Advisors, Local Mediators, Diaspora Reunion, National Dialogue (Umushyikirano), Dignity Fund (Agaciro Development Fund), Performance Contracts (Imihigo), Community Self-help Projects (Ubudehe) and Gacaca Courts is a restoration of Rwanda’s potentials.

Rwanda’s success, dignity, courage and self-determination after her tragic history are a testimony of her uncompromising position in protecting her values and choices. Rwanda’s choices have inspired millions around the World. Success is a must where leaders steward their followers to their desired vision.

In a bid to fight and prevent genocide and its ideology, Rwandans have taken a stand to take action on genocide deniers in the country and abroad.

This is one of the key discussions that prevailed during the second day of the 12th National Dialogue, ‘Umushikirano’, which was held at the parliamentary building this December 19, 2014.

The Minister of Foreign Affairs Louise Mushikiwabo said that it is time from Rwanda to move from just complaining to taking action.

She said that there is need to move faster and forward on the next gear of fight genocide deniers.

“More efforts now needed in rebuking and fighting them. We should expect that they have not gone anywhere. It is our responsibility, not to just complain but fight them now”

Mushikiwabo said that the field of Politics should not be mixed with genocide and that is why Rwanda should fight on.

“This is not something we should accept. That is why FDLR still exists because of lip services that we have been given.” She said.

Mushikiwabo also said that there is need to thanks other countries that have supported us in the 20 years of commemoration and those leaders who have enacted and seen the need to try the genocide suspects using the international law on genocide.

The executive secretary of the National Commission against Genocide (CNLG), Jean d’ Dieu Mucyo said that progress has been seen in education, handouts, health and accommodation for genocide survivors; however there are problems in repaying the property of genocide survivors fight genocide deniers, ending gacaca cases, and trauma which is evident in family and workplaces .

He said that issues still remain in ideology which is now even among foreigners apart from Rwandans. “There are those who continue to deny genocide as seen in recent days, but we shall continue fighting and following those who deny genocide, in line with the law on genocide.

But we want the law on genocide to be applicable to even the foreigners who have continued denying genocide, and I am hopeful that we shall be able to get there” Mucyo said.

Responding to these issues Justice Minister and State attorney, Johnson Busingye said that on repayment of property- over 80 percent cases have been resolved but there is still a problem to repay the property, because of those who don’t have means, but others have tried to make it hard to the process and hide information which is necessary in.

Genocide and its ideology doesn’t end one day but those who still hold on to these ideology are very few now and reducing.

We are winning their cause through the unity of Rwandans. The genocide ideology may be there but these are kicks of a dying horse, because they don’t have the arena to expose it” we should fight them until they are weakened in their efforts.

On repeat of cases of Gacaca Busingye said that the justice sector is firm and there are not more than 20 cases repeated out of the 2 million cases.

“The process is very clear and there is no worry it should cause because requesting to have the cases repeated is a right, but the procedure is another case all together, of which some requirements must be fulfilled.” He said.

On the delays in repaying the property of survivors, President Paul Kagame stated those who are supposed to pay should pay.

“I don’t understand why you say that this has failed and the timeline for repaying the property must be stated or given by those responsible. This should not be a problem and issue of discussion here. They should pay and those who have means should pay as soon as possible.” Kagame said.

Kagame also tasked the foreign ministry to give an update on BBC documentary on Rwanda-“Rwanda’s untold story” which has irked for many Rwandans in its content.

“BBC film is not so much on genocide denial but a serious attack on the nation and has intensions to promote the interest of those who have fought Rwanda since then. This film gives us a wakeup call to stand up at once to fight such people who think they have a right over us. Therefore, We denounce, we complain but we fight” said Mushikiwabo.

Diaspora representatives said that they should form a forum of Rwandans that will have to attack the deniers of genocide but also create a coalition with some of the influential people who are willing to support Rwanda in this cause.

Youth made a commitment to fight a battle of speaking and disseminating the truth of what happened in genocide.

Rwanda Peacekeepers (Rwanbatt1) deployed in UN peacekeeping mission in South Sudan (UNMISS) organized three weeks of Basic Computer Training Course for local community mainly teachers at New Kapuri Primary School, Northern Bari Payam in Juba.

While closing the course Mary Tomalu representing the Director of Northern Bari Payam said that “the training will contribute significantly in addressing education challenges and enhance the trainees’ capacity to fulfill their task in their respective institutions”

On behalf of twenty two graduates, Ade Emmanuel Moses hailed Rwandan Contingent for the wonderful job that they have done to the community of Kapuri starting from the construction of the school that will improve learning conditions of pupils and now improving the capacity of teachers of Kapuri Primary School by providing the training in Basic Computer skills.

Rwanda Contingent Commander, Col M Nkangura said that the training was an opportunity for teachers to enhance their knowledge and skills. “We hope the package delivered will benefit the teachers as well as the school”

Rwanda peacekeepers constructed Kapuri Primary School. The Peacekeepers constructed 8 classrooms, two school offices and latrines as new facilities to support pupils who were learning in poor conditions.

Vatican says The Holy See is ready to engage in a dialogue with Rwanda, to look at highs and lows in diplomatic ties for a firm future.

Pope Representative to Rwanda, apostolic Nuncio Luciano Russo says “good relationship between Holy See and Rwanda will be strengthened through sincere dialogue.”

Bishop Smaragde Mbonyintege, president of episcopal council of Rwanda told KTPress that the major things to be discussed should be Rwanda’s attitude towards the church during colonial era.

Catholic Missionaries in the 18th and 19th centuries are accused of collaborating with colonial masters to sow the seeds of devisionism.

Colonizers divided Rwandans in factions creating social tension and conflict that lasted for decades, culminating into a genocide in 1994.

Mbonyintege said, “the position of the church in the Genocide itself will be set clear.” He said those who were implicated did not act in church’s mission.

Dozens of clergymen and other Catholic Church members were sentenced for orchestrating and participating in mass killings from churches.

Over 2 million followers allegedly played role in the genocide, led by clerics. More than 80% of Rwandans are believed to be followers of the religion.

In a gala dinner marking golden jubilee of bilateral ties between both nations yesterday, Louise Mushikiwabo, Rwanda’s Foreign Affairs minister said, “Holy See relationship with Rwanda is good, but it temporarily soured in 1994.”

“My country stands for that message of dialogue so we can move together,” she said. “Let’s take stock of the past to make the future bright.”

According to Luciano, the Catholic Church never abandoned Rwanda. “It always condemned genocide and supported unity and reconciliation.”

The Vatican envoy noted that bilateral relations between the two nations are not business oriented.

Luciano said Pope Francis is committed to promoting social justice, peace and humanity welfare. He said the Pope is grateful Rwanda has restored peace and social cohesion.

Meanwhile, the Catholic Church plays a big role in Rwanda’s religious and social fabric. Over the last two decades, the church said it invested $145m in social activities.

The church runs 1600 primary and secondary schools countrywide with 1.8 million children, plus 13,000 students from three universities.

Last year, the church spent $10.1m in education.

Olivier Rwamukwaya, the Minister of State for Education estimates the church’s contribution into education in Rwanda to be about 60%.

In the health sector, the church contributes 30% with 105 health centers and nine hospitals.

The current Pope has not visited Rwanda, but the late Pope John Paul II visited Rwanda in 1990.

Rwanda youth values, discipline and behaviour in pursuit of Rwanda’s transformation is a symbol of democratic values with discipline.

At the global scene, youth are more of liabilities than assets to their countries in terms of deliberate destruction, defacement, damage of public or other people’s property through acts violence, loss of values and indiscipline coupled with a feeble hope for their future while rare cases are stewards of their countries transformation.

Interestingly, Rwanda’s youth through government initiated platforms share their opinions and contribute to national development agenda peacefully. Rwanda youth manifest values, energy, concern, creative ideas, potentials, capabilities, responsibility and the passion to make a difference to their country.

Relatedly, the government has provided facilities and space to the youth to think, debate, interact, explore, express views, expectations and to share their perspectives of government policy, culture and national development ambitions.

The leadership identification and recognition of youth talents is fundamental because it should be understood that today is not inherited from our ancestors but borrowed for the future generation. However, many nations make worst mistakes from failure to recognise this fact.

It should be understood that there cannot be success without succession and that there cannot be succession without values. Rwanda has nurtured and mentored the youth with right values and ideals to spearhead Rwanda prosperity.

Rwanda initiatives, campaigns and interactions to encourage, motivate and mentor the youth to discover their potentials, responsibility and role in national building is fundamental for continued democracy with discipline.

Rwanda youth have interacted, shared and discussed their cultural heritage, innovations, resilience; discover their purpose in life, dignity and destiny of their country. Rwanda leadership mentorship brings joy to them, feel empowered and play leadership roles in the economy, academics, media and civil service.

Louise Mushikiwabo, Rwanda’s Minister for Foreign Affairs and International Cooperation

Rwanda has expressed concern that FDLR rebels in DR. Congo will not disarm despite the deadline set on January 2, 2015.

Foreign Affairs Minister, Louise Mushikiwabo, told media Wednesday that Rwanda didn’t expect anything to happen on the deadline.

“We are not expecting anything to happen on January 2nd,” she said adding that, “It is not a magic date; magic would be a sudden change in attitude of politics about it.”

The Minister blamed the expected inaction on lack of political will from the actors involved.

She said that several attempts to disarm FDLR after it declined voluntary disarmament were postponed.

Disarmament deadline had been previously set at July this year, but was later extended to January 2, 2015.

Mushikiwabo said several meetings on FDLR resulted in many communiqués, resolutions and outcomes, but no disarmament yet.

Rwanda continues to push actors to have common understanding on the matter.

The DR Congo, Monusco (United Mission in DR Congo), Southern Africa Development Community (SADC) and the International Conference on Great Lakes Region (ICGLR) are important actors in FDLR disarmament.

 President Paul Kagame, on December 17, flew to Luanda, Angola to meet president Edouardo do Santos who currently chairs ICGLR.
On the agenda, the two leaders also discussed FDLR disarmament.

In a similar form, South African President Jacob Zuma met Uganda leader Yoweri Museveni on December 21 and the two discussed peace and security on the African Continent.

Meanwhile, Mushikiwabo says Rwanda doesn’t consider FDLR as a military threat, but a militia with a genocide ideology which should be dismantled.

“They (FDLR) are not a military threat to Rwanda. They should be disarmed, especially for the good of our people on the border with DRC; none would be happy to live nearby bandits.”

FDLR is made up of elements responsible for the Genocide against Tutsi in 1994 that claimed over a million lives.

In 2006, President Paul Kagame counseled members of the private sector to pool scattered resources together and venture into sizeable investments and benefit the economy.

The idea is mainly aimed at building a culture of entrepreneurship and competitiveness among Rwandans.

With his idea, the president believed more jobs would be created, and also help investors benefit from the economies of scale which would spur economic development.

Rwanda’s Private Sector Federation (PSF) embraced the president’s idea, later establishing a secretariat to implement the initiative.

That same year, the Rwanda Investment Group (RIG) was started, more like a pilot. It was an instant success. Over 20 private business people around Kigali subscribed as its shareholders.

Setting the pace for other investment groups that would later spring up, RIG invested its resources in Renewable Energy, Agri-business, Cement production, and largely took advantage of the privatisation program to own stake in a number of privatized companies.

Today there are more than 88 collective investment groups across the country.

Some of them are in form of Associations, Private Investment Groups or Corporations or private joint ventures, Private-Public Partnerships (PPP) and Cooperatives.

By the end of 2013, PSF found through an internal ‘Collective Investment Survey Report’ that the collective investments in the country are now worth more than Rwf315billion ($450m).

Mungwarareba Donatien in charge of Member services, Capacity Building and Entrepreneurship Promotion at PSF told KTPress that there are more than 88 investment groups of which 53 have capital above Rwf200M ($285,714) each.

Trade Minister Francois Kanaimba told KTPress, “The government has commissioned a survey (currently ongoing) to determine the status of investment groups in the country.”

He said the survey will help note various challenges faced by these groups and other important information which will later be used to strengthen their functionality.

Experts are still researching to update on the status of collective investments across the country. “We will have the report by the end of December,” Mungwarareba said.

The PSF says business projects by investment groups which are self-initiated by members are successful; majority of which are in commercial real estate development sector and comparatively a few in agricultural sector.

Some of the successful ventures include the modern Kigali city market complex, Nyagatare Maize investment group in east Rwanda and the East African granite industries among others.

However, according to a 2013 PSF report, investors still find Agriculture sector riskier to invest and banks too are hesitant to finance such collective investments.

Mungwarareba said the survey found that traders, most of whom are non professionals, prefer to invest in physical ventures that make quick money and avoid those requiring costly research.

Minister Kanimba admits that Investing in agriculture has more risks and this scares investors.

“However, government, through land consolidation and irrigation initiatives aims at establishing sufficient land and constant water supplies to mitigate risks in Agriculture sector,” he notes.

The report notes that majority of Collective Investments are mostly into commercial real estate development because they are easier to manage and the return on investment is a lot quicker.

Charles Haba a real estate agent says, “Traders find investment in commercial buildings secure, easy to control and not sophisticated”.

Major challenges hindering progress of the collective investments in Rwanda include; limited skills in insufficient capital, management, marketing, high cost of doing business and low supply of technical human capacity.

Eugene Nyirigira, Chairperson of Kabarore United Traders (worth more than Rwf250million) attributes success of his group to experienced shareholders that were already active traders, thus deciding to build a mall met no resistance.

However, Nyirigira noted, “The challenge for cooperatives is for members to understand the projects.”

Minister Kanimba is optimistic that despite the challenges collective investments are experiencing, they will grow stronger and attract foreign investors.

He predicts that in the few coming years, investment groups will have setup strong management framework to gain trust from foreign investors that would bring their capital into the investment groups.

“By all means we are getting there,” he said.

Rwanda has recorded significant economic progress in 2014. Here we profile some of the many highlights, including the issuing of three domestic bonds, the hosting of the African Development Bank Group annual meetings and economic growth of 7.8 percent.

Rwanda issued RwF 15 Billion, 7 year fixed coupon treasury bond

On 24 November 2014, the Government of Rwanda has issued a 7-year fixed coupon rate treasury bond of RwF 15 billion. The bond will facilitate the development of the capital as well as fund infrastructure projects. The bond issuance is part of the government’s comprehensive treasury bond issuance plan for the fiscal year 2014/2015. This bond follows the success of a RwF 12.5 billion 3-year bond and RwF 15 billion 5-year bonds issued in February and August. The two bonds, which were oversubscribed by 140 and 232 percent respectively, signalled investor confidence in Rwanda’s currency and economy.

Rwanda’s GDP increased by 7.8 pct in Q3, 2014

In the third quarter of 2014, GDP at current market prices was estimated to be RwF 1,393 billion, up from RwF 1,233 billion in the same quarter of 2013. The services sector contributed 47 percent of GDP while the agriculture sector contributed 34 percent. The industry sector contributed 14 percent of GDP, and five percent was attributed to adjustment for taxes less subsidies on products. The agriculture sector grew by six percent and contributed 1.8 percentage points to overall GDP growth. Activities in the industry sector grew by four percent and contributed 0.7 percentage points to GDP growth. The service sector increased by 10 percent and contributed five percentage points to GDP growth in Rwanda.

Rwanda hosted the African Development Bank Annual Meetings as the bank celebrated 50 years

From 19-23 May 2014, Rwanda  hosted the annual meeting of the African Development Bank Group (AfDB). The theme of this year’s meetings was “The next 50 Years: The Africa we want”. Participants looked towards the next half century and what the continent hopes to achieve. The event was attended by Heads of State, Finance Ministers and Central Bank Governors from the Bank’s 54 regional member countries, and attracted more than 2,500 delegates representing multilateral finance institutions, development agencies, the private sector, non-governmental organisations, civil society and the media.

Rwanda ranked 46th worldwide in World Bank Doing Business ranking

Rwanda was this year ranked 46th out of 189 countries in the recent World Bank Doing Business report. This presents a strong performance given the widened scope in the new methodology that assesses new areas. The report is a survey conducted on how easy it is to do business in the country. A high ranking on the ease of doing business index means the regulatory environment is more conducive to start and operate a local firm. In the overall performance, Rwanda is still the best performing country in the East and Central Africa and 3rd easiest place to do business in Africa (1st is Mauritius which ranks 28th globally, 2nd is South Africa which ranks 43rd).

Fitch Upgraded Rwanda to ‘B+’; Outlook Stable

In July, Fitch upgraded Rwanda’s long-term foreign and local currency Issuer Default Ratings (IDR’s) to B+ with a stable outlook. It also upgraded Rwanda’s senior unsecured foreign and local currency bonds to B+. The outlook on long-term IDRs is stable while the country ceiling was upgraded to ‘B+’ and the short-term foreign currency IDR was affirmed at ‘B’. Rwanda joined a limited number of Sub-Saharan African sovereigns with a Fitch B+ rating or higher.

Rwanda Lights Highway to DR Congo to Boost Trade

Rwanda has switched on road lights along the 180KM highway connecting the capital Kigali to the border with DR Congo.

Of the 180KM Kigali-Rubavu highway, about 114KM are currently installed with roadside lights powered by hydroelectricity.

Motorists and citizens living along the highway expressed excitement when the road lights were switched on Christmas.

Jean Marie Munyaneza a bus driver was last week driving from Kigali to Rubavu district bordering DR Congo, when his lights suddenly went off. He suddenly stopped to repair them.

“Most parts of the road are deadly. Drivers cannot see properly, especially at night when clouds meet darkness along the highway that meanders through the hilly countryside,” he told KTPress.

Munyaneza has also on several occasions knocked down wild animals crossing the road at night.

“I can now drive to and from Rubavu safely at night. With these road lights, safety is guaranteed,” he said with delight.

Superintendent Christopher Semuhungu, Northern Province Police Spokesperson, toldKTPress, “the project will reduce road accidents; traffic police will now be able to maintain safety throughout the night.”

The Rwf8b ($11.5m) Kigali-Rubavu highway is also aimed at boosting trade and security through the Six Districts along the this route.
They include Nyarugenge, Rulindo, Gakenke,Musanze, Nyabihu and Rubavu.

In 2013, NPD Cotraco, a local engineering company was contracted to install the road lights fitted on concrete poles worth Rwf 600,000 ($857) each.

The bulbs being used are of 250watts worth Rwf250,000 ($357) and 60watt economic bulb worth Rwf 460,000 ($657).

The total cost of installing road lights per kilometer could go up to Rwf70million ($100,000).

Deo Kabagambe, Northern Province Executive Secretary says, “We are already seeing impact.”

He said selling points are being installed along the road by local traders who expect more income as working hours increase.

Laurette Uwamariya, a trader dealing in general merchandise in Gakenke District says “I can’t wait to set up a kiosk along the highway.”

On average, Uwamariya earns Rwf80, 000 ($115) daily, working for 10hours. With new street lights, she says, “I will double my income if I work for 24hours.”

Over 36,000 travelers from both Rwanda and DRC use the Kigali-Rubavu highway daily, in a cross-border trade worth $36m annually.

Thousands of tourists also visit the rare mountain gorillas in Musanze district. In 2013, revenues from gorilla visits hit $294m.

Meanwhile, other major highways, totaling 500KM connecting Kigali City to neighboring countries (Uganda, Burundi and Tanzania) will have similar road lights installed estimated to cost over Rwf35.7b ($51m).

Robert Nyamvumba, Managing Director of Rwanda Energy Group says all highway lights will soon be connected to the national hydroelectricity grid.

Nyamvumba says although electrification is expensive, Rwanda is committed to lighting city roads and other highways linking Kigali to secondary cities when funds are available.

Once all highways are lit, Rwanda would improve 24hour-trade with East African Community member states, becoming the only member state with such a facility.

Officers, men and women of Rwanda Defense and Security Forces, on behalf of the Government of Rwanda, my family, and on my own behalf, I wish you and your loved ones a Happy New Year 2015 full of success.

As we welcome 2015, we look back at yet another year of distinguished service to our nation. Through your dedicated and selfless service, each and every one of you have continued to deliver the most critical service to all citizens and residents of Rwanda: peace and security for our nation; the core foundation on which many achievements and hopes continue to be built.

We don’t and should never take this for granted, particularly in the context of increasing threats and challenges we continue to face Nationally and Globally.

Beyond your core mission, you have worked alongside fellow Rwandans in advancing socio-economic development through various initiatives in the areas of education, healthcare, agriculture, and environmental protection among others. Through these activities, you have distinguished yourselves as servicemen and women determined not only to protect our people but also work with them in uplifting their wellbeing.

Beyond Rwanda’s borders; your professionalism, discipline and resilience, made a commendable difference as you contributed to global peace and security, serving other people in need through peace support missions.

Many of you are not able to be with your loved ones during this festive season.

Some of our comrades paid the ultimate price, putting their lives at risk in order to save others’ irrespective of nationality, race or religion. I take this opportunity to pay tribute to the late comrades who passed away in service of our nation’s values and ideals. Their sacrifices were not in vain; they will be emulated by those still serving as well as future generations.

As we begin a New Year, I urge you all to maintain and further improve the standards of professional conduct, discipline and patriotism you have demonstrated in 2014. Above all, I urge you to uphold our most critical attribute; the “Rwandan Spirit”. I want you to preserve the core values that enabled us achieve success to this date: Selflessness, Discipline, Honour, Resilience and Humility among others.

The year 2015 will bring new challenges and opportunities. We will undoubtedly be confronted with more threats and hardships; but with our spirit, experience and belief, I am confident that we will continue to prevail.

Working together we shall raise the Rwandan flag higher and steadier as we pursue greater successes for our homeland and the entire community of nations.
